WHEREAS, pursuant to public notice, seale,l Ini(Is were received July 29, 1985 for the furnishing of House Paint antl Painting Supplies on a contract basis to approximately 850 Participants in the Great Neighbarhoods Residential Exterior Paint Program for the Department of Community Development; and WHEREAS, invitations were mailed to 35 potential suppliers and 5 bids were received; and WHEREAS, funds for this purchase are available in the llth Year Community Development Block Grant Funds; and WHEREAS, this service will be used by the Department of Community Development for the Purpose of improving approximately 850 domes in the Residential Exterior Paint Program; and WHEREAS, the City Manager and the Director of the Department of Community Development recommend that the bier received from Rex -Tone Paint and Chemicals Company be accepted as the lowest responsible and responsive bid; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The July 29, 1985 bid of Rex -Tune Paint and Chemical Company for furnishing Paint and Painting Supplies on a Contract Basis to participants in the Great Neighborhoods Residential Exterior Paint Program for the Department of Community Development an estimated cost of $138,000.00 is hereby accepted with funds therefor hereby allocated from the llth Year Community Development Block Grand Funds. CITY COMMISSION 1QEL:T1i4G OF SEP I:; 1985 85-909 C. of the bid received from ,Tay Cee Cleaninq as the lowest responsible and responsive bid be ratified, approved and confirmed; NOW, THEREFORE, RE IT RESOLVED 13Y THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The contractor's termination of the contract awarded to A. Cleaning Associates, Inc. under Resolution No. 85- 514 adopted May 9, 1985 for furnishing custodial services at the Manuel Artime Community Center is hereby acknowledged and the written findings of the City Manager that an emergency need existed for procuring such services elsewhere is hereby ratified, approved and confirmed by an affirmative vote of not less than 4/5ths of the members of the City Commission. Section 2. The acceptance of the bid of Jay Cee Cleaninq for custodial services to the Manuel Ar.time Community Center at a total proposed cost of $23,700 is hereby ratified, approved and confirmed using funds therefor which were previously allocated under Resolution No. 85-514 adopted May 9, 1985 from the 1984-85 Operating Budget of the Department of Building and Vehicle Maintenance but subject to the limitations and conditions contained herein. Section 3. The City Manager is hereby authorized to instruct the Assistant Chief Procurement Officer to issue a Purchase Order for these services subject to the following limitations and conditions: a. Services are to be provided henceforth on a recurring 30-day basis up to a total of 120 days in order to allow time for new competitive bid procedures to be conducted. a b. If further extensions beyond 120 days are needed, approval for the same must be obtained from the City Commission. c. The herein authorized services shall be terminated upon the completion of the new competitive bid process and upon the award of a new contract to the successful bidder following such process. -2- Section 2. SUBJECT Bid Award for the Resi- dential Exterior Paint Program and Paint Sup - REFERENCES: Plies -No. 84-85-102 ENCLOSURES: Conurission agenda Item September 12, 1985 21 It is recommended that an award be made and a resolution passed accepting the most advantageous bid received by Rex -Tone Paint and Chemical Company, for the purpose of providing house paint and painting supplies on a contractual basis to homeowners participating in the Residential Exterior Paint Program administered by the Department of Community Development for a total cost not to exceed $138,000. Bids were offered on estimated quantities, based on anticipated need. Actual orders will depend on homeowner — participation, building type and size. Pursuant to public notice, sealed bids were received on July 29, 1985, from five (5) firms interested in providing paint and paint supplies for the Residential Exterior Paint Program. Staff evaluation of these bids results in the recommendation that the bids be awarded to Rex -Tone Paint and Chemical Company. This program will be available to residents of the Allapattah, Edison/Little River, Little Havana, Model City, Overtown, Coconut Grove and Wynwood target areas. Homeowners participating in the program will be responsible for painting their homes. Approximately 850 homes will be improved under this project.
