HomeMy WebLinkAboutR-85-1020J-85-1038 0 RESOLUTION NO A RESOLUTION ALLOCATING AN AMOUNT NOT TO EXCEED $300,000.00 FROM CONTINGENT FUND, SPECIAL PROGRAMS AND ACCOUNTS, TO SUPPORT THE MIAMI WINTER GAMES TO BE HELD PRIMARILY IN DOWNTOWN MIAMI IN FEBRUARY AND MARCH, 1986. AN INITIAL OUTLAY OF $50,000.00 FROM SAID ALLOCATION IS TO BE ADVANCED TO RUNNERS INTERNATIONAL, INC., AS ADMINISTRATOR OF THE MIAMI WINTER GAMES, CONTINGENT UPON RUNNERS INTERNATIONAL, INC., GUARANTEEING THAT THE RUNNING EVENTS OF SAID GAMES WILL BE HELD. FURTHER AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT IN A FORM ACCEPTABLE TO THE CITY ATTORNEY WHEREBY RUNNERS INTERNATIONAL, INC. GUARANTEES TO STAGE THE RUNNING EVENTS OF THE MIAMI WINTER GAMES WITH A FIELD OF LEADING INTERNATIONAL RUNNERS AND THE CITY WILL RETAIN ALL CONCESSION RIGHTS. WHEREAS, Runners International Inc., has appeared before the City Commission and proposed the Miami Winter Games, a series of athletic events to be held primarily in Downtown Miami in February and March 1986, and; r" WHEREAS, the City Commission approved the idea in principle with Motion 85-989 of the September 26, 1986 Commission meeting, and; WHEREAS, Commissioner J.L. Plummer, Jr., was appointed as the Commission's liaison for these games; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. An allocation of an amount not to exceed $300,000.00 is hereby made from the Contingent Fund, Special Programs and Accounts, to support the Miami Winter Games to be r held primarily in Downtown Miami in February and March, 1986. Section 2. An initial outlay of $50,000.00 from said allocation is hereby made to Runners International, Inc., as administrator of the Miami Winter Games, contingent upon the running events of said games being held. The City Manager is hereby authorized to enter into an agreement in a form acceptable to the City Attorney whereby Runners International, Inc., guarantees to stage the running events of the Miami Winter Games with a field of leading international runners and the City will retain all concession rights. Resolution The attached resolution allocates an amount not to exceed $300,000 for the Miami Winter Games and advances $50,000 of this allocation to Runners International, Inc., the administrator of these Games,to be held in Downtown Miami in February and March, 1986. The resolution authorizes the City Manager to enter into an agreement with Runners International, Inc., for staging the running events of these Games with the City to retain all concession rights for these events. At the September 26, 1985 Commission Meeting, representatives of Runners International, Inc., appeared before the Commission to present a proposal for conducting the Miami Winter Games, a series of athletic events to be held primarily in Downtown Miami in February and March, 1986. The idea was approved in principle by the Commission on Motion 85-989 which directed the City Manager to negotiate with Runners International, Inc., to develop a specific plan for the events as well as cost estimates. Runners International has proposed running, sailing, cycling, rowing, soccer, softball and swimming events for the inaugural Miami Winter Games. The venue proposed for the majority of the land -based sports is the East Coast Railway Property where a paved 1/3 mile track exists. s Honorable Mayor and Members of the City Commission Page 2 of 2 Commissioner J.L. Plummer, Jr., was appointed to serve as the Commission's liaison in negotiating an agreement with Runners International, Inc. As a result of these negotiations an agreement will be drafted in a form acceptable to the City Attorney under which Runners International, Inc. will be responsible for staging the running events for the Miami Winter Games and the City will retain unrestricted control of the concession rights. An allocation not to exceed $300,000 for the Miami Winter Games is requested with the initial outlay of $50,000 for the running events of these Games to be made on the guarantee that the athletic events of these Games will be held. No additional funding for other sports events will be advanced until Runners International's subsequent proposals are first reviewed and evaluated by Commissioner J.L.
