Bear Mr. Pereira:
_ Several months ago, representatives of the Kiwanis Club of Miami and I met with
Assistant City Manager Cesar Odio to discuss the use of the Orange Howl site as
' the location of our annual carnival. We received a warm welcome at that meeting
and began to study the most appropriate dates.
We have selected the dates of Thursday, January 16 to Monday. January 20, 1986
for our next annual carnival.and request your approval to use the north parking
areas of the Orange Bowl for our site. The weekend covered by this period falls
between the NFL Conference Championship games and the Super Rowl, so there would
be no conflict with the Miami Dolphins for these dates. Also, we have been told
` by the Orange Bowl Stadium Manager's office that these dates are open.
1.Ie are awnre of Vie concern by your office And that of the Miami City Commission
about the distraction of such an event to the local residents of the area. We
understand the residents' complaints and would plan our carnival to minimize
1 distractions to theca: We have scaled back our carnival from.two weeks to five
days. We have always closed our carnivals each night at 11 PM. (We understand
some other recent carnivals held at•thp. Orange Bawl not sponsored by Kiwanis
rrn well past midnight).
IL
The proceeds from the carnival will benefit the Miami Kiwanis Youth Foundation,
Inc., a nongovernmental, nonprofit, tax-exempt, Florida corporation. The
Foundation donates thousands of dollars each year to local community organizations

which benefit and provide services to our community's youth. Thers are never
enough funds available. For this reason, ws urge you to promptly arprove our
request. 11
We understand that if the guidelines set forth by the City of Miami are met,
no commission approval is required. If our understanding is not correct and
commission approval is required, we request to he placed on the agenda of the
next commission meeting so that we may present our request to the commissioners
for this most worthy project.
Again, prompt action is necessary so that we can rromote the carnival. If you
hpve any questions, please feel free to contact me at 665-1166 or our club
treasurer, Bob Leathers, at 662-8104.
