S.r.111 -10t-A A RESOLUTION DESIGNATING THE COMPLETE PLANNING AND DESIGN SERVICES INCLUDING A MASTER PLAN AND FEASIBILITY STUDY FOR THE FLORIDA EAST COAST PROPERTY AND BICENTENNIAL PARK AS A CATEGORY "B" PROJECT; APPOINTING A CERTIFICATION COMMITTEE OF NOT LESS THA14 THREE (3) QUALIFIED PROFESSIONALS, AND APPOINTING JUANITA SHEARER, A MEMBER OF THE AMERICAN SOCIETY OF LANDSCAPE ARCHITECTS, (ASLA), OFFICE OF CAPITAL PROJECTS, AS CHAIRPERSON OF THE COMPETITIVE SELECTION COMMITTEE, IN ACCORDA14CE WITH ORDINANCE NO. 9572 ADOPTED FEBRUARY 10, 1933, AND THE PROVISIONS OF SECTION 18.52.3 OF THE CITY CODE, WHICH LEGISLATION ESTABLISHED PROCEDURES FOR PROCURING SAID PROFESSIONAL SERVICES, AND ALSO ESTABLISHED COMPETITIVE NEGOTIATION REQUIREMENTS WITH REGARD TO THE FURNISHING OF SUCH SERVICES. WHEREAS, to enhance and preserve public access and use of Biscayne Bay, the City of Miami, by Resolution 74-362, adopted May 9,1974 initiated the acquisition of a tract of land then known as the FEC P & 0 Dock Properties; and WHEREAS, that tract of land, approximately 33 acres in size, now known as the Florida East Coast (F.E.C.) Property, lying east of Biscayne Boulevard and continuing to Biscayne Bay, north of Port Boulevard to approximately Northeast 9 Street, and including a deep water slip and also the property lying north of Port Boulevard and continuing to the south boundary of Bicentennial Park, was subsequently acquired; and WHEREAS, the F.E.0 Property has become an integral part of The Bayfront Park System, which System is comprised of the area located east of Biscayne Boulevard and north of Chopin Plaza/Southeast 2 Street to State Road 836/Macarthur Causeway and also includes Bayfront Park of the Americas, the Bayside Specialty Center site and Bicentennial Park; and WHEREAS, in order to establish the highest and best use of the F.E.C. Property, a Master Plan and Feasibility Study is required along with other planning and design services related to its eventual development; and WHEREAS, in order to ensure that the F.E.C. Property is utilized as an integral part of The Bayfron.t Park System, Bicentennial Park must als- be included in the scope of this planning and design process; and WHEREAS, the City is seeking the professi^nal services of qualified and experienced architectural and landscape architectural consultants to provide complete professional and technical services for this project; and WHEREAS, the City Manager recommends that the complete planning and design, including a master plan and feasibility study of the F.E.C. Property and Bicentennial Park be designated a Category "B" Project in accordance with the pr^visions of Ordinance No. 9572, adopted February 10, 1983; and WHEREAS, Ordinance No. 9572 also requires the establishment of a Certification Committee of not less than three (3) professionals, qualified in the fields of endeavor or practices involved, to review the qualifications, performance data and related information provided by those responding to the City's Request for Professional Services; and WHEREAS, the City Manager recommends that Juanita Shearer, ASLA, Office of Capital Improvements, be appointed Chairperson of the Competitive Selection Committee in accordance with the provisions of said Ordinance; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The complete planning and design services including a master plan and feasibility study for the Florida East Coast Property and Bicentennial Park are hereby designated as a Category "B" Project in accordance with the provisions of Ordinance No. 9572, adopted February 10, 1983, and the provisions of Section 18.52.3 of the City Code, which Legislation established procedures for procuring certain professional services and also established competitive negotiation requirements with regard to the furnishing of such services. ;ytf 2 $r- 1054 0 0 Section 2. The City Commission hereby appoints as the Certification Committee for this project: Sergio Rodriguez, a Member of the American Institute of Certified Planners (AICP) and Juanita Shearer, a member of the American Society of Landscape Artists (ASLA), as professionally qualified City staff representing the profession of Planning and that of Landscape Architecture; and Raul Rodriguez, of Rodriguez Kh my Quiroga Architects Chartered., a Member of the American Institute of Architects (AIA), as a professionally qualified representative of the private sector and the profession of Architecture with no relationship to any parties involved with this project that would prove to be a conflict of interest. Section 3. Juanita Shearer, ASLA, Office of Capital Improvements, is hereby appointed as Chairperson of. the Competitive Selection Committee in accordance with the provisions of Ordinance No. 9572.1/ PASSED AND ADOPTED this loth day of OCTOBER , 1985. Property/Bicentennial Park For City Commission Meeting of REFERENCES- October 10, 1985 Resolution ENCLOSURES: It is recommended that the City Commission adopt the attached resolution esignating the complete planning and design services including a master plan and fegsibility study for the Property and Bicentennial Park as a Category "B" Project; appointing a Certification Committee of not less than t ree quali ie professionals and appointing Juanita Shearerj ASLA, Special Projects Task Force as chairperson of the Competitive Selection Committee, in accordance with Ordinance 9572... Now that the procedures related to acquisition have been completed and the development of Bayfront Park and Bayside Specialty Center are forthcoming, it is appropriate to begin the planning and design of the Florida East Coast (F.E.C.) Property. This 33 acre tract of land with its deep water slip, lies east of Biscayne Boulevard, north of Port Boulevard and south of Bicentennial Park, and is currently used for interim parking and the Grand Prix Race. In light of the many potential opportunities which this site may afford, the preparation of a master plan and feasibility study will be the initial phase in the planning and design process. Because of their adjacency and potential for interrelated use, Bicentennial Park will also be considered in this process. In accordance with Ordinance 9572 which governs this process , this resolution authorizes commencement of the Consultant Selection Process, appoints a chairperson for the Competitive Selection Committee and appoints the Certification Committee consisting of two qualified professionals from the City's staff, Sergio Rodriguez, AICP, and Juanita N Honorable Mayor and Members of the City Commission September 25, 1985 A Shearer, ASLA, representing the professions of Planning and Landscape Architecture, and Raul Rodriguez, AIA, of Rodriguez, Khuly, Quiroga Architects Chartered, representing the private sector and the profession. of Architecture. Funding will be identified and appropriated in conjunction with City Commission authorization to negotiate the Professional Services Agreement with the selected consulting team. It is recommended that the attached resolution be adopted at the City Commission meeting of October 10, 1985, thereby permitting the process of acquiring professional services to commence. SP/JEG/mim
