A RESOLUTION ACCEPTING AND RATIFYING BY AN
AFFIRMATIVE VOTE OF NOT LESS 'THAN 4/5THS OF
THE MEMBERS OF THE, CITY COMMISSION THr
EMERGENCY FINDINGS OF THE CITY MANAGER AND
THE ASSISTANT CHIEF PROCUREMENT OFH'ICER
RESULTING FROM THE FACT THAT A. CLEANING
ASSOCIATES, INC. TERMINATED ITS CONTRACT FOR
CUSTODIAL SERVICES AT THE MANUEL ARTIME
COMMUNITY CENTER; FURTHER RATIFYING THE
ACCEPTANCE OF THE BID OF JAY CEE CLEANING,
THE. NEXT LOWEST RESPONSIBLE AND RESPONSIVE
BIDDER, FOR FURNISHING CUSTODIAL SERVICES FOR
THE MANUEL ARTIME COMMUNITY CENTER AT A TOTAL
PROPOSED COST OF $23,700, USING FUNDS
THEREFOR PREVIOUSLY ALLOCATED UNDER,
RESOLUTION NO. 85-514 ADOPTED MAY 9, 1985
FROM THE 1984-85 OPERATING BUDGET OF THE,
DEPARTMENT OF BUILDING AND VEHICLE
MAINTENANCE; FURTHER AUTHORIZING THE CITY
MANAGER TO INSTRUCT THE ASSISTANT CHIEF
PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER
FOR THESE SERVICES SUBJECT TO PERTAIN
LIMITATIONS AND CONDITIONS.
WHEREAS, pursuant to public notice, sealed bids were
i received March 20, 1985 and a contract was duly awarded May 9,
1 1985 by Resolution No. 85-514 to A. Cleaninq Associates, Inc. for
furnishing custodial services to the Manuel Artime Community
° Center; and
WHEREAS, said firm has terminated its contract resulting in
an emergency need to secure these services elsewhere; and
WHEREAS, the bid of Jay Cee Cleaning is the next lowest

responsible and responsive and met all requirements for these
herein services no longer being supplied by A. cleaning
Associates, Inc.; and
WHEREAS, funds for these services were previously allocated
by Resolution No. 85-514 from the 1984-85 Operating Budget of the
Department of. Building and Vehicle Maintenance; and
WHEREAS, the City Manager and the Director of the Department

THE DEPARTMENT OF BUILDING AND VEHICLE
MAINTENANCE RECOMMENDS THAT A RESOLU-
TION BE PASSED RATIFYING, CONFIRMING,
AND APPROVING THE ACTIONS OF THE CITY
MANAGER IN AUTHORIZ IN.G THE EMERGENCY
AWARD OF A CONTRACT TO JA`,' CEE CLEANING
FOR CUSTODIAL SERVICES AT THE e ANUEL
ARTI.ME COMMUNITY CENTER FOR A PERIOD
OF ONE YEAR AT A TOTAL COST OF $23,700.
Pursuant to public notice, a total of eleven bids were received
in response to Bid 484-85-53 for custodial services at the Manuel
Artime Community Center. At its meeting on May 9, 1985, the City
Commission awarded this bid to A. Cleaning Associates through Re-
solution Number 85-514. Because of various problems that affected
service, this contractor requested to be released from his agree-
ment with the City as of July 31, 1985.
Through consultations with the Assistant Chief Procurement Officer,
it was determined that this custodial contract could be awarded
to the second lowest bidder at a cost of $1,975 per month. This
second lowest bidder is a Black -owned company and has agreed to
accept the contract at this stated price. It is, therefore, re-
commended that this award be made in order to insure a continua-
tion of custodial services at this highly used facility.
Funds for this award are available in the budget of the Depart-
ment of Building and Vehicle Maintenance.

Your emergency approval is requested to award a contract for
custodial services at the Manuel Artime Community Center. This
request is made because the bidder previously awarded the con-
tract for this facility, by Commission Resolution 85-514,
passed on May 9, 1985, has submitted a request to terminate their
contract.
After consultation with the Purchasing Agent, it is determined
that this contract may be awarded to the next low bidder with
your emergency authorization, and follow-up Commission ratifi-
cation. This second low bidder does business as Jay Cee Cleaning
and previously submitted a bid of $1,975 per month to clean this
facility. The company is Black -owned and has tentatively agreed
to accept the contract at its previously submitted price.
With your signature below, this contract may be awarded to Jay
Cee Cleaning at a cost of $1,975 per month, with follow-up Com-
mission ratification. I will proceed with the development of
the necessary legislation in an expeditious manner.
