A RESOLUTION ACCEPTING THE PROPOSALS OF
LEONARD A. BISL AND CLAIR FRANKLIN BRITT,
MAI APPRAISERS, FOR A FEE OF $4,950.00
A14D $8,000.00 RESPECTIVELY, PLUS EXPERT
WITNESS FEES OF $100.00 AND $50.00 PER
HOUR RESPECTIVELY FOR THE PURPOSE OF
ESTABLISHING FAIR MARKET VALUE OF 13 LOTS
AND THE IMPROVEMENTS THEREON FOR THE
SOUTH AREA POLICE SUBSTATION, SAID PROP-
ERTY LEGALLY DESCRIBED AS LOTS 4 THROUGH
16, ALL IN KENILWORTH REVISED SUBDIVI-
SION, AS RECORDED IN PLAT BOOK 5 AT PAGE
115; BOUNDED ON THE NORTH BY WEST FLAGLER
STREET; WEST BY SW 23 AVENUE; SOUTH BY Svc
FIRST STREET; EAST BY BEACOM BOULEVARD,
A/K/A SW 22 AVENUE ROAD; FUNDS COVERING
THE COST OF THE APPRAISALS BEING ALLOCAT-
ED FROM 1984 MIAMI POLICE HEADQUARTERS
AND CRIME PREVENTION FACILITIES BONDS.
WHEREAS, the Miami Police Department, in order to give the
highest quality of police service to the citizens of the City of
Miami is adopting a program of providing neighborhood substa-
tions; and
WHEREAS, an excellent site has been selected for the South
Area Substation; and
WHEREAS, appraisals to establish Fair Market Value must be
obtained; and
WHEREAS, invitations to bid were sent to 22 appraisers
domiciled in Dade County, all of whom are members of the American
Institute of Real Estate Appraisers; and
WHEREAS, seven responses were received from the invitation
to bid; and
WHEREAS, two appraisals are needed when a property may be
$500,000 or over according to Florida Statutes; and
WHEREAS, the proposals from Leonard A. Bisz and Clair
Franklin Britt, members of the American Institute of Real Estate
Appraisers (MAI), were determined to be the bids most acceptable
to the City at a fee of $4,950.00 and $8,000.00 plus a $100.00

and $50.00 per hour respectively for expert witness testimony
fees; and
WHEREAS, funds for the expenses involved in this
acquisition, including appraisal fees, are provided by 1984 Miami
Police Headquarters and Crime Prevention Facilities Bonds;
NOW, THEREFORE BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. That the proposals of Leonard A. Bisz and Clair
Franklin Britt, members of the American Institute of Real Estate
Appraisers (MAI), be accepted for a fee of $4,950.00 and
$8,000.00 respectively, plus expert witness fees of $100.00 and
$50.00 per hour to appraise, for the purpose of establishing Fair
Market Value, 13 lots and the improvements thereon for the South
Area Police Substation, said property legally described as Lots 4
through 16 of Kenilworth Revised as recorded in Plat Book 5 at
page 115; bounded on the North by West Flagler Street; West by SW
23 Avenue; South by SW 1 Street; East by Beacom Boulevard, a/k/a
SW 22 Avenue Road and funds covering the cost of the appraisals are
hereby allocated from 1984 Miami Police Headquarters and Crime
Prevention Facilities Bonds.

SUBJECT. South Police Substation
Appraisal Proposal
REFERENCES:
ENCLOSURES.
It is recommended that the City Commission au-
thorize the City Manager to accept the propo-
sals of Leonard A. Bisz and Clair Franklin
Britt, MAI appraisers, for fees of $4,950.00
and $8,000.00, plus expert- witness fees of
$100.00 and $50.00 per hour, to appraise,
for the purpose of establishing Fair Market
Value of 13 lots and the improvements thereon
for the substation for the south area, said
property legally described as Lots 4 through
16, all in Kenilworth Revised Subdivision, as
recorded in Plat Book 5 at page 115, bounded
on the North by West Flagler Street, West by
SW 23 Avenue, South by SW 1 Street, and East
by Beacom Boulevard a/k/a SW 22 Avenue Road.
Funds covering the cost of the appraisals are
provided from 1984 Miami Police Headquarters
and Crime Prevention Facilities Bonds.
The Miami Police Department, striving to give the highest quality
police service to the citizens of the City of Miami is adopting a
program of providing neighborhood substations.
The site selection for the south area police substation was autho-
rized by the City Commission by Motions 85-684 and 85-846 passed
respectively at Commission Meetings held June 20 and July 25, 1985.
Invitations were sent to 22 MAI Appraisers for proposals on the
selected site. Seven responses were received. Of those seven, the
two most advantageous to the City were submitted by Leonard A. Bisz
and Clair Franklin Britt, with proposal bids of $4,950.00 and
$8,000.00 plus expert witness fees of $100.00 and $50.00 per hour.
Funds to cover the costs of these appraisals are provided from
1984 Miami Police Headquarters and Crime Prevention Facilities Bonds.
Recommendation
The Property & Lease Management Division of the Finance Department
recommends that the appraisal proposals of Leonard A. Bisz and Clair
Franklin Britt be accepted, as they are the most advantageous to
the City in fee and time to complete.
