SS-901 A RESOLUTION CONCERNING THE DADE COUNTY BICYCLE COALITION'S "FAMILY BICYCLING DAY" WHICH IS TO TAKE PLACE SEPTEMBER 29, 1985, CLOSING CERTAIN STREETS TO THROUGH VEHICULAR TRAFFIC DURING SPECIFIED HOURS, SAID STREET CLOSING SUBJECT TO ISSUANCE OF PERMITS BY THE DEPARTMENT OF POLICE AND THE DEPARTMENT OF FIRE, RESCUE, AND INSPECTION SERVICES AND ASSURANCES THAT THE CITY WILL BE INSURED AGAINST A14Y POTENTIAL LIABILITY. WHEREAS, the Dade County Bicycle Coalition has requested permission to hold the Family Bicycling Day or. September 29, 1985; and WHEREAS, certain streets shall be closed to through vehicular traffic during the specified date and hours to insure the safety of the participants and pedestrians attending this activity; WHEREAS, the City Commission expressed its intent to authorize this request by Motion No. 85-796 of July 25, 1985, subject to the issuance of permits by the Departments of Police and Fire, Rescue, and Inspection Services, and assurances tnat the City will be insured against any potential liability; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to provide safe passage during the Family Bicycling Day event, the following streets are hereby closed to through vehicular traffic during the date and hours specified below: a) Loquat Avenue from LeJeune Road to Kumquat Avenue Kumquat Avenue to Douglas Road Douglas Road to Franklin. Section 2. Such closing of Streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection. Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic reeds of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein. Section. 3. Such closing of streets is subject to the Dade County Bicycle Coalition obtaining insurance requirements as mandated by the City of Miami, Finance Department, Risk Management Division,. The City Commission, by Motion 35-796 of July 25, 1985, expressed its intent to authorize the closure of certain streets in connection with Dade County Bicycle Coalition's "Family Bicycling Day", scheduled for September 29, 1985, in the Coconut Grove Area. This authorization was contingent upon the organization assuring that the City will be insured against any potential liability and subsequent issuance of permits by the Departments of Police and Fire, Rescue and Inspection. Services. Persuar,t to these stipulations, the City Administration shall oversee the Dade County Bicycle Coalition's obligation to obtain the required insurance coverage as mandated by the Finance Department, Risk Management Division, as well as the necessary permits.
