RESOLUTION 140.
A RESOLUTION GRANTING, UPON THE
ISSUANCE: OF A TEMPORARY PERMIT BY
THE FLORIDA DEPARTMENT OF BUSINESS
REGULATION, DIVISION OF ALCOHOLIC
BEVERAGES AND TOBACCO, THE REQUEST
UN THE COCONUT GROVE JAYCEES TO
SELL BEER AND WINE FOR A THREE DAY
PERIOD IN CONNECTION WITH THE 1986
COCONUT GROVE ARTS FESTIVAL TO BE
HELD FEBRUARY 15, 16 AND 17, 1986;
SUBJECT TO THE ISSUANCE OF ALL
PERMITS REQUIRED BY LAW; FURTHER
CLOSING CERTAIN STREETS TO THROUGH
VEHICULAR TRAFFIC AND ESTABLISHING
A PEDESTRIAN MALL DURING SPECIFIED
HOURS FOR THE EVENT; SAID STREET
CLOSING SUBJECT TO THE ISSUANCE OF
PERMITS BY THE DEPARTMENTS OF
POLICE AND FIRE, RESCUE AND
INSPECTIO14 SERVICES; ESTABLISHING
THE AREA PROHIBITED TO RETAIL
PEDDLERS DURING THE PERIOD OF THE
EVENT.
WHEREAS, the 1986 Cocorut Arts Festival has been planned in
Coconut Grove on February 15, 16 and 17, 1986; and
WHEREAS, the Coconut Grove Jaycees has requested permission
to sell beer and wine for a three day period during the event;
and
WHEREAS, Ordinance No. 9818 of April 5, 1984, authorized the
City Commission to permit the dispensing of beer or wine in soft
containers in, any City park upon, such conditions and limitations
as the City Commission shall prescribe; and
WHEREAS, it has further beer, requestd that certain, streets be
closed to through vehicular traffic, establishing a pedestrian,
mall, for the duration, of the event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Upon the issuance of a temporary permit by the
Florida State Department of Business Regulation, Division of
Alcoholic Beverages and Tobacco, to sell beer. and wire, and
pursuant to the City Code , the request of the Coconut Grove
Jaycees to sell beer and wine for a three day period in
connection with the Coconut Grove Arts Festival on February 15,
16 and 17, 1986 is hereby granted in compliance with Ordinance

No. 9818, further subject to the issuance of all permits required
by law.
Section, 2. In order to provide safe passage and a temporary
pedestrian mall during the 1986 Coconut Grove Arts Festival, the
following streets are hereby closed to L-hrough vehicular traffic
from 7:00 a.m. on February 15, 1986, to 9:00 p.m. on February 17,
a) South Bayshore Drive from SW 8 27 Avenue to
McFarlane oa .
b) McFarlane Road from South Bayshore Drive to
Grand Avenue.
c) Grand Avenue from MacDonald to Virginia Street.
d) Main Highway from Grand Avenue to Charles
Avenue.
e) Fuller Street.
f) Commodore Plaza.
g) All streets and avenues intersecting
the area listed above.
Section 3. Such closing of streets is subject to the
issuance of permits by the Departments of Police and Fire, Rescue
and Inspection, Services. Said permit from the Department of
Police is to be issued upon the full approval of the Chief of
Police after giving all due consideration to the safety and
traffic needs of residents, businesses and religious institutions
in the area for entering and crossing through said arterials and
upon the favorable exercise of the City Manager's judgment
predicated upon all factors set forth herein.
Section 4. Pursuant to the provisions of Ordinance No. 8851,
enacted September 28, 1978, all retail peddlers' occupational
licenses issued under the provisions of Chapter 31 of the City
Code, as amended, will not be valid on February 15, 16 and 17,
1986, during the hours of 6:00 a.m. to 6:00 p.m. on said closed
streets, and on all intersecting streets for two blocks in all

directions.

Dear Mr. Pereira:
We would like to request placement on the agenda during
the City Commission's regular meeting Tuesday, November
twenty-sixth.
At that time we will be requesting approval for street
closure during the 1986 Coconut Grove Arts Festival,
February 15,16,17, and presenting other festival -related
items requiring Commission approval.
