A RESOLUTION ACCEPTING THE RECOMMENDATIONS
OF THE CITY MANAGER AND THE COMPETITIVE
SELECTION COMMIT'TEF CONCERNING CONSULTANT
SELECTION FOR PREPARATION OF A "DESIGN
CRITERIA MANUAL" FOR BRICKRI,L PROMENADE:
APPROVING THE NAMES OF THE MOST QUALIFIED
PROVIDERS IN THE FOLLOWING RANK ORDER: 1)
RODRIGUEZ KHULY QUIROGA ARCHITECTS; 2)
ROBERTS AT,LEN GARCIA; 3) TTLUEN, TACHI AND
PALES, ARCHITECTS; AUTHORIZING THE CI`rY
MANAGER TO ENTER INTO CONTRACT NEGOTIATIONS
PURSUANT TO SECTION 18-52.3 OF THE CITY
CODE; AND, INSTRUCTING THE CITY MANAGER TO
SUBMIT THE NEGOTIATED CONTRACT TO THE
COMMISSION FOR APPROVAL PRIOR TO FXECU`rIO`4
THEREOF.
WHEREAS, by Resolution No. 85-417, rated April 11, 1985, the
City Commission authorized the issuance of a Request for Letters
of Interest for consulting services; designated the "Brickell
Promenade" as a Category "B" project; and, appointed Sergio
Rodriguez, Director of Planning Department, as chairperson for
competitive selection and negotiation committee in accordance
with Section 18-52.3 of the City Code; and
WHEREAS, the City of Miami ("City") has advertised publicly
for proposals from consultants interested in providing
professional services for the "Brickell Promenade Project;" and
WHEREAS, the City has received a total of twelve proposal
submissions from consultant teams; and
WHEREAS, eleven of the twelve proposers were certified as
qualified by the Certificate Commission established pursuant to
an amendment on May 25, 1985 to Resolution No. 85-417, dated
April 11, 1985; and
WHEREAS, the competitive selection committee, appointed by
the City Manager and chaired by Sergio Rodriguez, Director,
Planning Department, has evaluated all qualified proposals; and
WHEREAS, said committee has personally interviewed six
consultant teams that submitted proposals and subsequently ranked
said consultants in the following order: 1) Rodriguez Khuly
Quiroga Architects; 2) Roberts, Allen, Garcia Architects; 3)
Tilden Tachi and Pales Architects; CITY COMMISSION

NOW, THEREFORE, RE IT RESOr VED BY THE COMMISSTON OF THE CITY
OF MIAMT, FLORIDA:
Section 1. The recomm(,ndati(.-)ns are hereby accepted from the
City Manayer- and the Competitive Selection Committee concerning
consultant selection for pr-epar_ation of a "Design Criteria
Manual" for Brickell Promenade! and the names -.)f the most
qualified providers are hereby approved in the following rank
order: 1) Rodriquez Khuly Quiroga Architects; 2) Roberts Allen
Garcia; 3) Tilden Tachi and Pales Architects.
Section 2. The City Manager is hereby authorized to enter
into contract negotiations pursuant to Section 18-52.3 of the
City Code.
Section 3. The City Manager is hereby instructed to submit
the negotiated contract to the Commission for approval prior to
execution thereof.

Resolution No. 85-417, April 11,1985, authorized the issuance of a Request for
Letters of Interest for professional services for the preparation of.a design
development plan of loth Street from SW 1st Avenue to Bri ckel l Avenue and a
"Design Criteria Manual" containing standards for private and public
development. The resolution designated the applicable professional services
as a Category "B" project; and appointed Sergio Rodriguez, Director of the
Planning Department, as chairperson for the competitive selection and
negotiation committee in accordance with Section 18-52.3 of the City Code.
Resolution 85-417 allocates 548,000 for the purpose of conducting the study.
Consultant Selection Process
-- On July 29, 1985, the City advertised publicly for letters of interest and
consultant qualifications for this project. A total of twelve responses were
submitted within the deadline on August 9, 1985. The Certification Committee,
which was established by Resolution No. 35-417 dated April 11, 1985, reviewed
the submissions and determined that all but one of the twelve proposals met

the qualifications to provide the full range of professional services required
by the City. The Competitive Selection Committee met on August 16, 1985, to
review the submissions and short listed six proposals for oral presentations
and interviews. The interviews were held in a public meeting on September 6,
1985, following which the selection committee rated the consultant firm/teams
according to the Selection Criteria and arrived at the rankings recommended
above.
Evaluation Criteria
The following selection criteria was part of the Request for Proposals
utilized by the Selection Committee with percentage weights to rate individual
consultant proposals and arrive at the final rankings:

The Townscape Institute, Inc., Urban Design
The team of Rodriguez, Khuly, Quiroga, Architects; Design Development
Resources, Urban Planning; Hanna/Olin, Landscape Architecture; and McDowell -
Johnson -Helmick Associates, Inc., Engineers, was ranked (as per the selection
criteria) first by the Competitive Selection Committee for the following
reasons:
1. The team's oroanization, structure, and methodology for planning and
design was juaged to be to a manner that most o ec ively utilizes the
subconsultants and it was felt that the team -would be able to coordinate
well with City staff.
2. The qualifications and experience of the Project .Manager and other key
project person--n-e-F demonstrated substantial experience and an excellent
past performance in comparable projects such as pedestrian/transom mail
developments. The team was judged o bF familiar with issues and problems
associated with high density mixed use developments and mixed modes of
transportation, all of which are key issues instrumental in the
development and success of this project. Management and operational
experience is a strong component of the team as required in the Request
for Letters of Interest.
3. The team members, that is the prime consultant and subconsultants, have
had considerable experience in working together on other projects.
4. The prime consultant, Rodriguez, Khuly, Quiroga, Architects and McDowell -
Johnson -Helmick Associates, Inc., Engineers, are local firms, very
familiar with the work in the City and the project area.
S. The firm of Rodriguez, Khuly, Quiroga, Architects, the prime consultant to
receive the bulk of the work, is a latin-owned minority Firm.
During the presentations and interviews with the consultants, the Selection
Committee requested information relating to past work experience with the City
of Miami. The firm of Rodriguez, Khuly, Quiroga, Architects stated that their
team has not had any work with the City, however they are negotiating with the
City of Miami to provide professional services for the South District Police
Sub -Station. Mr. Joel Maxwell, Assistant City Attorney for the record, stated
that as there was not an executed agreement as of September 6, 1985, the
t consultant did not presently have any contract for work with the City.
