DEPARTMENT OF HEALTH AND HUMAN
SERVICES; CONTAINING A
SEVERABILITY CLAUSE
WHEREAS, the State of Florida: Department of Health and
Rehabilitative Services; Developmental Disabilities Program Of-
fice has offered the City of Miami a $30,000 federal grant to
continue to implement a demonstration project for training staff
in the use of leisure/recreational activities for the develop-
mentally disabled; and
WHEREAS, a developmentally disabled person is one who is
substantially limited physically and/or mentally in the ability
to perform minimal daily living activities such as self -care, re-
ceptive and expressive language, learning, mobility, self-
direction, capacity for independent living and economic suf-
ficiency; and
WHEREAS, a ten percent (10%) local match is required by the
granting agency; and
WHEREAS, a total of $3,000 has been budgeted in the Fiscal
Year 1.984--'85 General Fund, Special Programs and Accounts,
Matching Funds for Grants as the City's contribution toward the
aforementioned project -

OF MIAMI, VLORIDA!
Section i. The following Special Revenue Fund is herreby
established and resources are hereby appropriated as described
herein:

Human Services $30,000
City of Miami: Special Programs and
Accounts, Matching Funds for Grants -
FY `85 $ 3,000
APPROPRIATIONS: Developmental Disabilities
Model Project $33,000
Section 2. The Ci;y Manager is hereby authorized to accept
the above grant from the State of Florida Department of Health
and Rehabilitative Services and to execute all documents neces-
sary for such acceptance.
Section 3. If any section, part of section, paragraph,
clause, phrase or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall not be affected.
Section 4. This ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
i of Miami and upon the further grounds of the necessity to make

the required and necessary payments to its employees and
officers, payment of its debts, necessary and required purchases
of goods and supplies, and to generally carry on the functions
and duties of municipal affairs.
Section 54 The requirement Of reading this ordinance on two
separate days is hereby
by dispensed with by a vote of not less than
four -fifths of the members of the Commission,

Background:
The Developmental Disabilities Model Project has recently been funded
for its' 2nd year by the State of Florida, Department of Health and
Rehabilitative Services.
The purpose of the program is to continue to implement a demonstra-
tion project for training staff in the use of recreational activities
for the developmentally disabled.
Two statewide workshops will be given to train parks and recreation
staff, parents, special educators and state workers. The tentative
sites include Miami and Orlando.

This Ordinance will appropriate a total of $33,000 consisting of
$30,000 from the State of Florida and $3,000 from fiscal year 1984/85
Special Programs and Accounts; Matching Funds for Grants.
This proposed ordinance is offered as an emergency so that existing
programs currently being provided need not be interrupted or cut
back, The awarded contract must be returned to Tallahassee by
September 15, 1985 in order that these grant monies may continue.
