A RESOLUTION AUTHORIZING THE CITY
MANAGER TO EXECUTE A PROFESSIONAL
SERVICES AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY,
WITH THE URBAN STUDIES INSTITUTE, INC.
AT BARRY UNIVERSITY TO PROVIDE
OVERALL CONSULTANT SERVICES, FOR
THE PERIOD OCTOBER 1, 1985 TO
SEPTEMBER 30, 1986, TO REVIEW
CURRENT POLICE TRAINING WITH
EMPHASIS ON RESPONSIVENESS TO THE
MULTI -ETHNIC COMMUNITY OF THE CITY
WHICH INCLUDES SUGGESTING RECOM-
MENDATIONS FOR FUTURE TRAINING
METHODOLOGIES WITH FUNDS THEREFOR
ALLOCATED IN AN AMOUNT NOT TO
EXCEED $101,833 FROM FISCAL YEAR
1985-86 BUDGETED POLICE DEPARTMENT
FUNDS.

WHEREAS, a need exists to provide overall consultant services to review
current police training with emphasis on responsiveness to the multi -ethnic
community of the City; and
WHEREAS, Resolution No. 84-729, adopted June 28, 1984, authorized the
City Manager to execute a professional services agreement, in a form acceptable
i to the City Attorney, with the Urban Studies Institute, Inc. at Barry University

to provide overall consultant services for the period July 1, 1984 to June 30,
1985; and
WHEREAS, Resolution No. 85-534, adopted June 25, 1985, authorized the
�. City Manager to execute a professional services agreement with Urban Studies
Institute at Barry University to provide overall consultant services for the period
July 1, 1985 to September 30, 1985; and
WHEREAS, the Urban Studies Institute, Inc. at Barry University has agreed
to the terms and conditions of the herein proposed agreement which essentially
constitutes a renewal of the original agreement which provided for said renewal
option;
NOW, THEREFORE, BE 1T RESOLVED BY THE COMMISSION OF THE
CITY OF MIAM1, FLORIDA:
Section 1. The City Manager is hereby authorized to execute a
Professional Services Agreement, in a form acceptable to the City Attorney,
with the Urban Studies Institute, Inc. at Barry University to provide overall
consultant services, for the period October 1, 1985 to September 30, 1986, to

review current police training with emphasis on responsiveness to the multi-
ethnic community of the City which includes suggested recommendations for
i future training methodologies with funds therefor hereby allocated in an amount
not to exceed $101,833.00 from Fiscal Year 1985-86 Budgeted Police
Department Funds.

It is recommended that Urban
Studies Institute, Inc. at Barry
University be awarded a
professional services contract to
provide overall consultant services
to review current police training
with emphasis on responsiveness to
the multi -ethnic community of the
City, which includes suggesting
recommendations for future
training methodologies with funds
therefor allocated in an amount
not to exceed $101,833 to be
allocated from Fiscal Year 1985-86
Budgeted Police General Funds.
On July 1, 1984, Urban Studies Institute executed a professional services
agreement to provide overall consultant services to review current police
training. Included in this agreement was a provision for renewal upon mutual
agreement for two additional one year periods.
Background
Resolution No. 83-718, requests for proposals to acquire consultant services in
the specific areas of psychological stress management, human relations training
and overall consultant services were received and evaluated by the Department.
The resolution was passed.
In November 1983, a committee, chaired by Assistant Chief Alfredo Bared, was
selected to review responses from the R.F.P. for overall consultant services.
This committee reviewed ten (10) consultant firms which submitted bids and

interviewed the top three. A selection and recommendation was made based on
the following:
Barry University
In this phase of the program, Barry University appeared to have the necessary
components to comply with our program. The key issue in this area of interest is
the flexibility to change. The need here is extreme due to the problems that can
arise within the community and the department, thus their level of expertise
excelled them above their competition.
Resolution No. 84-729 authorized the City Manager to execute a professional
services agreement, in a form acceptable to the City Attorney, with the Urban
Studies Institute, Inc. at Barry University to provide overall consultant services
to review current police training with emphasis on responsiveness to the multi-
ethnic community of the City. This resolution was passed June 28, 1984.
Resolution No. 85-834 authorized the City Manager to execute a professional
services agreement for three (3) months, in a form acceptable to the City
Attorney, with Urban Studies Institute, Inc. at Barry University to provide
overall consultant services to review current police training with emphasis on
responsiveness to the multi -ethnic community of the City. This resolution was
passed July 25, 1985.
Included with this memorandum is the resolution authorizing the City Manager to
enter into a professional services contract for the second year, which has been
negotiated with Urban Studies Institute for Fiscal Year 1985-86.
