A RESOLUTION CONCERNING THE CARNAVAL
MIAMI WHICH 13 TO TAKE PLACE MARCH 1 AND
2, 1986, CLOSING CERTAIN STREETS TO
THROUGH VEHICULAR TRAFFIC DURING
SPECIFIED DATES AND HOURS, SAID STREET
CLOSING SUBJECT TO THE ISSUANCE OF
PERMITS BY THE DEPARTMENTS OF POLICE AND
FIRE, RESCUE A14D INSPEC"TIUN SERVICES AND
ASSURANCES THAT THE CITY WILL BE INSURED
AGAINST AIJY POTENTiAL LIABILITY; FURTHER
RELAXING THE LIMITATIONS ON THE DISPLAY
OF FIREWORKS TO ALLOW THE STAGING OF
PYROTECHNIC DISPLAYS IN THE ORANGE BOWL
STADIUM U14TIL 11:30 PM ON MARCH 1, 1986,
SUBJECT TO THE ISSUANCE OF A PERMIT BY
THE DEPARTMENT OF FIRE, RESCUE AND
INSPECTION SERVICES.
WHEREAS, the sponsors of Carr,aval Miami, the Little Havana
Tourist Authority and the Kiwanis Club of Little Havana, have
requested certain, streets be closed tc through vehicular traffic
for the Paseo evert on March 2, 1986, during specified hours to
insure the safety of the participants and spectators attending
the event; and
WHEREAS, these organizations have further requested that the
fireworks deadline be extended until 11:30 pin or. Saturday, March
1, 1986, at the Orange Bowl on Carr.aval Night;
NOW, THEREFORE BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA.
Section 1. In order to provide safe passage and to provide a
pedestrian mall during Carnival Miami the following streets are
hereby closed to through vehicular Lraffic during the dates ar.d
hours specified below:
a) West Flagler Street from 14 Avenue to 22 Avenue
Sunday, March 2, 1986 - 1:00 PM to 10:00 PM
b) SW 1st Street from SW 14 Avenue to SW 22 Avenue
Sunday, March 2, 19 - 1:00 PM to 10:00 PM
c) All streets and avenues intersecting the area listed
above.
Section 2. Such closing of streets is subject to the
issuance of permits by the Departments of Police and Fire,

Rescue, and Inspection Services. Said permit from the Department
of Police is to be issued upon the full approval of the Chief of
Police after giving all due cor,sider ation to the safety and
traffic needs of residents, businesses, and religious institu—
tions in the area for entering and crossing through said
arterials and upon the favorable exercise of the City Manager's
judgement predicated upon all factors set firth herein.
Section 3. Such closing of streets is subject to the
organizers of the Carnaval Miami obtaining insurance requirements
as mandated by the City of Miami, Department of Finance, Risk
Management Division.
Section 4. The time limitation, or, the display of fireworks
is hereby relaxed to allow the staging of pyrotechnic displays in
the Orange Bowl on March 1, 1986, until 1 1 : 30 PM, subject to the
issuance of appropriate permits from the Department of Fire,
Rescue and Inspection Services.

Dear Mr. Pereira:
We respectfully request to be included in the Agenda cf the
November meeting of the City Commission in order to seek
approval of the following points for the implementation o-r
Carnaval Miami 1986:
- Extension of the fireworks deadline until 11:30 PM
on Saturday, March 1, 1986 during Carnaval Night at
the Orange Howl Stadium.
- Closing West Flagler Street and Southwest First Street
between 14 and 22 Avenues on Sunday, March 41,1985,
from 1:00 PM until 10:00 PM, as this day is scheduled
for Carnaval Miami's "Paseo".
