HomeMy WebLinkAboutR-85-1011J-85-885 RESOLUTION NO. 85 -1011 A RESOLUTION, BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION AFTER A DULY ADVERTISED PUBLIC HEARING, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE PLACEMENT OF A ONE-THIRD PAGE, BLACK AND WHITE ADVERTISEMENT IN THE NEW YORK TIMES SUNDAY MAGAZINE IN AN AMOUNT NOT TO EXCEED $7,855 WITH FUNDS THEREFOR ALLOCATED FROM SPECIAL PROGRA145 AND ACCOUNTS, CONTINGENT FUND. WHEREAS, the City Commission is committed to economic development and the expansion of trade and commerce; and WHEREAS, the New York Times Sunday Magazine is including a supplement on the Caribbean Basin and the vital role Florida plays in the commercial growth of the region in its November 10, 1985 issue; and WHEREAS, the New York Times has a readership of over 1,000,000; and WHEREAS, this special advertising section will be timed for the 9th Annual Miami Conference on the Caribbean, and distributed to every participant at the conference; and WHEREAS, thousands of copies of the supplement will be mailed to executives and senior investments officers in major corporations; and WHEREAS, the supplement is supported by the State of Florida, the Caribbean/Central American Action, the Port of Miami, and other Florida cities, and r WHEREAS, the unique and specialized nature of this particular advertising source precluded any other reasonable source of supply and the pricing offered is both reasonable and favorable; and WHEREAS, the City's intent to make this sole source purchase has been properly advertised and publicly heard; and WHEREAS, the City Manager and the Director of the CITY COMMISSION 8S --1011 MEETING OF SE P 26 1985 N r Department of Economic Development recommend that the requirement for competitive sealed bids be waived and that the purchase of an ad space from the New York Times, as the sole source, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1: by an affirmative vote of four -fifths (4/5ths) of the Members of the City Commission, after a duly advertised public hearing, the requirement for competitive sealed bids for the purchase of an ad space from the New York Times as the sole source, is hereby waived. Section 2: The City Manager is hereby authorized to purchase a ore third page, black and white advertisement in the New York Times Sunday Magazine in an amount not to exceed $7,855 with funds therefor hereby allocated from the Special Programs and Accounts, Contingent Fund. Times Sunday Magazine. This issue of the New York Times Sunday magazine will include a supplement which will focus on the Caribbean and the important role Florida plays in the commercial growth of the region. Timed for the 9th Annual Miami Conference on the Caribbean, this supplement will include articles by Congressman Fascell, Lt. Governor Mayne Mixon, Peter Johnson of the Caribbean/Central American Action (CCAA), Tom Travis of Sandler and Travis and others. This special advertising section will reach a readership of over 1,000,000 people. In addition 3,000 copies will be distributed to participants at the t,liami Conference and thousands mora mailed to executive and senior investment officers in major corporations. Advertisements in this supplement are also being supported by the State of Florida and the Caribbean/Central American Action, the Port of Miami and other Florida cities.
