CHI EF PROCUREMENT OFFICER TO ISSUL A
PURCHASE ORDER FOR THIS EQUIPMENT.
VIHEREAS, pursuant to public, notice, se-aled bids were
received June 12, 1985 for the furnishing of three (3) tiew Rescue
Ambulances complete witli equipment, and an option to purchase a
fourth new Rescue ambulance complete with equipment to the
Department of Fire, Rescue and Inspection Services, and
WHEREAS, invitations were mailed to 19 potential
suppliers and 1 bid was received; and
WHEREAS, funds for this purchase are available in the
1981 Fire bond Project; and
WHEREAS, this equipment will be used by the Department
of Fire Rescue and Inspection Services for the purpose of
replacing older existing units; and
WHEREAS, the City Manager and the Director of the
Department of Fire, Rescue and Inspection Services recommend that
the bid received from E.V.F., Inc. be accepted as the only
responsible and responsive bid, -
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The June 12, 1985 bid of E. V. k'. , Inc. for
furnishing three (3) New Rescue Ambulances complete with
equipment, and an option to purchase a fourth new rescue
ambulance complete with equipment, to the Department of Fire,
Rescue and Inspection Services at a total estimated cost of
�372,420.00 is hereby accepted with funds therefor hereby
allocated from the 1981 Fire Bond Projects.

Section 2. That the City Manager is hereby authorized
to instruct the Assistant Chief Procurement Officer to issue a
Purchase Order for this equipment.

It is recommended that an Award of aid be
made and a Resolution be passed accepting
the Bid from E. V. F., (Ernergencv Vehicle
Fabricators) or Riviera Beach, Florida as
the cnly responsive, responsible Bidder
for Three (3) New "Replacement" Rescue
Ambulances complete with equipment, and
an option to purchase a Fourth New Rescue
Ambulance complete with equipment, and
four 4 vehicle assembly inspection
trips , at a one-time purchase price of
$372,420.
The Three (3) New Rescue Ambulances will replace the
existing units of Rescues #5,#8,and #10. The older
existing units will be re -assigned as spares to
increase back-up capability. First -line vehicle down-
time has been increasing due to increase in overall
alarms, increase of vehicle accidents, and the
increased necessity to have vehicles available for SWAT
missions, TV and movie productions, and State required
in-service emergency vehicle operator training.
The purchase price of $372,420 is a net price after
exercising a discount option of paying for the vehicle
chassis as they are delivered to E. V. F. for
outfitting. The total Bid Price without discount is
$375,564; a savings of $3,144.
The option to purchase the fourth new vehicle would be
exercised only if one of the current units was damaged
beyond repair or if some unforeseen situation arose
requiring an additional unit. Therefore, the initial
capital outlay for purchase of only the three (3) units
would be $279,515.

Extensive cost analysis was also made in comparison of
the specifications and features of the subject vehicles
with those recently purchased by Metropolitan Dade
County. Analysis indicated that the special
maintenance items, additional compartmentation and
interior configuration as specified by the City,
warranted the additional cost.
Funds for this purchase are available from 1981 Fire
Bond Projects Nos. 313217-289401-840 entitled Rescue
Service Apparatus and Equipment and 313219-289401-840
entitled Fire Apparatus Acquisition, Replacement and
Modification.
