RESOLUTION NO. 8"' --11.55 A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH FLORIDA MEMORIAL COLLEGE TO PROVIDE HUMAN RELATIONS TRAINING FOR THE CITY OF MIAM1 POLICE DEPARTMENT, FOR THE PERIOD OCTOBER 1, 1985 TO SEPTEMBER 30, 1986, WITH FUNDS THEREFOR ALLOCATED IN AN AMOUNT NOT TO EXCEED $136,314.17 ALLOCATED FROM FISCAL YEAR 1985-86 BUDGETED POLICE DEPARTMENT FUNDS. ------------ WHEREAS, a need exists to provide Human Relations Training; and WHEREAS, Resolution No. 84-730, adopted June 28, 1984, authorized the City Manager to execute a professional services agreement with Florida i Memorial College to provide Human Relations Training for the period ending March, 1985; and i WHEREAS, Resolution No. 85-966, adopted September 12, 1985, ratified, i approved and confirmed the action of the City Manager in executing a professional services agreement with Florida Memorial College to provide i Human Relations Training for a period ending September 30, 1985. WHEREAS, Florida Memorial College has agreed to the terms and 1 conditions of the herein proposed agreement which essentially constitutes a renewal of the original agreement which provided for said renewal option; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to execute a Professional Service Agreement, in a form acceptable to the City Attorney, with Florida Memorial College to provide Human Relations Training to the City of Miami Police Department for the period October 1, 1985 - September 30, 1986, with funds therefor hereby allocated in an amount not to exceed $136,314.17 to be allocated from Fiscal Year 1985-86 Budgeted Police Department Funds. The Honorable Mayor and DATE: NOY 18 ift Members of the City Commission FILE: SUBJECT Florida Memorial College FROM: Sergio Pereira \ '-' REFERENCES- Human Relations Training City Manager ENCLOSURES i It is recommended that Florida Memorial be awarded a profes- sional services contract to provide Human Relations Training for the City of Miami Police Department with funds therefor allocated in an amount not to exceed $136,314.17 to be allocated from Fiscal Year 1985-86 Budgeted Police General Funds. i On August 8, 1984, Florida Memorial College executed a professional services 4 agreement to provide Police Community Relations Training for departmental personnel. Included in this agreement was a provision for renewal upon mutual } agreement for two additional one year periods. To date, Florida Memorial r College has completed sixteen (16) sessions and trained 326 personnel. a Background Resolution #83-718 authorized and directed the City Manager to advertise for and receive proposals from individuals for firms desirous of providing j psychological stress management training and human relations training for the i City of Miami Police Department. This resolution was passed and adopted July 28, 1983. In November 1983, a committee, chaired by Assistant Chief Alfredo Bared, was selected to review response; from the R.E.P. for Human Relation Training. This committee reviewed ten (10) consultant firms which submitted bids and interviewed the top three. A selection and recommendation was made based on the following: t. Their goals and objectives have been thoroughly tested within the Metropolitan Dade County community. They have had workshops in Opa Locka, Overtown, Liberty City and Little Havana. This company excelled in every predetermined criteria set by this committee. Resolution #84-308 authorized the City Manager to enter into contract negotiations with Florida Memorial College to provide Human Relations Training for the City of Miami Police Department. This resolution was passed and adopted March 8, 1984. Resolution #84-730 authorized the City Manager to execute a professional services agreement, in a form acceptable to the City Attorney, with Florida Memorial College to provide Human Relations Training for the City of Miami Police Department. This resolution was passed and adopted June 28, 1984. Resolution No. 85-966 ratified, approved and confirmed the action of the City Manager in executing a professional services agreement, in a form acceptable to the City Attorney, with Florida Memorial College to provide Human Relations Training for the City of Miami Police Department. This resolution was passed and adopted September 12, 1985. Included with this memorandum is the resolution authorizing the City Manager to enter into a professional services contract for the second year, which has been negotiated with Florida Memorial College for Fiscal Year 1985-86.
