St.% A RESOLUTION AUTHORIZING THE ARCHITECTURAL AND ENGINEERING FIRM OF KUNDE, SPRECHER, YASKIN AND ASSOCIATES TO MAKE A DETAILED INSPECTION AND REPORT OF FINDINGS ON ALL CONCRETE DECKING OF THE UPPER STANDS OF THE ORANGE BOWL STADIUM ON THE BASIS OF A PUBLIC EMERGENCY; FURTHER AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES CONTRACT WITH SAID FIRM FOR A FEE NOT TO EXCEED $10,000 WITH FUNDS THEREFOR ALLOCATED FROM THE FISCAL YEAR 1985-86 ORANGE BOWL OPERATING BUDGET. WHEREAS, on October 20, 1985, a damaged concrete deck section was discovered in the North Upper stands of the Orange Bowl Stadium; and WHEREAS, the City Manager has certified that a valid public emergency exists and it is the desire of the City Commission that the entire upper stands of. the Orange Bowl Stadium be inspected by a qualified architectural and engineering firm to insure the structural integrity of the Orange Bowl Stadium; and WHEREAS, the architectural and engineering firm of Kunde, Sprecher, Yaskin and Associates has in the past made such inspection and report and are familiar with the Orange Bowl Stadium structure; and WHEREAS, funding in the amount of $10,000 can be allocated from the Fiscal Year 1985-86 Orange Bowl Operating Budget; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The architectural and engineering firm of Kunde, Sprecher, Yaskin and Associates is hereby authorized to make a detailed inspection and report of findings on all concrete decking of the upper stands of the Orange Bowl Stadium on the basis of a public emergency. Section 2. The City Manager is hereby authorized to enter into a professional services contract with the architectural firm of Kunde, Sprecher, Yaskin and Associates for a fee not exceeding $10,000 with funds therefor hereby allocated from the Fiscal Year 1985-86 Orange Bowl Operating Budget. The Resolution further authorizes the City Manager to enter into a professional services contract with this firm for a fee not to exceed $10,000. At the close of the Dolphins vs Bucs game at the Orange Bowl on Sunday, October 20, 1985, the Police Game Commander reported that a hole in the concrete deck in Section 20, Row 2, Seat. 26, upper north stands nad developed in the last two minutes of the game. The fan seated there reported the problem to a policeman who stayed by the troubled spot until the game was over and everyone had left.. Stadiums Administrator Walter Golby inspected the damaged deck and found thatan area approximately 36" x 24" was severely cracKed and held in place by the wire mesh in the concrete and an open hole 6" x 6" had formed. The piece of concrete had fallen into the aisleway in the lower deck. To the best of our Knowledge no one was in3ured. On Monday, Public Works was notified of the problem. An inspection was made by Public Works and a plan of repair established. In addition, the architectural and engineering firm of Kunae, Sprecher, Yaskin and Associates was called to provide a complete inspection and report on the entire upper stands of the Orange Bowl. It will take four Kunae engineers two weeks to make a proper inspection of this area. V 4 0 l The Honorable Mayor and Members of the City Commission Page 2 of 2 The Kunde firm was selected because they are most familiar with the Orange Bowl and have made such inspections and reports on the Orange Bowl in the past. The damaged section of concrete has been removed, a steel plate installed ana concrete poured over the steel plate to complete the repair in time for the University of Miami vs Louisville game Saturday, October 26, 1985. The Office of Stadiums feels that this was an isolated incidentand not an indication of any serious structural problems; however, to be sure we are asking for an independent inspection from the Kunae firm. Based on all of the foregoing, the City Manager has certified that a valid public emergency exists in connection with the herein situation resulting in a waiver of normal public notice requirements and competitive selection process.
