H5-91 `� A RESOLUTION APPROVING AN OFFER OF 8725,000 PER APPRAISAL FOR THE ACQUISITION OF 81,283 SQUARE FEET OF UPLAND, PLUS 372,046 SQUARE FEET OF SUBMERGED LAND GENERALLY LOCATED BETWEEN NE 69TH AND 71ST STREETS AND BISCAYNE BAY, MIAMI, FLORIDA (LEGAL DESCRIPTION AS ATTACHED) WHICH ACQUISITION IS BEING SOUGHT FOR A PROPOSED SMALL PASSIVE PARK AND/OR PUBLIC MARINA, WITH FUNDS THEREFOR AVAILABLE FROM THE MARINAS ENTERPRISE FUND, SUBJECT TO THE ADOPTION OF AN APPROPRIATIONS ORDINANCE BY THE CITY COMMISSION. WHEREAS, Motion 85-347, was adopted March 28, 1985 by the City Commission called for the immediate process of appraisals of a vacant parcel of property fronting on Biscayne Bay between NE 69th and 71st Streets for the purpose of purchasing said property for use as a small passive park and/or public marina; and WHEREAS, invitations to bid were sent to 22 MAI Appraisers domiciled in Dade County, all of whom are members of the American Institute of Real Estate Appraisers; and WHEREAS, three responses were received from the invitations to bid; and WHEREAS, the proposals of Hedg-peth and Gallaher, Inc., and Property Consultants, Inc. were the most advantageous to the City in fee and time to complete; and WHEREAS, based on the appraisals, $9.00 per square foot for waterfront land and $4.50 per square foot for dry land is deemed a reasonable offer; and WHEREAS, funds for the acquisition of this property are currently available from the Marinas Enterprise Fund, subject to the adoption of an Appropriations Ordinance by the City Commission; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY f OF MIAMI, FLORIDA: bOf .0 tool ^y {:ESULUTIiJh 'v _ 5�- 91S s REM apoi S l f f Section 1. Marina IT IS RECOMMENDED THAT THE CITY COMMISSION AUTHORIZE THE CITY MANAGER TO CFFER $725,000 PER APPRAISAL, FOR THE ACQUISITION OF 31,283 SQUARE FEET OF UPLAND, PLUS 372,046 SQUARE FEE; CF SUBMERGED LAND GENERALLY LOCATED 3ET:tiE'E,1; NE 69TH AND 71ST STREETS AND BISCAYNE BAY: DESCRIBED AS BAYWOOD WATERFRONTS, PLAT BOOK 82, PAGE 45: BAYWOOD PLAT BOOK 5, PAGE 85: MCKAY SUBDIVISION, PLAT BOOK 75, PAGE 18 OF SECTION 18, TOWNSHIP 53 SOUTH, RANGE 42 EAST, ESSENTIAL PART OF A LENGTHY LEGAL DESCRIPTION. THE ACQUISITION IS SOUGHT FOR A PROPOSED PARK AND/OR PUBLIC MARINA. FUNDS FOR THE ACQUISITION OF THIS PROPERTY ARE AVAILABLE FROM THE MARINAS ENTERPRISE FUND SUBJECT TO THE ADOPTION OF AN APPROPRIATIONS ORDINANCE BY THE CITY COMMISSION. Motion 85-347, passed March 28, 1985, stated the Miami City Commission's intention to immediately begin the process of appraisals for a vacant parcel of property fronting on Biscayne Bay between NE 69th and 71st Streets for the purpose of purchasing the appraised property for use as a small passive park and or a public marina. Invitations to bid were sent to 22 MAI Appraisers domiciled in Dade County. Three responses were received. Of these three, the two most advantageous to the City were those of Hedg-peth and Gallaher, Inc., and Property Consultants, Inc., who were assigned the appraisal work. Based upon the appraisals $9.00 per square foot for Waterfront lots $4.50 for dry lots was concluded to be a comparable offer for land in the acquisition area. Based upon consultant's appraisals, a reasonable offer for this vacant land would be $725,000.00. This property contains approximately 81, 283 square feet of upland, plus 372,046 square feet of submerged land. 85-91`E4 t - 2 - The legal description for this property is lengthy but it can be described as Baywood Waterfronts, Plat book 82, Page 45; Baywood, Plat Book, Page 85; McKay Subdivision, Plat Book 75, Page 18 of Section 18, Township 53 South, Range 42 East. This item is being brought before the Commission for the approval of an offer of 725,000.00 to acquire this property for a passive park and/or a public marina.
