A RESOLUTION AUTHORIZING THE
CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREE-
MENT, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, WITH VALLE-
i AXELBERD AND ASSOCIATES, INC. TO
PROVIDE OVERALL CON SUI T ^
SERVICES FOR THE PURPOSES
IDENTIFYING AND ANALYZING THE
PSYCHOLOGICAL STRESS FACTORS
PRODUCED FROM POLICE TRAINING
ASSOCIATED WITH THE APPLICATION
OF THE SME 33 SIMULATOR, WITH
EMPHASIS ON SUGGESTIONS AND
RECOMMENDATIONS FOR RESOLU-
TION OF INAPPROPRIATE RESPONSES
DISPLAYED BY POLICE OFFICERS,
FOR THE PERIOD OCTOBER 1, 1985
TO SEPTEMBER 309 1986, WITH FUNDS
THEREFOR ALLOCATED IN AN
AMOUNT NOT TO EXCEED $25,000
FROM FISCAL YEAR 1985-86
BUDGETED POLICE DEPARTMENT
FUNDS.

WHEREAS, a need exists to provide overall consultant services for
purposes of identifying and analyzing the psychological stress factors produced
from police training associated with the application of the SME 33 Simulator;
and
WHEREAS, Resolution 84-731, adopted June 28, 1984, authorized the City
Manager to execute a professional services agreement with Valle-Axelberd and
Associates, Inc. to provide overall consultant services for the purposes of
identifying and analyzing the psychological stres factors produced from police
training associated with the application of the SME-33 Simulator for the period
October 1, 1985 to September 30, 1985, and;
r, WHEREAS, Valle-Axelberd and Associates, Inc. has agreed to the terms
and conditions of the herein proposed agreement which essential) constitutes a

renewal of the original agreement which provided for said renewal option;
NOW, THEREFORE, BE 1T RESOLVED BY THE COMMISSION OF THE
CITY OF MIAM1, FLORIDA:
Section 1. The City Manager is hereby authorized to execute a
Professional Services Agreement, in a form acceptable to the City Attorney,
with Valle-Axelberd and Associates, Inc. to provide overall consultant services
for purposes of identifying and analyzing the psychological stress factors

produced from police training associated with the application of the SME 33
Simulator, for the period October 1, 1985 to September 30, 1986, with emphasis
suggestions and recommendations for resolution of inappropriate responses
displayed by police officers with funds therefor hereby allocated in an amount
not to exceed $25,000 from Fiscal Year 1985-86 Budgeted Police Department
Funds.

ENCLOSURES:
It is recommended that Valle, Axelberd and
Associates, Inc. be awarded a professional
services contract for purposes of identifying
and analyzing the psychological stress factors
produced from police training associated with
the application of the SME 33 Simulator, with
emphasis on suggestions and recommendations
for resolution of inappropriate responses
displayed by police officers with funds
therefor allocated in an amount not to exceed
$25,000 from Fiscal Year 1985-86 Budgeted
Police General Funds.

Background
Concurrent with the authorization to execute the contract with September and
Associates for the stress training simulator, the City Commission directed that
psychological -stress training and overall consultant services be provided for all

sworn personnel of the Miami Police Department.

As authorized by Resolution No. 83-718, requests for proposals to acquire
consultant services in the specific areas of psychological stress management,
human relations training and overall consultant services were received and
evaluated by the Department.
In November 1983, a committee, chaired by Assistant Chief Alfredo Bared, was
selected to review responses from the R.F.P. for SME-33 Simulator
Psychological Stress Management. This committee reviewed ten (10) consultant
firms which submitted bids and interviewed the top three. A selection and
recommendation was made based on the following:

Valle-Axelberd and Associates, Inc. have a complete and thorough
understanding of our departmental structure, which includes organizational and
working systems. Their expertise, which they have developed, is a true state of
the art.

Valle/Axelberd and Associates, Inc. have been providing stress training since
1977 and psychological counseling services since 1978. The Department has been
pleased with the services provided by Valle/Axelberd and Associates, Inc.
Resolution No. 84-309 authorized contract negotiations with Valle, Axelberd and
Associates, Inc. for purposes of identifying and analyzing the psychological stress
factors produced from police training associated with the application of the SAME
33 Simulator, with emphasis on suggestions and recommendations for resolution
of inappropriate responses displayed by police officers.
Included with this memorandum is the resolution authorizing the City Manager to
enter into a professional services contract for the second year, which has been
negotiated with Valle/Axelberd and Associates, Inc. for Fiscal Year 1985-86.
