AN ORDINANCE AMENDING 88CTION 1 OF ORDINANCE
NO. 8719 ADOPTED OCT0889 26r 1977r AS
AMENDED, THE SUMMARY GRANT APPROPRIATIONS
ORDINANCE, BY ESTABLISHING A NEW TRUST AND
AGENCY runt ENTITLED: "COMMUNITY
DEVELOPMENT COUNTY SUPPLVtNT (FY'85-86)",
AND APPROPRIATING $16,000 FOR THE EXECUTION
OF SAME; CONTAINING A REPEALER PROVISION AND
A SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 8719 on
October 26, 1977, establishing resources and appropriations for
grant funds anticipated by the City of Miami; and
WHEREAS, the City Commission adopted Resolution No. 85-
which authorized the City Manager to enter into an agreement with
Metropolitan Dade County for the purpose of implementing a
portion of Dade County's Community Development Block Grant
Program during the Eleventh Year for a certain social service
activity and also authorized the City Manager to accept a
transfer of funds from Dade County in the amount of $16,000; and
WHEREAS, the herein ordinance is a proper vehicle to
appropriate the aforesaid $16,000 grant;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No,. 8719, adopted
October 26, 1977, as amended, the Summary Grant Appropriations
Ordinance, is hereby further amended in the following
particulars:l/
"Section 1. The following trust and agency funds
are hereby established and resources are hereby
appropriated as described herein.

Section 2. The herein appropriation of $16#000 refers to
the previously approved allocation of Eleventh Year Cotfflunity
Development Pundt to Tenant Education Association of MiaTnit tnc►
($16,000).
Section I.All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
ordinance are hereby repealed.
Section 4. If any sections part of sections paragtapht
clause, phrase or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall not be affected,

It is recommended that the City Com-
mission adopt the attached Ordinance,
which amends Section 1 of Ordinance
No. 8719, in order to establish a new
trust and agency fund, entitled Com-
munity Development County Supplement
(FY'85-86); and appropriating $16,000
for the execution of the supplement.
'liC dLLdched Ordinance appropriates $16,000 for the purpose of im-
plementing a portion of Dade County's Community Development Block
Grant Program during the Eleventh Year. These funds are to implement
the Model City Tenant Education Program.
Dade County requested that the City administer these funds since the
City already contracts with the Tenant Education Association of Miami
(T.E.A.M.), to provide this program. During the Eleventh Year,
T.E.A.M. will receive $25,520 from the City. This arrangement will
provide for better control of expenditures.
It is recommended that the City Commission approve the attached
Ordinance which provides the proper vehicle to appropriate the County
funds. This is a companion item to a proposed resolution which
authorizes the Manager to enter into an agreement with Dade County to
accept a transfer of $16,000 of Eleventh Year Dade County. Community
Development funds.
