A RESOLUIIUN ALLOCATING AN AMOUNT NOT TO
EXCEED $30,000 FROM SPECIAL PROGRAMS AND
ACCOUNTS, CONTINGENT FUND, IN SUPPORT OF
THE "VI INTER-AMERICAN SUGARCANE SEMINAR
ON IRRIGATION AND DRAINAGE" TO BE HELD
IN MIAMI SEPTEMBER 25-27, 1985; FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE
A14 AGI;EENENT IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY WITH THE INTER-AMERICAN
TRANSPORT EQUIPMENT COMPANY; WITH SAID
ALLOCATION BEING IN SUBSTANTIAL
COr-,iPL1ANCE WITH CITY OF MIAMI
ADMINISTRATIVE POLICY NO. APIA-1-84,
DATED JANUARY 24, 1984.
WHEREAS, the "V1 Inter -American Sugar Cane Seminar on
Irrigation and Drainage" is the type of scientific event that
promotes the City of Miami as an international center for
technology transfer in the sugarcane industry; and
WHEREAS, during the past four seminars nearly 1,000
persons from 22 foreign countries have visited the City of Miami
and its facilities; and
WHEREAS, the foreign participants in these events are
members of the agribusiness sector which is emerging as an
influential segment of the City's international trade arena; and
WHEREAS, on September 12, 1985, pursuant to Motion
No.85-872, the City Commission approved in principle funding for
the VI Inter -American Sugarcane Seminar in an amount not to exceed
last year's level of funding of $30,000 providing that the City
Manager review and approve this issue and that any member of the
City Commission could veto this contribution during the week, which
did not occur and since all conditions have been met;
NOW, THEREFORE, BE IT RESOLVED BY THE C014MISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. An amount not to exceed $30,000 is hereby
allocated from Special Programs and Accounts, Contingent Fund in
support of the "VI Inter -American Sugarcane Seminar on Irrigation
and Drainage" to be held September 25-27, 1985. CITY COMMISSION

Section 2. The City Manager is hereby authorized to
execute an agreement with the Inter -American Transport Equipment
Company in a form acceptable to the City Attorney.
Section 3. The herein allocation is conditioned upon
substantial compliance with City of Miami Adriinistrative Policy No.
APM-1-84, dated January 24, 1984.

At the September 12th City Commission Meeting, a Motion was
adopted which approved in principle a funding allocation (at last
year's level of funding) for the "Sixth Inter -American Sugar
Cane Conference" and further instructed me to review the proposal
so that a final recommendation could be made to the City
Commission.
At this time, I have scheduled the proposed funding for the
Inter -American Sugar Cane Conference as a discussion item for the
September 26th Commission Meeting. I have done so because this
request for funding is under review by the Departments of
Community Development and Economic Development, and they are
still obtaining background information on the Conference.
If we receive all the information that is required to adequately
review the proposal, I plan to have a final recommendation on
this matter at the September 26th Commission Meeting.
