It is recommended that the City Commission
approve the attached Resolution appointing
four independent members to the Retirement
Plan Board of Trusteea.
City Ordinance No. 100U2 (Gate's Case), Section 40-226 and 40-
227, as approved by the City Commission on June 13, 1985,
provides for the appointment of a nine -member Retirement Plan
Board of Trustees to administer and manage the retirement
system known as the "City of Miami General Employees' and San-
itation Employees' Retirement Trust". Of these nine members,
one is to be selected by the City Manager, two by the general
employees, and two by the sanitation employees. Four inde-
pendent trustees are to be selected by the City Commission
according to the following formula:
PROCEDURE Sec. 40-227(A)(1)(d): Four independent
trustees, which trustees shall not be city
employees, [shall be] selected by the commis-
sion. Two such trustees shall be selected
from a list of six persons submitted by the
AFSCME [American Federation of State, County,
and Municipal Employees] according to its
constitution and bylaws, and two such trus-
tees shall be selected from a list of six
persons submitted by the SEA [Sanitation
Employees Association! according to its con-
stitution and bylaws. Each of the lists
submitted to the commission shall not contain
any name which duplicates a name appearing on
the other list. In the event a duplication
of names does occur, both lists shall be
returned by the commission for resubmission
without duplication.

QUALIFICATIONS An independent trustee shall have at least
the following qualifications:
(i) Be presently employed or self-
employed on a full-time basis, or be retired
t from such;

(ii) Have resided in Miami (or its imme-
diate environs) for the past five years;
(iii) Be able to attend board meetings if
scheduled well enough in advance and agree to
resign from the board if meeting attendance
is less than seventy-five (75) percent in a
one-year period;
(iv) Have been involved in, within the
last five years, and be knowledgeable about,
employee pension or similar fringe benefits;
(v) Have knowledge of, be familiar with,
and have had exposure to labor/management
relations;
(vi) Have knowledge of and be familiar
with business principles;
(vii) Have not been, within the last five
years, a public employee union representative
nor a representative of management for the
city;
(viii) Not be actively involved in nor
aspire to be actively involved in city,
county or state politics.
Sec. 40-227(B)(1): The term of office
for each trustee shall be two years except
for the initial trustees who shall serve as
follows:
Sec. 40-227(B)(1)(c): Of the two independ-
ent trustees appointed by the commission from
the list submitted by the AFSCME, one shall
serve for a one-year term and the other for a
two-year term.

Sec. 40-227(B)(1)(d): Of the two independ-

the list submitted by the SEA, one shall
serve for a one-year term and the other for a
two-year term.
Sec. 40-227(B)(2): Trustees may serve as
many consecutive terms as those partici-
pating in the respective selection processes
deem appropriate.
In compliance with the above provisions, the nominees presented
by the FOP and the IAFF for appointment to the Retirement Plan
Board of Trustees are listed below.
Select ONE person from EACH LIST to serve a ONE-YEAR TERM; and
Select ONE person from EACH LIST to serve a TWO YEAR TERM.
