A RESOLUTION AUTHORIZING THE CITY
MANAGER TO ALLOCATE AN AMOU14T NOT TO
EXCEED $159000 FROM THE SPECIAL
PROGRAMS AND ACCOUNTS, CONTINGENT
FUND, FOR A CASH GRANT IN SUPPORT OF
THE COUNCIL FOR INTERNATIONAL
VISITORS OF GREATER MIAMI, INC.
(C.I.V.), WITH THE ADDED STIPULATION
THAT C.I.V. RECEIVE EQUAL FUNDING
FROM METROPOLITAN DADE COUNTY AS A
CONDITION PRECEDENT TO OBTAINING
FUNDING FROM THE CITY OF MIAMI. THE
PURPOSE OF THE GRANT IS TO ENABLE
C.I.V. TO PROMOTE ITS YEAR-ROUND
PROGRAMS AIMED AT FOSTERING FRIEND-
SHIP WITH INTERNATIONAL VISITORS,
AND PROVIDING LOCAL ASSISTANCE TO
PRIVATE AGENCIES THROUGH PROGRAMS TO
PROMOTE WORLD FRIENDSHIP. SAID
ALLOCATION IS CONDITIONED UPON
SUBSTANTIAL COMPLIANCE WITH CITY OF
MIAMI ADMINISTRATIVE POLICY NO. APM-
1-84.
WHEREAS, The Council for International Visitors of Greater
Miami, Inc. (C.I.V.) has promoted travel to Miami, substantially
contributing to our local economy through visitor -generated
expenditures, as well as creating a multiplier effect that is
produced by visitors' referrals, because their satisfaction with
C.I.V. arrangements encourages other groups of visitors to come
to Miami, and
WHEREAS, programs generated by the Council for Internation-
al Visitors in Fiscal Year 185 booked a total of 893 visitors
into area hotels, and further contributed to the local economy
through their purchases of food, shopping, transportation and
entertainment, and
WHEREAS, the Council for International Visitors has
assisted the Office of Public Information with a delegation of 80
Rotarians from Italy, offering them dinners at various Council
members' homes, and providing volunteers and translation services
for the 11th Annual World Orchid Conference, and the first Miami
International Film Festival, which were held in February of last
year;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. An amount not to exceed $15,000 is hereby
allocated from Special Programs and Accounts, Contingent Fund,
for the purpose of a cash grant in support of the Council for
International Visitors of Greater Miami, Inc. (C.I.V.), with the
added stipulation that C.I.V. receive equal funding from
Metropolitan Dade County as a condition precedent to obtaining
funding from the City of Miami, to promote its year-round
programs aimed at fostering friendship with international
visitors, and providing local assistance to private agencies
through programs to promote world friendship.
Section 2. The allocation herein is hereby conditioned upon
substantial compliance with City of Miami Administrative Policy
No. APM-1-84.1

Attached for your review is an item that we propose be included as a
pocket item on the agenda for Thursday, October 10 Miami Commission
meeting. We recommend allocating $15,000 from Special Programs and
Accounts, Contingent fund, for the purpose of providing a cash grant
in support of the activities of the Council for International
Visitors of Greater Miami, Inc. (C.I.V.).
C.I.V. i a non-profit organization dedicated to serving interna-
tional visitors to the Miami area through a year-round welcome and
assistance program.

The following services are provided by C.I.V. to international and
convention visitors arriving in Miami:
* Welcoming services at the airport and other travel terminals.
In FY 1984-85, 896 persons were greeted by C.I.V. staff and
volunteers.
* Arranging professional appointments in specialized fields.
* Providing escorted sightseeing, industrial and shopping tours.
* Providing introductions to community resources.
* Scheduling person -to -person exchanges and hospitality services in
volunteered homes.
* Accommodating requests for interpretation and translation services
that are available in 46 common and exotic languages.
* Providing hotel reservations: 893 revenue nights were booked in
Miami hotels in FY 1984-84.
Other direct benefits to the City of Miami resultant from C.I.V.
programs include the promotion of overseas and domestic air travel to
Miami, as well as the goodwill that is generated by presenting a
positive image of Miami along with its resources and cultural assets
to scores of annual visitors.
