WHEREAS, the Miami Book E.;iir International has planned the 1985 Book Fair for November -11 , 1985; and WHEREAS, Miami Book Fair International. has requested the herein street closings for the event; NOW, THEREFORE, BE IT RESOLVED 13Y THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. In order to effectuate safe passage and establish a temporary pedestrian mall during the 1985 Rook Fair to be conducted by the Miami Book Fair International, the following streets are hereby closed to through traffic from 10.00 a.m. Friday, November 8, 1985, to 12:00 noon, Monday, November 11, 1985. Northeast Second Avenue between 3rd Street and 5th Street. Northeast Fourth Street between N.E. 2nd Avenue and Biscayne Boulevard. Section 2. Such closing of streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses, and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all the matters set forth herein. Section 3. Pursuant to the provisions of Ordinance No. 88514F enacted September 28, 1978, all retail peddlers' occupational licenses issued under the provisions of Chapter 31 CITY COMMISSION MF;ETIIJG OF SAS -1002 I UP 26 1985 s� of the City Code, as amended, will. not be valid during the period from 10: 00 a.m. , Friday, November S, 1985 to 1 2:00 noon, Monday, November 11, 1985 in the area of the public rights of way included within and adjoining the streets and avenues described in Section 1 hereof. 1965. The Miami Book Fair International has requested the closure of certain streets and the establishment of an area prohibited to retail peddlers during the 1985 Miami Book Fair to be held November 8-11, 1985. The City of Miami is a major sponsor of this event. In order to provide safe passage and establish a pedestrian mall during the event, it is recommended that the following streets be closed to traffic from 10:00 a.m. Friday, November 8, 1985, to 12:00 noon Monday, November 11, 1985: Northeast Second Avenue from 3rd Street North to 5th Street. Northeast Fourth Street from N.E. 2nd Avenue to Biscayne Boulevard. It is recommended that the City Commission approve the attached resolution. FLORIDA INTER -OFFICE MEMORANDUM DATE September 16, 1985 riLE SUBJEZ- MIAMI BOOK FAIR INTERNATIONAL AGENDA ITEh1--9/26/ 1985 COMMISSION MEETING REFERENCES ENCLOSURES The Miami Book Fair International is to be held November 3 through 10, 1985. Because of the tremendous growth of this project, more space is needed for exhibitor booths, food vendors, stages, etc. To ensure the success of the Fair and in order to maximize the utilization of the available space, it is requested that the following streets be closed as follows: Friday, November 8, 10:00 a.m. to Monday, November 11, 12:00 noon; Northeast 2nd Avenue between 3rd Street, North, to Sth Street. (This is a one-way street going South.) Traffic could be re-routed Northeast 5th to Biscayne Boulevard, South on Biscayne Boulevard and then west on Northeast 1st Street to Northeast 2nd Avenue and South on Northeast 2nd Avenue. Permission is also requested to close Northeast 4th Street from Northeast 2nd Avenue to Biscayne Boulevard. This should not be a problem since Northeast 4th Street is closed from Northeast 1st to Northeast 2nd Avenue. I would like to request permission from the Commission to close a section of two streets in downtown ;Miami beginning part of the day Friday, November 8th, through noon time on Monday, November 11th (Veteran's Dav). The location of the streets are Northeast 2nd Avenue, between 3rd Street and 5th Street, and 4th Street, between Northeast 2nd Avenue and Biscayne Boulevard. As can be seen, this request is only for a short duration of the entire event. The growth of the Fair in 1985 has forced us to expand beyond the Wolfson Campus of Miami -Dade Community College to its surrounding areas. The streets will be used to set-up part of the 250 exhibitor booths (used by publishers and booksellers), food vendors, and stages. The Campus facilities are being utilized to a maximum but careful space analysis indicates that, at a minimum, additional space required is that cited above. The number of merchants in this area is minimal. We are personally asking each for their approval on this matter. One other factor to consider is that Monday, November llth, is Veteran's Day and would therefore not hinder the flow of traffic on this particular day. We have met with Chief Alfredo Bared, City of Miami Police, and have received a plan for off -duty policemen, security, barracades, and signs needed to effectively and securely use the streets for the Miami Book Fair International. Attached please find copies of the plan for your review. Please advise if the City of Miami approves for these services to be donated as an in -kind contribution to Miami Book Fair International.
