HomeMy WebLinkAboutR-85-1154i J-85-1073 RESOLUTION NO. 85--1154 A RESOLUTION AUTHORIZING ESTABLISHMENT OF A14 "ARBOR DAY" PROGRAM UNDEIN THE PARKS AND RECREATION DEPARTMENT FOR THE PURPOSE OF' PLA14TING APPROXIMATELY 800 SURPLUS CITY -OWNED 'TREES AND SAPLINGS IN AREA NEIGHBORHOODS BY PRIVATE RESIDENTS; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE DIRECTOR OF PARKS AI4D RECREATION TO DEVISE GUIDELINES FOR THE PROGRAM'S OPERATION AND TO IMPLEMENT SAID PROGRAM, SUBJECT TO THE REVIEW AND APPROVAL OF THE CITY ATTORNEY. WHEREAS, the Parks and Recreation Department maintains a supply of trees and plant materials for landscaping City parks, right-of-ways and grounds surrounding City facilities; and WHEREAS, said Department's Nursery, located at 2400 14W 14th Street, presently houses and maintains approximately 800 surplus trees, saplings and young palms; and WHEREAS, it has beer, determined that said materials are not required for, r.ccr are atttached to, any specific program or (construction) project; and WHEREAS, said materials have reached a point of growth optimum for planting, beyond which installation may become difficult and would require specialized equipment; and WHEREAS, placing these materials in certain areas and neighborhoods would enhance the beauty and appearance of the City of Miami; and WHEREAS, an "Arbor Day" Program would allow City residerts to plant these surplus trees, saplings and young palms in certain of their neighborhoods, under the instructions of Parks and Recreation Department staff; and WHEREAS, said program is intended to enhance the pride of City residents in their respective neighborhoods and to instill greater community spirit through a cooperative effort with this governing body; and CITY COMMISSION MEETING OF NOVLp26 IM A RESOLUNON NOIS- i • t REMARKS. W WHEREAS, it is necessary to establish guidelines for dist- tion, location and planting, to select neighborhood arta5, and to determine the extent cf participatior, by City forces before implementing said program; and WHEREAS, the Parks and Recreation Department has the expertise to devise such guidelines with the assistance of the Departments of Public Works, Community Development and Law; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section. 1. The establishment of an "Arbor Day" Program under the Parks and Recreation Department is hereby authorized for the purpose of planting approximately 800 surplus City -owned trees, saplings and young palms in area neighborhoods by City residents. Section. 2. The City Manager is hereby authorized to instruct the Director of Parks and Recreation to devise guidelines for said program's operation and to implement same, subject to the review and approval of the City Attorney. The Honorable Mayor and DATE: Nov 18 19vs FILE: Members of the City Commission 52 SUBJECT: "Arbor Day" Tree Planting Program FROM Sergio Pereira REFERENCES: City Manager S ENCLOSURES: "It is recommended that the establishment of an 'Arbor Day' Program within the Parks and Recreation Department be authorized for the purpose of allowing residents to plant surplus City - owned trees in area neighborhoods, and that the City Manager be authorized to instruct the Director of said department to develop guidelines and to implement this program, subject to the review and approval of the City Attorney, per the attached resolution." BACKGROUND: The Parks and Recreation Department Nursery, located at 2400 NW 14th Street, presently has a surplus of young palms and tree saplings. This is due to the influx of donated trees and to the reduction of funding available for maintenance and planting, including appropriations for Community Development "Tree Planting" Projects. It has been determined that approximately 800 trees have reached a point of growth optimum for planting, beyond which installation may become difficult and require specialized equipment. These plant materials are not required for, nor are they attached to any specific program or development project. An "Arbor Day" Planting Program would benefit the City in many ways. First, the installation of trees and palms will beautify City neighborhoods. Second, by allowing residents to plant the materials themselves, civic pride and community spirit is instilled. Because City forces will be utilized to provide instruction and assistance, public -private sector cooperation is another positive by-product promoted. Lastly, 85•-1154 this type of project will enable the City to fully utilize these natural resources, and at a cost far below that incurred by the use of City or contract labor. The Parks and Recreation Department is prepared to devise guidelines for such a program and to commit staff for distri- bution and planting instructions. This project would also draw on the expertise of the Community Development and Public Works Departments to target neighborhoods, determine participants and locate sites. "Arbor Day" Program details will be submitted to the Law Department for full review and approval. It is therefore recommended that the attached resolution be passed, authorizing the establishment of this worthwhile program. Timely approval will hasten the implementation of the "Arbor Day" Program while these plant materials are still of manageable size.
