ORDINANCE NO.
AN ORDINANCE AMENDING SECTION 30-
26, ENTITLED: 11FEE SCHEDULE", OF
THE CODE OF THE CITY OF MIAMI,
FLORIDA, AS AMENDED, FOR THE
PURPOSE OF GENERALLY INCREASING THE
FEES CHARGED FOR USE OF CITY DAY
CARE FACILITIES,
WHEREAS, the City of Miami Child Day Care Program over the
past several years has been implementing efforts to become self-
sustaining; and
WHEREAS, fee increases have not been authorized since 1982;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Section 30-26 of the Code of the City of Miami,
Florida, as amended, is hereby further amended in the following
particulars 1:
"Sec. 20-30 Fee Schedule.
The following fees shall apply to the use of the child
day care facilities of the parks and recreation department:
(1) Registration fee: A nonrefundable registration fee of
thirty dollars ($30.00) arrrrtra-l±y bi-annually
(September -June) is required at the time of initial
enrollment. Each additional child in a family will be
charged a twenty dollar ($20.00) nonrefundable
registration fee at said times.
A ten -dollar ($10.00) materials fee shall be payable.

The above fees are due the Monday or the first day of
each week, A five -dollar ($5.00) late charge will be
assessed for fees submitted on the second day of each
week or thereafter. Alternative payment plans
available upon request.

Junior K-kindergarten from 8:00 a.m. - 12:00 noon is
available at twenty-five thirty-seven dollars -E- 5.88)
($37.00) per week per child, no discount for second
child.
Kindergarten and day care package is available at
thirty-eight forty-two dollars ($3.8-08) ($42.00) per
week per child, no discount for second child.
Infant care, for children 6 weeks to 2 years is
available for forty-two dollars 2.00 per wee.
Drop -in care for unregistered children for day care when
regular school is not in session is available at terr
twelve dollars ($1E).e9) ($12.00) per day for first
child, eight nine dollars ($8:e8) ($9.00) daily for each
additional child.

Fees are based on a 41 week per year operation.
Hours of operation shall be determined by the city
manager or designee thereof.
For the purpose of discouraging late pickup of children,
a five dollar ($5.00) charge per child will be assessed
for each fifteen -minute period beyond the designated
closing time of each center. Under extraordinary
circumstances affecting a family, fees may be adjusted
for a designated period of time, subject to the approval
of the director of the Parks and Recreation Department,
in order to maintain continuity of services.
(3) After -school care: The after -school care fee shall be
fifteen dollars ($15.00) weekly, with no discounts
regarding family income, for children through age nine
(9),
(4) Summer Program: Available for eleven (11) weeks June
ugust. - Registration fee 34.00 for 1st child and
0 00 for -sewn child enrolled, Standard wee ly fees

(5) Applicants agree to purchase a slot for enrollment for

"It is recommended that the City of
Miami Child Day Care lees be moderately
increased from a minimum fee of $31,00
to $35.00 per week, for the purpose of
reducing reliance on the general fund,
per the attached ordinance".

The City of Miami has not raised its child care fees since_1982.
This Ordinance proposes a modest increase from $31.00 to $35.00 per =
week, generating an increase in user fees from the current level of _
$198,000 to an estimated $215,000 per year. In addition to fees
collected, the Day Care program is supported by_. grants from federal,
state and county sources.
The City of Miami Child Care Program (11th year) is funded through
support from the General Fund, Title XX Social Services Act, State of
Florida Department of Vereran and Community Affairs, United States
Department of Agriculture Child Care Food Program, and Child Care
Fees.
The purpose of the program is to provide quality child day care
services for children 6 weeks to 5 years old, thus enabling parents
to work outside the home. Approximately one hundred and sixty eight
('168) pre—schoolers and twelve (12) infants are served in four
centers located- in City Parks. These programs operate year around,
and fees are based on a sliding scale according to income.
The City of Miami has been initiating steps, in an effort to reach
it's goal of operating self—sustaining Child Day Care Centers.' A
moderate fee increase, as proposed on the attached fact sheet, would
increase revenue from $198,000 per year to a maximum of $215,000 per
year depending on enrollment levels.
