WHEREAS, by Resolution No. 95-192, dated February 2S, IP85, the City Coiiinission authorized the issuance of a Request for Proposals for consulting services for assisting in the preparation of an Industrial Land Use Needs Study for the City of Miami; designating the applicable professional services as a Category "B" project; and appointing Sergio Rodriguez, Director of the Planning Department, as chairperson for the competitive selection and negotiation committee in accordance with Section 18-52.2 of the City Code; and WHEREAS, the City has advertised publicly for proposals from consultants interested in providing professional services for assisting with preparation of a City of Miami Industrial Land Use Needs Study; and the City has received a total of three submissions from consultant teams, all three were certified as qualified; and WHEREAS, a twelve member competitive selection committee, appointed by the City Manager and chaired by Sergio Rodriguez, Planning Director, has evaluated all qualified proposals according to the criteria set forth in the Request for Proposals and that said committee has personally interviewed three consultant teams that submitted the top rated proposals; and subsequently ranked said consultants in the following order: 1) Minot, DeBlois & Maddison, Inc.; 2) ComReal/Nesbitt (A Joint Venture); 3) Peat, Marwick, Mitchell & Co.; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COMMISSION MEETING OF S E P 26 1985 sr- —10 RESbLU1)UN No. vu kRAARKS rr:t.ion I. Resolution 85-192; February 28, 1985 authorized the issuance of a Request for Proposals for professional services for assisting in the preparation of a City Wide Industrial Land Use Needs Study. The purpose of this study is to assess future industrial land use needs in the City and determine what land use related and other actions on the part of the City government are necessary and appropriate. Resolution 85-192 allocates $60,000 for the purpose of conducting the study. Page 1 of 4 85 -1007 r rl 14 The Honorable Mayor and Members of the City Commission Consultant Selection Process On July 22, 1985, the City advertised publicly for letters of interest and consultant qualifications for this project. A total of three responses were submitted within the deadline of August 16, 1985. The Selection Committee, which was established by Resolution No. 85-192 dated February 28, 1985, reviewed the submissions on August 22, 1985, and short listed three proposals for oral presentations and interviews. The interviews were held in a public meeting on September 5, 1985, following which the selection committee rated the consultant teams according to the official selection criteria specified in the request for proposals and arrived at the rankings recommended above. Evaluation Criteria The following selection criteria and percentage weights were published in the Request for Proposals and utilized by the Selection Committee to rate individual consultant proposals and arrive at the final rankings: 25o A. Proposed Study Design and Methodology 15f B. Experience and qualifications of the firm, including specific experience on similar studies. 15,0 C. Experience and qualifications of the staff assigned to the project. 100.1 D. Provisions for coordination of the study with the Technical Review Committee. 151.11 E. Subconsultants: Joseph Middlebrooks and Associates (Minority -owned) Laura Llerena, Landscape Architect (Minority -owned) Coldwell Bankers The team of Minot, DeBlois & Maddison, Inc. (MDM); Charles A. Alden, ASLA; Ronald E. Frazier & Associates; Maurice Gray Associates; Cambridge Systematics, Inc.; David Plummer & Associates, Inc.; and Land Technology Group, Inc. was ranked first by the Competitive Selection Committee for the following reasons: I. MDM, et al had the most appropriate proposed methodology. 2. MDM has a strong background in industrial development consulting, with both extensive pu is non-profit and private sector experience. 3. MDM has assembled the most qualified and capable team providing the necessary technical expertise. 4. MDM, et al demonstrated adequate minority participation with the inclusion of Ronald E. Frazier & Associates and rice Gray Associates in an important portion of the team's effort. David Plummer & Associates, Inc. is also minority -owned in part. Project management will be under the direction of Pamela S. McKinney, Vice President of MDM. 5. MDM, et al has provided for adequate coordination with the Technical Review Committee through formal client meetings and the provision or in orma mee ings throughout the course of the project. 6. MDM has had no prior consulting contracts with the City of Miami. Of the sub -consultants Charles A. Alden, ASLA served as a Landscape Architect for the James L. Knight Convention Center & the Virginia Key Park Master Plan, and the City of Miami Parks and Facilities Development; Ronald E. Frazier & Associates, P.A. served as consultants to the Coconut Grove Exhibition West Courtyard Renovation/Expansion, the Dvertown Shopping Center, the Dixie Park Development, the Dinner Key Master Plan, and the Park West/Overtown Study; Maurice Gray Associates, Inc. served as consultants to the Moore Park Redevelopment, and the Curtis Park, Elderly Meals Facility; Land Technology Group, Inc. served as consultants on the Page 3 of 4 A 8�-100'7 14 The Honorable Mayor and Members of the City Commission Model Cities Storm Sewer Project; and David Plummer & Associates, Inc. served as consultants to the Southeast Overtown/Park !Jest Project, the Brickel1 Avenue Area Study, and the Miami Stadium/Garment District I-95 Interchange Study.
