A RESOLUTION RESCINDING IN ITS ENTIRETY
RESOLUTION NO. 85-1041, ADOPTED OCTOBER 10,
1985, WHICH HAD APPROVED ACCEPTANCE OF A BID
FROM ALL STAR SECURITY FOR FURNISHING CROWD
CONTROL SERVICES AT THE ORANGE BOWL STADIUM;
FURTHER INSTRUCTING THE CITY MANAGER TO
REVIEW THIS MATTER AND MAKE RECOMMENDATIONS
TO THE CITY COMMISSION ON NOVEMBER 26, 1985.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. Resolution No. 85-1041, adopted October 10,
1985, which had approved acceptance of a bid from All Star
Security for furnishing crowd control services at the Orange Bowl
Stadium is hereby rescinded in its entirety.
Section 2. THE City Manager is hereby instructed to
review this matter and make recommendations to the City Commission
on November 26, 1985.

FUR ONE (1) YEAR RENEWABLE ANNUALY TO THE
OFFI E OF STADIUMS A TOTAL ESTIMATED ANNUAL
COST OF $40,000.00; ALLOCATING FUNDS FOR
THE F ST YEAR FROM THE 1985-86 OPERATING
BUDGET; AUTHORIZING THE CITY MANAGER TO
INSTRUC THE ASSISTANT CHIEF PROCUREMENT
OFFICER 0 ISSUE A PURCHASE ORDER FOR THIS
SERVICE.
WHEREAS, purse t to public notice, sealed bids were
received July 15, 1985 or the furnishing of Crowd Control
Services at the Orange Bowl Stadium on a contract basis for one
(1) year renewable annually to the Office of Stadiums; and
WHEREAS, invitations were mailed to 55 potential
suppliers and 5 bids were receive ; and
WHEREAS, funds for this urchase are available in the
1985-86 Operating Budget; and
WHEREAS, this service will a used by the Office of
Stadiums for the purpose of providing U tiering and Ticket Tarin(]
Services at Miami Dolphin Football Games; nd
WHEREAS, the City Manager and he Director of the
Office of Stadiums recommend that the bid re eived from All Stir
Security be accepted as the lowest responsi le and resp nsive
bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COIMISSION OF ['tic

Section 1. The July 15, 1985 bid of All S ar Securit✓
for furnishing Crowd Control at the Orange Bowl tadium on
acontract basis for one (1) year renewable annually to t e Office

hereby accepted with first year funds therefor hereby all ated
from the 1985-86 Operating Budget of that Office.

Sealed bids will be received by the City Manage r_-apd--City Clerk
of the City of Miami, Florida not later than <2:30 P.M. July 15,
1985�)for furnishing Crowd Control Services at-- Fie Orange Bowl
Stadium for the Office of Stadiums.
Ordinance No. 9775 established a goal of Awarding 50% of the
City's total dollar volume of all expenditures for All Goods and
Services to Black and Hispanic Minority Business Enterprises on
an equal basis.
Minority Vendors who are interested in submitting bias and who
are not registered with the City as minority vendors are advised
to contact the City Purchasing Office. 1145 N.W. llth Street,
Room 126, Telephone 579-6380.
Detailed specifications for the bids are available upon request
at the City Purchasing Office.
The City Manager may reject all bids and readvertise.

The Office of Stadiums recommends
the acceptance of the bid of All
Star Security for furnishing
crowd control services at the
Orange Bowl Stadium at a total
estimated annual cost of $40,000.
Five bids were received on Bid 84-85-94 for crowd control
services at the Orange Bowl Stadium. After a detailed
bid analysis by the Office of Stadiums, it was determined
that All Star Security had submitted the lowest,
responsible and responsive bid.
The lowest bid received from D.U.B.S. Corporation has
been evaluated as unacceptable. D.U.B.S. did not submit
the required bid security in the amount of $500.00 in
certified check and hence was not a responsive bidder as
defined in City Code Section 18-52. D.U.B.S. listed
their experience and references as "none" on their
Professional and Qualifying Information form submitted
with their bid. D.U.B.S. is therefore not a responsible
bidder per City Code Section 18-54.1(c).
The Office of Stadiums requires professional, experienced
ushering and ticket taking services at Miami Dolphin
football games to fulfill its contractural obligations.
All Star Security intends to have over 75% minority
staffing at Orange Bowl Stadiums events. When All Star
Security handled ushering at the Miami Beach Convention
Center, 38 out of a staff of 48 were minority group
members. At the Stikers soccer games held at the
Lockhart Stadium, minorities accounted for 25 out of All
Star's ushering crew of 32.
Funds are available in the Orange Bowl Stadium Fiscal
Year 1985-86 budget for this service which is estimated
to have an annual cost of $40,000.

ENCLOSURES
The Office of Stadiums has evaluated the five bids received
for "Crowd Control at the Orange Bowl". The lowest bid
received from D.U.B.S. Corporation has been evaluated as
unacceptable. On the "Professional and Qualifying
Information" form, this bidder marked "none" for experience
and references. D.U.B.S. Corporation's Dade County
Occupational License is for janitorial services and not for
the desired guard or ushering service.
Furthermore, D.U.B.S. bid on a per game rage. Considering
that an average game requires a five and one-half hour
shift, D.U.B.S. would have less than $100 per game
contribution towards overhead and profit if they paid
everyone minimum wage. Overhead in this case would also
include uniforms which they would have to purchase. Their
bid is clearly neither responsible nor responsive and is
hereby rejected.
The recommended low, responsive bid is that offered by All
Star Security. Their prices are acceptable and their
references, Miami Beach Convention Center and Hollywood
Greyhound Track, both reported that they were satisfied
with All Star's services and that they had appropriate
usher's uniforms.
A schedule of each bidder's prices for a game based on the
maximum numbers requested in each classification has been
prepared for inclusion with the Agenda package. Our actual
cost per game will be less since we will probably never use
the maximum number of personnel. Such personnel will be
requested to meet the anticipated demand of the next game.
The anticipated annual cost of the service is $40,000.
Funds are available in the FY'85 and FY'86 Orange Bowl
operating budgets.
