WHEREAS, f.iilure of the Uninterr(ipted mower. Supply (UPS) System at the Department of Computers created an emergency situ, ition as this system is vital to the operations of all City Departments, particularly Police and Eire, and thus essential to the safety and welfare of the citizens of Miami; and WHEREAS, on May 30, 1985 the U.1). SySt(-,in, which ensures continuous operation of the computer system, exI)erienced mechanical failure, an(-! input transformer was found defective; and WHEREAS, the Department of Computers directed a switch to power provided by its diesel generator as a temporary measure; and WHEREAS, due to the critical nature of this requirement these actions could not await the normal authorization process and required immediate repair; and WHEREAS, attempts to identify and locate this required transformer locally and competitively were unsuccessful; and WHEREAS, the Department of Computers, in conjunction with the Department of Building and Vehicle Maintenance, contacted Power Systems and Controls, Inc. (the U.P.S. system manufacturer) to provide an input transformer, emergency shipment and additional technical support; and WHEREAS, this input transformer replacement was completed in a satisfactory manner an+i the U.P.S. that supports i the City's computer network has been restored to proper operating CITY COMMISSION condition; and MYEEPTING OF SEPRlti 1985 RESOWi+U', ttiw� Smell REMARKS no NHE,REAS, f unds for these r epa i rs have been made available from the budget of the Department of 'luildino and Vehicle Maintenance; acid WI-iLREAS, the Director of the Department of Building and Vehicle Maintenance determined the validity of this emergency and purchase and recommends the waiver of formal sealed bids, acceptance of the work and authorization of payment to Power Systems and Controls, Inc. in the amourit of ; 7, 144.64; and WHEREAS, this determination has been approved by and adopted as the findings of the Chief Procurement Officer and of i the City Manager; NOW, THEREFORE, PE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: - Section 1. By a 4/5ths affirmative vote of the members of the City Commission, the City Manager's written finding of an emergency due to power blackout exposure and the emergency purchase of an input transformer, emergency shipment and additional technical support for the U.P.S. (Uninterrupted Power Supply) system, is hereby ratified, approved and confirmed. Section 2. The requirements for formal sealed bids for the above purchase is hereby waived, and the payment to Power _ Systems and Controls, Inc., the manufacturer of the UPS System, at a cost of $7,144.64, is hereby authorized with funds therefor - hereby allocated from the 1984-85 budget of the Department of Building and Vehicle Maintenance. THE DEPARTMENT OF BUILDING AND VEHICLE MAINTENANCE RECOMMENDS THAT A RESOLUTION BE PASSED RATIFYING, CONFIRMING, AND APPROVING THE ACTIONS OF THE CITY MANAGER IN AUTHORIZING THE EMERGENCY PURCHASE OF AN INPUT TRANSFOP=R FROM POWER SYSTEMS AND CONTROLS, INC., FOR THE DEPARTMENT OF COMPUTERS AT A TOTAL COST OF $7,144.64. When called to inspect a failure of the Uninterruptable Power Supply (UPS) System at the Department of Computers, Building and Vehicle Maintenance employees determined that the input trans- former was defective. This problem created an emergency situa- tion for the Department of Computers because the transformer is critical to the proper functioning of the entire computer system. Their ability to keep vital communication linkages open was in serious jeopardy without the UPS being in good operating condition. Employees of the Department of Building and Vehicle Maintenance were able to identify an input transformer for purchase on an emergency basis in order to replace the one found to be defective. This equipment was found outside the local area and required emer- gency shipment and additional technical. support. With the emergency authorization of the City Manager, F-^penses were incurred for this equipment and services in the amount of $7,144.64. Due to the critical nature o.4' this requirement and its possible effect on the health, safety, and welfare of the citizenry of the City of Miami, these actions could not await the normal authori- zation process. This input transformer replacement was completed in a satisfactory manner and the UPS that supports the City's com- puter network has been restored to proper operating condition. E: L.OX j 1 c for Building & Ve icle Maintenance ENCLOSURES: Your authorization is requested to purchase, on an emergency basis, a transformer that is critical to the operation of the Uninterrupt- able Power Supply System %UPS) at the Department of Computers. This transformer was found to be defective on Thursday, May 30, 1985 and is now removed from the UPS System. These actions have caused the Department of Computers to switch its power supply to a back-up diesel generator. The anticipated cost of this emergency procurement will be between $6-$7,000. Attempts to identify and locate this required transformer locally and competitively have been unsuccessful. A used transformer has been identified in the Richmond, Virginia, area and needs to be shipped to Miami for immediate installation. Due to the anticipated cost, 2 will, of course, coordinate the development of ratifying legislation for City Commission action. Thanks for your consideration of this emergency request.
