RESOLUTION NO.
A RESOLUTION ACCEPTING THE PROPOSAL OF
LEONARD A. BISZ, MEMBER OF THE AMERICAN
INSTITUTE OF REAL ESTATE APPRAISERS
(MAI), FOR A FEE OF $5,250, PLUS EXPERT
WITNESS FEES OF $400 PER DAY OR $100 PER
HOUR, FURTHER ACCEPTING THE PROPOSAL OF
AMERIFIRST APPRAISAL COMPANY; MEMBER OF
THE AMERICAN INSTITUTE OF REAL ESTATE
APPRAISERS (MAI), AT A FEE OF $4,000 AND
EXPERT WITNESS FEES OF $450 PER DAY OR
$100 PER HOUR, TO APPRAISE FOR THE PUR-
POSE OF ESTABLISHING FAIR MARKET VALUE OF
THE LAND AND IMPROVEMENTS THEREON OF THE
MUNICIPAL SERVICES BUILDING LOCATED AT
1145 NW 11 STREET AS THE POSSIBLE SITE OF
THE CITY OF MIAMI/FLORIDA INTERNATIONAL
UNIVERSITY BIOMEDICAL RESEARCH AND INNO-
VATION CENTER, WITH FUNDS COVERING THE
COST OF THE APPRAISALS BEING ALLOCATED
FROM THE BUDGETED FUNDS OF THE DEPARTMENT
OF ECONOMIC DEVELOPMENT.
WHEREAS, the Department of Economic Development needs to
know the Fair Market Value in order to negotiate with Florida
International University; and
WHEREAS, the Municipal Services Building has been selected
as a possible site for the City of Miami/Florida International
University Biomedical Research and Innovation Center; and
WHEREAS, invitations to bid were sent to 22 appraisers
domiciled in Dade County, all of whom are members of the American
Institute of Real Estate Appraisers; and
WHEREAS, six responses were received from the invitation to
bid; and
WHEREAS, two appraisals are needed when a property may be
valued at $500,000 or over in accordance with Florida Statutes;
and
WHEREAS, the proposal of Amerifirst Appraisal Company,
Member of the American Institute of Real Estate Appraisers (MAI),
was accepted at a fee of $4,000 plus expert witness fees of $450
per day or $100 per hour; and
WHEREAS, the proposal of Leonard A. Bisz, Member of the
American Institute of Real Estate Appraisers (MAI), was
determined to be the second most acceptable proposal to the City
at a fee of $5,250 with expert witness fees of $400 per day or

WHEREAS, funds for the expenses involved in these appraisals
are available from budgeted funds of the Department of Economic
Development;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. That the proposal of Leonard A. Bisz, Member of
the American Institute of Real Estate Appraisers (MAI), be
accepted for a fee of $5,250, plus expert witness fees of $400
per day or $100 per hour, and also the proposal of Amerifirst
Appraisal Company, Member of the American Institute of Real
Estate Appraisers (MAI), at a fee of $4,000 plus expert witness
fees of $450 per day or $100 per hour to appraise, for the
purpose of establishing Fair Market Value of the land and
improvements thereon of the Municipal Services Building located
at 1145 NW 11 Street for negotiation purposes for the possible
site of the City of Miami/Florida International University
Biomedical Research and Innovation Center.
Funds covering the cost of the appraisals are hereby
allocated from budgeted funds of the Department of Economic
Development.

It is recommended that the City
Commission authorize the City
Manager to accept the proposal of
Leonard A. Bisz, MAI Appraiser, for
a fee of $5,250 plus expert witness
fees of $100 per hour, to appraise
for the purpose of establishing
Fair Market Value of the land and
improvements thereon of the
Municipal Services Building located
at 1145 NW 11th Street, as the
possible site of the City of
Miami/FIU Biomedical Research and
Innovation Center. Funds covering
the cost of the appraisal are
allocated from the Department of
Economic Development.
The Department of Economic Development has requested the Property
& Lease Management Division to solicit proposals for appraisal of
the Municipal Services Building located at 1145 NW 11th Street.
This building and location have been considered as the possible
site for the City of Miami's/FIU Biomedical Research and
Innovation Center.
Invitations were sent to 22 MAI Appraisers for proposals on the
selected site. Six responses were received. Of those six, the
one most advantageous to the City was submitted by Leonard A.
Bisz, with a proposed bid of $5,250 plus expert witness fees of
$100 per hour.
Funds to cover the cost of this appraisal are provided from the
Department of Economic Development.
Recommendation
The Property & Lease Management Division of the Finance
Department recommends that the appraisal proposal of Leonard A.
Bisz be accepted, as it is the most advantageous to the City in
fee and time to complete.
