COLE , MEMBER OF 'rHf;' AMERICAN INSTITUTE OF REAL ESTATE APPRAISERS (MAI), FOR A FEE OF $9,900 PLUS EXPERT WITNESS FEES OF $150.00 PER HOUR, TO APPRAISE FOR THE PURPOSE OF ESTABLISHING FAIR MARKET VALUE OF THE LAND AND AIR RIGHTS OF CERTAIN PROPERTY LOCATED ADJACENT TO BAYFRONT PARK AND THE PORT OF MIAMI IN CONNECTION WITH THE CONSTRUCTION OF A NEW PORT BOULEVARD BRIDGE, WITH FUNDS COVERING THE COST OF THE APPRAISAL BEING ALLOCATED FROM THE BUDGETED FUNDS OF THE PROPERTY AND LEASE MANAGEMENT DIVISION OF THE FINANCE. DEPARTMENT. WHEREAS, Metropolitan Dade County and the City of Miami have determined that it is of the highest priority to resolve transportation improvements at and to the Port of Miami, including the need for a new high level bridge; and WHEREAS, the City owns Bayfront Park, in fee simple absolute, certain land and air rights required by the county for right-of-way; and WHEREAS, the City and the County entered into an Agreement for Transportation Improvements to provide access to the Port of Miami, dated August 23, 1984, indicating that the City shall sell the easement to the County for that portion of City -owned land and air rights, exclusive of other easements granted to Dade County, required for the construction of the new bridge at Fair Market Value of the highest and best use of the land; and WHEREAS, the City needs to know the Fair Market Value in order to sell the easement to the County; and WHEREAS, invitations to bid were sent to five (5) appraisers domiciled in Dade County, all of whom are members of the American Institute of Real Estate Appraisers; and WHEREAS, five responses were received from the invitation to bid; and CITY COMMISSION MEETING OF 1 NOV 26 1985 f, WHEREAS, the proposal of Carlton W. Cole, member of the American Institute of Real Estate Appraisers (MAI) was determined to be the most advantageous to the City at a fee of $9,900 plus expert witness fees of $150.00 per hour; and WHEREAS, fund~ for the expenses involved in this- appraisal are available from budgeted funds of the Property and Lease Management Division of the Department of Finance; NOW, THEREFORE, KE IT RESOLVED BY THE COMMISSION OF THF, CITY OF MIAMI, FLORIDA: Section 1. That the proposal of Carlton W. Cole, member of the American Institute of Real Estate Appraisers (MAI) be accepted!/for a fee of $9,900, plus expert witness fees of $150.00 per hour for the purpose of establishing the Fair Market .t Value of the land and air rights of certain property located adjacent to Bayfront Park and the Port of Miami in connection with the construction of a new Port Boulevard bridge to provide access to the Port of Miami. f Funds covering the cost of the appraisal are hereby i 3 allocated from budgeted funds of the Property and Lease Management Division of the Department of Finance. FILE: SUBJECT: Acceptance of Appraisals For Land Adjacent to Bayfront Park and Port of Miami - Port REFERENCES Boulevard Bridge ENCLOSURES. For City Commission Meeting of November 26, 1985 It is recommended that the City Commission authorize the City Manager to accept the proposal of Carlton W. Cole, MAI, for a fee of $9,900 plus expert witness fees of $150.00 per hour, to appraise for the purpose i of establishing Fair Market Value of the land and air rights of certain property located adjacent to Bayfront Park and the Port of Miami in connection with the construction of a new Port Boulevard Bridge. i } The Office of Capital Improvements requested the Property and Lease Management Division to solicit proposals for appraisals of certain land and air rights located adjacent to Bayfront Park and the Port of Miami. i This area is described as the land required by Metropolitan Dade County from the City of Miami for the construction of the new bridge to the Port of Miami, pursuant to the Agreement for Transportation Improvements dated August 23, 1984, between Metro Dade County and the City of Miami. As time was of the essence, invitations were sent to five (5) MAI appraisers for proposals on the selected site. Five responses were received to the solicitation and the proposal of Carlton W. Cole is submitted as being the most advantageous to the City. Funds to cover the cost of the appraisal are provided from the Property and Lease Management Division of the Finance Department. �-i i5L'31
