PLAN FOR INTERNATIONAL TRADE PROMOTION AND AUTHORIZING THE CITY MANAGER TO IDENTIFY FUNDS IN THE AMOUNT OF $536,000 TO BE APPROPRIATED IN THE FY 85-86 BUDGET TO IMPLEMENT DESIGNATED PLAN ACTIVITIES; FURTHER STIPULATING THAT FUNDS ALLOCATED FOR THE PROPOSED INTERNATIONAL BUSINESS CENTER AND INTERNATIONAL TRADE ASSISTANCE PROGRAM FOR MINORITY BUSINESSES SHALL_ NOT BE EXPENDED WITHOUT PRIOR REVIEW AND APPROVAL BY THE CITY COMMISSION. WHEREAS, the City of Miami's International Trade and Devel- opment Committee (ITDC) was established in 1984 at the request of the City Manager in consultation with the City Commission; and WHEREAS, the ITOC was formed to advise the City of Miami on the development of a strategic plan which would identify the major tasks to be undertaken to promote Miami as an international center for trade and finance and to increase the size and scope of the international trade and financial sectors of the economy; and WHEREAS, the ITDC has developed a three year Strategic Plan for International Trade Promotion which effectively addresses the objectives of promoting Miami as an international center of trade and finance; and WHEREAS, the City Commission approved Motion 85-701 on July 18, 1985 adopting the Strategic Plan for International Trade Promotion, in principle, and stipulating that concerns about the Minority Trade Assistance Program (MTAP) and the International Business Center be addressed and that the City Manager review the Plan's budgetary requirements; and WHEREAS, these concerns have been resolved and the budget reviewed; NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY CO?V:a!ISSIOPI MEL'I'iI�G cI' SEP 26 i9 85 RESOLU110N No. REMARKS. SU9JEL1 APPROVAL OF THE STRATEGIC PLAN FOR INTERNATIONAL TRADE PROMOTION AND BUDGET TO IMPLEMENT THE REFERENCESPLANFOR FY 85-86 ENCLOSURES "I t i s recommended that the City Commission adopt the attached resolution approving the City of Miami's Three Year Strategic Plan for International Trade Promotion and authorizing the City Manager to identify funds in the amount of $506,000 to be appropriated in the FY 85-86 budget to implement designated plan activities." The City of Miami's International Trade and Development Committee (ITDC) was established in 1984 at the request of the City Manager in consultation with the City Commission. Its purpose is to advise the City on international trade matters and more specifically to assist in the formulation of long-term strategies for international trade development in order to support the continued expansion of the City's economic base. At its meeting of June 27, 1985, the ITDC formally adopted a three year Strategic Plan for International Trade Promotion. At the July 18, 1985 City Commission meeting where the members of the ITDC presented the Strategic Plan, the City Commission approved Motion #85-701 which accepted and approved the Strategic Plan and its recommendations, in principle, with the stipulation that Commissioner Dawkins' concerns about the Minority Trade Assistance Program be resolved, and that the issue related to the location of the International Business enter be given due attention. The City Manager was instructed to pay special attention to the plan and budgetary requirements as part of the City proposed budget for FY 85-86. SIC"'�.7�arr Page 2 With respect to Commissioner Dawkins' first concern, we have attached a detailed description of how the Minority Trade Assistance Program would be implemented and have identified 26 Black businesses, which might be eligible to participate in the program. Additionally, a representative of the ITDC met with Commissioner Dawkins to review the program and answer his concerns. It is my opinion, and that of the members of the ITDC's Executive Committee, that this program will successfully identify 4 to 5 businesses which will be able to benefit from direct assistance in order to increase their product line, market and profit potential. Commissioner Dawkins' second concern, regarding the location of the International Business Center, has been communicated to the City consultant, who will be working with the International Center of Florida to recommend the preferred location for the Center. At this point, we have instructed Mr. Geraghty and the International Center of Florida to make sure that they review the viability of the Dupont Plaza building in their deliberations as to the best location for the International Business Center. At your request, I have reviewed the recommended budget with the Chairman and the Executive Committee members of the ITDC, and we were able to reduce the budgetary requirements to implement the plan. The budget I am recommending calls for a total of $506,000 to be allocated from the City's FY 85-86 budget. Since the City has funded many of the international trade promotion events in previous years through the use of Special Program and Accounts, Contingent Funds ($151,000), the total new City funds required in the upcoming budget year will amount to $3559000. I strongly recommend the adoption of the Strategic Plan for International Trade Promotion, and the associated budget in the amount of $506,000. Also, I want to commend the members of the City's International Trade and Development Committee for the outstanding job they have done in preparing the City's first Strategic