(005) 856.6653 Fiesta by the (lay Three Kings Parade Regatta Golo Masquerade Ball As in previous years, this year I would like to see the City of Miami sponsor our 1985 celebration of "Fiesta by the Bay". I have enclosed the proposal for our celebration for your review. In past years I have received funds/support in the form of monies in cash and in kind services. In support of our 1985 celebration of "Fiesta by the Bay" to be held on December 31st, 1985, I would like to request a resolu- tion allocating an amount not to exceed $25,000 (Twenty -Five Thousand Dollars) from Special Programs and Accounts or other available accounts, and in kind services not to exceed $10,000 (Ten Thousand Dollars). I would appreciate being scheduled on your agenda for November 13, or November 22, 1985. Please keep in mind that "Fiesta by the Bay" is an event which is free to the public and that last year we had an attendance of approximately 35,000 people. In order to maintain the theme, excitement and beauty of this event, we request the usage of the entire Peacock Park and the Closed building which is on the park's grounds as the alternate site for "Fiesta by the Bay". This location is the only one capable of providing the necessary ingredients which make "Fiesta by the Bay" the successful festival that it is. — We, of course, look forward to returning to Downtown's Bayfront Park and Bayside area upon completion of its renovation, taking our place next to the Orange Bowl Parade and returning the excitement of bringing in the New Year's "Fiesta" to Downtown. The 52nd annual Orange Bowl Festival and Pageantry will provide our South Florida Area with one of its most unique and prestigious community events. The 1985 Orange Bowl Festival activities are expected to attract approxi- mately 500,000 national and international tourists to South Florida during the week long celebration. In addition to the large number of tourists who will visit our South Florida Area, national, as well as, international news sources will provide extensive coverage of the Orange Bowl Festival and Pageantry. Most importantly, however, the annual Orange Bowl Festival Pageantry provide our South Florida community with a deep sense of pride and accomplishment through their participation in helping to insure the success of the Orange Bowl Festival. It is with this spirit of community participation and future economic development for our South Florida Area, that the Latin Orange Fes- tival council is sponsoring a fourth annual New Year's Eve "Fiesta by the Bay" celebration at the conclusion of the annual Orange Bowl Parade. "FIESTA BY THE BAY" The Latin Orange Festival Council's "Fiesta by the Bay" celebration is designed to fulfill two primary objectives for improving the image of our South Florida Area. "Fiesta by the Bay" will provide our national and international visitors, who are without previous commitments on New Year's Eve, with free family style entertainment immediately after the conclusion of the New Year's Eve Orange Bowl Parade. All segments of our South Florida resident community will be afforded the opportunity to celebrate the coming of the 1986 New Year in a large open-air fiesta style gathering. "Fiesta by the Bay" will be composed of a multi -phased kaleidoscope of events during.its celebration. Highlights of the major events which will IN Council Inc. 46 take place during the "Fiesta" include the following: Free, live music and entertainment in an open-air setting within a restricted area in Miami's Downtown. This location is a provisional one while the con- struction for the Revitalization of Bayfront Park takes place. It is planned that the 1987 "Fiesta by the Bay" will return to its original place at Bayfront Park. The live music and entertainment will be provided by four or five local bands and orchestras in stages located throughout the "Fiesta" site. The objective of the live music and entertainment will be to provide a common denominator for the general public in attendance and join together in the "Fiesta" celebration. Accordingly, Latin music, as well as other po- pular music will be played throughout the "Fiesta" night. Large tents or canvas enclosures will protect the musical bands and the public in the event of inclement weather. The marshalling in of the New Year will be accomplished by the traditional midnight -hour countdown, typical of New Year's Eve celebrations. Arrange- ments will be made so that a time -clock featuring the King Orange theme is located in a highly visible location at the "Fiesta" site. At midnight on December 31st, 1985, the skies over Biscayne Bay will be lighted with a fire- works display to commemorate the coming of the 1986 New Year. This fireworks display will prove to be of enjoyment for all age groups present at the "Fiesta" and will be a unique color extravaganza on that night throughout South Florida. Food and refreshments for the celebrating participants will be offered, at reasonable prices, within ethnic booths located throughout the "Fiesta" site. These typical ethnic booths, in addition to providing an eye -pleasing array of color and ethnic costumes, will serve delicious samplings of American, Latin and International cuisine to the public. The welfare and safety of the general public attending the "Fiesta by the Bay" celebration will be accomplished through the City of Miami's Police and Fire Deparrtments. Public Safety arrangements will be made with the City IN KE L Council Inc. A k of Miami officials to insure sufficient police protection and crowd control, as well as, the safety of the general public and an orderly conduct of acti- vities at the "Fiesta" site. SUMMARY "Fiesta by the Bay", as previously described, will prove to be a.significant community event for our entire South Florida Area. The "Fiesta by the Bay" activities are designed to provide our permanent resident community and the visitors to our Area with a refreshing and exciting New Year's Eve celebra- tion in one of our most beautiful public areas by Miami's Downtown. "Fiesta by the Bay" celebration will be specifically designed to set the stage for the future use of Bayside Project along the lines of Fannial Hall in Boston, Massachusetts, and Harbor Plaza in Baltimore, Maryland, as well as, the development of Bayfront Park as an integral element of Downtown Miami's urban waterfront and the City of Miami's "Bayfront Park of the Americas Re- vitalization Project". The construction of these two projects already begun and events like the Orange Bowl Parade and "Fiesta by the Bay" will help in attracting the local as well as the visiting community to a place that will be one of the best and lively shopping, eating and entertainment centers of the South Florida area. Last year "Fiesta by the Bay" was a success bringing in approximately 35,000 people who participated in the event starting at 1:00 P.M. with live music and entertainment. Besides bicultural music from two stages, visitors seemed to enjoy the variety of international foods available under some 30 food and beer Kiosks topped by colorful striped canopies. The Grand Finale was a shower of beautiful fireworks at midnight that covered the skies for 25 minutes. Commissioners, and members of the Orange Bowl Committee were present at this beautiful exhibition of fireworks. The "Fiesta" went on with music and dance till 3:00 A.M. The Fourth Annual "Fiesta by the Bay" is estimated to attract over 35,000 H Council Inc. A spectators. The anticipated duration of the "Fiesta" will be from 1:00 - 6:00 P.M. and 9:00 - 3:00 A.M., December 31st, 1985. The extent to which many of the proposed "Fiesta by the Bay" events des- cribed in this proposal can actually be implemented and the total number of persons who will attend the "Fiesta", will depend in large part on the amount of funds which the Latin Orange Festival Council, Inc., is able to obtain from both private and public sources.
