A RESOLUTION AUTHORIZING THE CITY MANAGER TO SOLICIT BIDS FOR THE DEMOLITION OF STRUCTURES WITHIN PHASE I OF THE SOUTHEAST OVERTOWN/PARK WEST REDEVELOPMENT PROJECT AREA AND TO ENTER INTO AN AGREEMENT WITH THE LOWEST BIDDER TO ACCOMPLISH SAID DEMOLITION FOR AN AMOUNT NOT TO EXCEED $325,000 ALLOCATED FROM GENERAL OBLIGATION HOUSING BONDS AND A SECTION 108 LOAN; AND REQUESTING THAT DEMOLITION BE COORDINATED BY METROPOLITAN DADE COUNTY. WHEREAS, the City Commission by Resolution No. 82-755 approved in principle the Southeast Overtown/Park West Redevelopment Plan; and WHEREAS, the City Commission has declared that the best method to redevelop Southeast Overtown/Park West is by a Unified Development Project (Resolution No. 84-893); and WHEREAS, the City Commission has authorized the City Manager to initiate the acquisition of properties within the Southeast Overtown/Park West Community Redevelopment Project Area (Resolution No. 85-394); and WHEREAS, nine blocks located within the redevelopment area have been acquired; and WHEREAS, the removal of slum and blighting conditions is necessary in the interest of the public health, safety, morals, or welfare of the residents of the municipality; and WHEREAS, developers need assurances that the full 28-acre '4,, redevelopment area will be cleared and redeveloped in order to make the area marketable; and WHEREAS, by Resolution No. 83-187 Metropolitan Dade County is accordingly required to undertake certain activities on behalf of the City relating to acquisition and relocation to include coordination of building demolition; and WHEREAS, proceeds from the sale of General Obligation Housing Bonds and a Section 108 loan are available for demolition use; CITY COMMISSION MEETING OF NOV 26 1965 ON No. 85-11. (REMARKS. _. i i �i j NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI FLORIDA: Section 1. The City Manager is hereby authorized to solicit bids for the demolition of structures described in Table I, as attached. Section 2. The City Manager is further directed to enter into an agreement with the lowest bidder to demolish structures described in Table I, as attached. Section 3. An amount not to exceed Three Hundred Twenty- five Thousand Dollars ($325,000.00) is hereby allocated from 1976 General Obligation Housing Bond Funds and a Section 108 loan from the Department of Housing and Urban Development to accomplish said demolition. The Honorable Mayor DATE: November 8, 1985 FILE: and Members of the City Commission SUBJECT: Building Demolition ` Resolution City Commission Meeting FROM: November 26, 1983 Sergio Pereira REFERENCES: City Manager ENCLOSURES: It is recommended that the City Commission approve the attached resolution authorizing the City Manager to solicit bids for the demolition of structures within Phase 1 of the Southeast ver own ar es Kedevelopment Projectarea and enter into an agreement w1th the lowest bidder o accomplish saia demolition tor an amount not to exceed $325,000 allocated from General Obligation Houslng on s and a section 108 loan; and requesting that demolition be coordinated by Dade County. The City of Miami has acquired nine blocks within Phase I of the Southeast Overtown/Park West Redevelopment Project area. Six blocks, including Blocks 24N, 25N, 36N, 37N, 43N and 44N (see attached map) contain structures which need to be razed to facilitate future redevelopment efforts. Demolition of these structures constitutes the removal of slum and blighting conditions which is necessary to assure redevelopment within the project area. The estimated cost for the demolition of structures on the aforementioned blocks is $286,000. However, it is recommended that $325,000 be allocated for the demolition contract to cover contingencies. A breakdown of estimated demolition cost by block is included in Table I. 85 -1158 9 t Mayor and City Commission -2- November 8, 1985 It is estimated that by following the normal bid and contract award process that demolition will commence in January, 1986. Funding to accomplish demolition is available through General Obligation Housing Bonds and a Section 108 loan from the U.S. Department of Housing and Urban Development.
