OFFICER TO ISSUE A PURCHASE ONDER FOR THIS
SERVICE.
WHLREAS, the Department of. Police PistoL Range is in
serious need of repair, this range is used to train new recruits
and to re -qualify sworn personnel; and
WHEREAS, due to the condition of t-nis range serious
injury could occur to personnel; and
WHEREAS, funds for this purchase .are available in the
1984-85 Operating Budget; and
WHEREAS, the Caswell International Equipment Co., Inc.,
was the manufacturer of the range equipment; and
WHEREAS, the repair equipment and services is not
available from any other known source; and
WHERL•'AS, the Assistant Chief Procurement Officer has
made a written finding that Caswell International Equipment Co.,
Inc., is the sole source of supply to the City for this service ;
and
WHEREAS, the City's intent to make this sole source
purchase has been properly advertised and publicly heard; and
WHEREAS, the City Manager and the Director of the
Department of Police recommend that the requirement for
competitive formal sealed bids be waived and that the purchase
from Caswell International Equipment Co., Inc., as the sole
source be approved;

CITY OF P 14MI, FLORIDA:
Section 1. By an affirmative vote of four -fifths
(4/5t17s) of the members of the City Commission, after a duly
advertised Public Hearing, the City Manager's written finding
that Caswell International Equipment Co., Inc., is the sole
source of supply to the City for labor and p.irts to repair the
pistol range is 'hereby ratified.
Section 2. The requirements Ear competitive sealed
bids for furnishing labor and parts is hereby waived, and the
purchase from Caswell International Equipment Co., Inc., at a
proposed cost of $13,679.00 is hereby approved with funds
allocated from the 1984-85 Operating Budget of the Department of
Police.
Section 3. The City Manager is hereby authorized to
instruct the Assistant Chief Procurement Officer to issue a
Purchase Order for this service.

A RESOLUTION WAIVING THE REQUIREMENT
FOR FORMAL SEALED BIDS FOR FURNISHING
REPAIRS TO THE PISTOL RANGE FOR THE
DEPARTMENT OF POLICE; AUTHORIZING THE
PURCHASE FROM CASWELL INTERNATIONAL
EQUIPMENT CO. INC., THE ONLY KNOWN
SOURCE, AT A TOTAL COST OF $13,679;
ALLOCATING FUNDS THEREFORE FROM THE
FY 85-86 OPERATING BUDGET OF THAT
DEPARTMENT; AUTHORIZING THE CITY
MANAGER AND THE PURCHASING AGENT
TO ISSUE THE PURCHASE ORDER FOR
THIS SERVICE.
The Department of Police Pistol Range is in serious need of
repair. The only source for these repairs is Caswell
International Equipment Corporation.
The City's Property Maintenance division was contacted. Bob
Sterret of that department made a tour of the range and stated
that the requested repairs cannot be done by his department.
This range is used to train new recruits and to re -qualify sworn
personnel. Due to the condition of this range serious injury
could occur to personnel.
Attached please find a list of local vendors that were given the
opportunity to provide the Police Department with an estimate of
major repairs needed,to be made on our range.

At this time the Caswell Equipment Company is the sole supplier
of the parts and is the only firm capable of performing all the
technical repairs. This range was designed and installed by the
Caswell International Equipment Co., Inc.
Funds for this repair are available from the FY 85-86 operating
budget.

The Department of Police Pistol Range is in serious need of
major repairs. Efforts to locate local sources to do the
repairs have been unsuccessful.
The range and equipment were manufactured and installed by
Caswell International Equipment Company in Minneapolis, Minne-
sota. Caswell International was determined to be the only
source and were awarded a contract to perform major repairs in
1981 at a cost of $14,669.00.
Caswell International has submitted a proposal to complete the
presently needed repairs at a cost of $13,679.00. It has been
determined that the terms and conditions of the proposal, inclu-
ding price, are in accordance with those that may be offered to
other customers or clients by the proposed contractor.
Accordingly, it is recommended that the requirement for compete- -
tive bidding be waived, and an award be made to Caswell Interna-
tional equipment Company, the only known source, in the amount
of $13,679.00.
