A RESOLUTION GRANTING, UPON THE
ISSUANCE OF A TEMPORARY PERMIT BY
THE FLORIDA DEPARTMENT OF BUSINESS
REGULATION, DIVISION OF ALCOHOLIC
BEVERAGES AND TOBACCO, THE REQUEST
OF MIAMI ROCK PRODUCTIONS, INC. TO
SELL BEER AND WINE IN
CONNECTION WITH THE REGGAE
FESTIVAL '85 TO BE HELD SUNDAY,
DECEMBER 1, 1985, IN PEACOCK PARK;
SUBJECT TO THE ISSUANCE OF ALL
PERMITS REQUIRED BY LAW; FURTHER
AUTHORIZING THE CITY MANAGER TO
EXECUTE A ONE -DAY NONEXCLUSIVE
CONCESSION AGREEMENT WITH THE
ORGANIZATION IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY.
WHEREAS, Miami Rock Productions, Ire. has planned the Reggae
Festival 185 on December 1, 1985, as a fund raiser for the Africa
Fund, an anti-apartheid organization; and
WHEREAS, the evert will take place in Peacock Park and will
include reggae music and the sale of food and beverages; and
WHEREAS, Miami Rock Productions, Inc. has requested
permission, to sell beer for a one day period or, December 1, 1985,
in connection with the event; and
WHEREAS, Ordinance No. 9818 of April 5, 1984, authorized the
City Commission to permit the dispensing of beer or wine in soft
containers in any City park upon such conditions and limitations
as the City Commission shall prescribe;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Upon the issuance of a temporary permit by the

Alcoholic Beverages and Tobacco, to sell beer and wine, and
pursuant to the City Code, the request of Miami Rock Productions,

Inc. to sell beer and wine for a one -day period in connection

with the Reggae Festival 185 to be held at Peacock Park on
December 1, 1985, is hereby granted in compliance with Ordinance
No. 9818, further subject to the issuance of all permits required
by law.

2. The City Manager is hereby authorized to execute
a one -day
nonexclusive concession agreement with Miami Rock

1, 1985, per the attached resolution."
Miami Rock Productions, Inc. has planned Reggae Fest 185 in Peacock
Park on December 1, 1985, as a fundraiser for the Africa Fund, an
anti-apartheid organization. Permission has been requested to sell
food, beverages and beer in Peacock Park in connection with this
event.
The Parks and Recreation Department has recommended that this
permission be granted, subject to the issuance of a temporary li-
cense by the Florida Department of Business Regulation, Division
of Alcoholic Beverages and Tobacco. It has also recommended that
a one -day nonexclusive concession rights agreement be authorized with
the organization. This event will require no funding from the City.

Dear Ms. McKay,
On December 1, 1985 Miami Rock Productions Inc. in association
with The Africa Fund through the Sun City account is planning Reggae
Fest '85 in Peacock Park to benefit the anti-apartheid cause in
South Africa. At the time we are submitting this proposal to you we
have not yet received a formal letter of endorsement from The Africa
Fund, but I have requested one from the organization and I will file
it with you as soon as it arrives.
Reggae Fest '85 will begin at 12:00 noon on Sunday December 1,
1985, and will run until 6:00pm the same day. Five to six Reggae
bands will be performing for forty-five minutes each. We will not
be charging any admission to the show as all funds will be coming
from sponsors and advertisers. The stage will be the City of Miami's
32' X 16' showmobile stage, and will be set up in the far corner of
Peacock Park closest to, the bay and the back fence. Our sound
technicians (Off The Wall Sound, 944-2988) will connect into the City's
power line to provide the show with power. We plan also to set up
approximatly five food and drink concessions on the baseball diamond, ~
including one concession serving beer. There will also be a booth or
booths accepting donations for the anti-apartheid charity.
I spoke with Officer Samuel Stubbs of The City of Miami Off
Duty Police Department who recommended six officers and one sergeant
for the festival security, which I have agreed to hire. We will
also hire some security men of our own, mainly to work the backstage
area.
I have been speaking with Louis DeJesus of the Parks and Rec-
reation Department about the stage, clean-up crews, and insurance,
and I am arranging to use the City of Miami clean-up crew, and I
have also arranged for liability insurance to cover the audience,
concessionaires, and all persons involved with the production of
Reggae Fest '85.
We will be promoting this event on local radio stations including
WLVE(LOVE-94), WSHE, and WEDR. Printed material such as posters and
flyers will be distributed throughout the city, universities, and
store front windows. We will also try to attract local television
