A RESOLUTION DESIGNATING THE COMPLETE
PROFESSIONAL TRANSPORTATION PLANNING AND TRAFFIC
ENGINEERING SERVICES FOR A COMPREHENSIVE TRAFFIC
STUDY OF COCONUT GROVE AS A CATEGORY "B"
PROJECT, APPOINTING A CERTIFICATION COMMITTEE OF
NOT LESS THAN THREE QUALIFIED PROFESSIONALS, AND
APPOINTING SERGIO RODRIGUEZ, DIRECTOR OF
PLANNING, OR HIS DESIGNEE, AS CHAIRPERSON OF THE
COMPETITIVE SELECTION COMMITTEE, IN ACCORDANCE
WITH ORDINANCE NO. 9572, ADOPTED FEBRUARY 10,
1983, AND THE PROVISIONS OF SECTION 18-52.3 OF
THE CITY CODE, WHICH ESTABLISH PROCEDURES FOR
PROCURING SAID PROFESSIONAL SERVICES AND ALSO
ESTABLISH COMPETITIVE NEGOTIATION REQUIREMENTS
WITH REGARD TO THE FURNISHING OF SUCH SERVICES.
WHEREAS, to more effectively plan for the provision of necessary
services to the community, the City of Miami proposes to develop a
Comprehensive Traffic Study of Coconut Grove in the City of Miami; and
WHEREAS, the City Commission, on January 24, 1985 accepted a voluntary
proffer by the American Associates Development Corporation of $100,000, said
proffer to be used for needed public improvements in the area, which can
include the preparation of a comprehensive traffic study of Coconut Grove to
provide for management of traffic and transportation improvements in the
Coconut Grove neighborhood; and ,
WHEREAS, the City is seeking the professional services of a qualified
and experienced Transportation Planning and Traffic Engineering consultant, to
provide complete professional services for the performance of a Comprehensive
Traffic Study of Coconut Grove; and
WHEREAS, the City Manager recommends that the development of a
Comprehensive Traffic Study of Coconut Grove be designated a Category "B"

project in accordance with the provisions of Ordinance No. 9572, adopted
February 10, 1983; and
WHEREAS, Ordinance 9572 also provides that the City Commission shall
establish and appoint members to a Certification Committee of not less than
three professionals, qualified in the fields of endeavor or practices
involved, to review the qualifications, performance data and related
information provided by those responding to the City's Request for
Professional Services; and

WHEREAS, Ordinance 9572 further provides for the establishment of a
Competitive Selection Committee, the Chairperson of which shall be appointed
by the City Commission and the members by the City Manager, to evaluate each
of the candidate firms in accordance with the criteria guidelines and shall
identify the most qualified firms in rank order; and
WHEREAS, the City Manager recommends that the following persons be
appointed to serve on the Certification Committee: Mr. George V. Campbell,
P.E. of the City of Miami Public Works Department, and Mr. Pedro G. Hernandez,
P.E. of the Dade County Public Works Department, as professionally qualified
staff representing the profession of Engineering; and Mr. Maurice E. Gray,
P.E., of Maurice Gray Associates, Inc. as a professionally qualified
representative of the private sector and the profession of Engineering with no
relationship to any parties involved with this project that would prove to be
a conflict of interest; and
WHEREAS, the City Manager recommends that Sergio Rodriguez, Director of
Planning or his designee, be appointed as the Chairperson of the Competitive
Selection Committee in accordance with the provisions of said ordinance;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The professional Transportation Planning and Traffic
Engineering services for the development of a Comprehensive Traffic Study of
Coconut Grove is hereby designated as a Category "B" project in accordance
with the provisions of Ordinance No. 9572, adopted February 10, 1983, and
Section 18-52.3 of the City Code, which establish procedures for contracting
for certain professional services and also establish competitive negotiation
requirements with regard to the furnishing of such services.
Section 2. The City Commission hereby appoints as the Certification
Committee for this project: Mr. George V. Campbell, P.E., Mr. Pedro G.
Hernandez, P.E. and Mr. Maurice E. Gray, P.E., in accordance with the
provisions of Ordinance No. 9572.
Section 3. Mr. Sergio Rodriguez, Director of Planning, or his designee,
is hereby appointed as Chairperson of the Competitive Selection Committee in
accordance with the provisions of Ordinance No. 9572.

It is recommended that the Commission adopt the
attached Resolution designating the professional
transportation planning and traffic engineering
services for the Comprehensive Traffic Study of
Coconut Grove as a category "B" project, and
initiating the consultant selection process by
appointing a certification committee and a
chairperson for the competitive selection
committee in accordance with Ordinance No. 9572
and the provisions of Section 18-52.3 of the
City Code.
On January 24, 1985, the City Commission accepted a voluntary proffer by the
American Associates Development Corporation of $100,000, in recognition of the
fact that the development of their project site at Grand Avenue and Virginia
Street would impact traffic circulation within and around the Coconut Grove
neighborhood, and that additional transportation studies would be necessary to
plan for accommodation and management of this and other traffic in Coconut
Grove.
The proposed Comprehensive Traffic Study of Coconut Grove will examine the
local and arterial road system in and around the Coconut Grove neighborhood,
and will provide recommendations for internal circulation and signalization
improvements in downtown Coconut Grove, major arterial throughfare
intersection improvements, and local street system improvements to reduce
through traffic infiltration in residential areas. The study will be funded
through allocations from the voluntary proffer above.