Plan in the international trade area. SUBJECT IMPLEMENTATION OF THE MINORITY TRADE ASSISTANCE PROGRAM OF THE STRATEGIC PLAN FOR INTERNATIONAL REFERENCES TRADE PROMOTION Sergio Pereira City Manager FNCLOSURES September 12, 1985 Commission Meeting At the September 12, 1985 Commission Meeting, members of the International Trade and Development Committee will be present to respond to Commissioner Dawkins' remarks about the Minority Trade Assistance Program. By way of this memorandum, I would like to update you on the activities accomplished to date. BACKGROUND At the July 18, 1985 Commission meeting, the Strategic Plan for International Trade Promotion, including a minority trade assistance program, was approved in principle. As represented by the attached Management by Objectives (MBO) chart (Attachment I), outlined below are the component parts of the Minority Trade Assistance Program (MTAP) listed as Recommendation J of the Strategic Plan. PROGRAM DESCRIPTION Please note that the implementation of the program has already begun. As you know, the program is a pilot effort designed to introduce Black entrepreneurs to international trade or to increase sales for established businesses. The status of the program with references to the MBO chart shown in Attachment I is as follows: A. Identify Prospects for Participation in the Program (Milestone 1) The following organizations have been approached in order to identify prospects for participation in the minority trade assistance program: 85 -985 Page 2 B. C. Miami Dade Chamber of Commerce Carib America Musashi International Inc. Minority Business Development Center Miami Capital Development, Inc. Greater Miami Chamber of Commerce Small Business Administration Export -Import Bank Entrepreneurial Institute Small Business Development Center Florida Memorial College Business Assistance Center Miami Dade Community College International Center of Florida Metropolitan Dade County Based upon contacts made with the above organizations, 26 prospects have been identified (See Attachment II). These businesses, will be assessed to determine their interest in participating in this program. Conduct a Needs Assessment Analysis (Milestone #2) A questionnaire has been developed to conduct a needs assessment analysis with the prospective participants in the minority trade assistance program. The questionnaire will be used to determine the degree to which certain elements (e.g. financing, marketing, etc.) of the program should be emphasized. The needs suggested by the questionnaire will also be used by a Minority Assistance Program Review Committee which will develop the criteria which will be used to measure the success of the participants as a result of participating in the program. The success measures would include the number of export agreements, licensing agreements, joint ventures; increase in sales volume; or ability to obtain financing. Establish a Review Committee (Milestone 13) This Committee will have the responsibility of reviewing the needs assessment analysis results in order to determine the criteria to be used to evaluate the effectiveness of the program and the benefits to the participating entrepreneurs. Develop Criteria for "Junior" and "Senior" Participants M estone The following preliminary criteria have been developed for participants in the program: Senior - Five years experience in successful business ownership and management with five years experience in international trade activities. Junior - A minimum of two years experience in successful business ownership and management with a demonstrated understanding of international trade activities. E. Develop a Request for Proposal (RFP) (Milestones #5 & 6) It is anticipated that consultants with expertise in credit, risk insurance, marketing and finance would be employed to assist and support the participants in the program. These consultants would have the responsibility of developing and conducting seminars to address the needs identified by the Review Committee, and would be responsible for promoting the development of the participating businesses toward success oriented goals as also identified by the Review Committee RFPs 8 r-985 Page 4 developed by the Review Committee will be used to identify the consultants. The consultants will also be responsible for working with the Florida Exporters and Importers Association to implement an educational assistance program designed to develop supporting personnel that might be employed by the participating entrepreneurs. F. Consultant Selection and Execution of Contracts (Milestones #7 b ST— The selection of the consultants will be based upon criteria developed by the Review Committee as part of the RFPs. Proposals will be read by each Committee member, compared to the requirements of the RFP and rated accordingly. The proposed contract will be presented to the City Commission for review and approval. G. Monitor the Program (Milestones #9-11) The criteria for the success of the participants in the program as developed by the Review Committee will be used as the standard for evaluating the program. Monthly reviews will be conducted and reported to the Committee for comments and recommendations will be passed back to the consultants. The consultant will be responsible for submitting quarterly reports and final reports.
