HomeMy WebLinkAboutR-85-11510 3 J-85-1128 11/26/85 r -� RESOLUTION NO. t� -114' 'A A RESOLUTION AUTHORIZING THE CITY MANAGER TO AMEND, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, THE CONTRACT DATED AUGUST 23, 1985 WtTHI, THE MIAMI-DADE TRADE AND TOURISM COMMISSION, INC. (MDTTC) WHEREBY THE CONTRACT AMOUNT IS INCREASED FROM $18,750 TO $37,500 AND WHEREBY THE CONTRACT EXPIRATION DATE IS EXTENDED FROM OCTOBER 31, 1985 TO JANUARY 31, 1986; FURTHER AUTHORIZING THE CITY MANAGER TO TRANSFER TO THE MDTTC $18,750 FROM SPECIAL PROGRAMS AND ACCOUNTS, CONTINGENT FUND. WHEREAS, the City of Miami recognizes the potential impact that Black American tourists and conventions could have on Miami economically; and WHEREAS, Miami -Dade Trade and Tourism Commission, Inc. (MDTTC) is assisting in promoting the City of Miami as a convention site; and WHEREAS, the City Commission approved Resolution No. 85-853 on July 25, 1985 authorizing the City Manager to execute an agreement in the amount of $18,750 with MDTTC; and WHEREAS, the City Manager executed a contract with MDTTC on August 23, 1985; and WHEREAS, Article 2.1 stated that "The term of this Agreement shall be from August 1, 1985 through October 31, 1985."; and WHEREAS, Article 3.1.4. stated that the "CITY shall pay GRANTEE an amount not to exceed $18,750..."; and WHEREAS, the City Commission wishes to continue to support the activities of MDTTC; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to amend, in a form acceptable to the City Attorney, the contract dated August 23, 1985 between the Miami -Dade Trade and Tourist Commission, Inc. (MDTTC) and the City whereby the contract amount is increased from $18,750 to $37,500 and whereby the expiration date of the contract is extended from October 31, 1985 to January 31, 1986. This contract will not be extended. The MDTTC is responsible for negotiating a contract with the Tourist Industry Coalition (TIC) for future funding beyond the date of January 31, 1986. November 26th Meeting "It is recommended that the City Commission approve the attached resolution authorizing the City Manager to amend, in a form acceptable to the City Attorney, a contract dated August 23, 1985 with the Miami -Dade Trade and Tourism Commission, Inc. (MDTTC) whereby the contract amount is increased from $18,750 to $75,000, and whereby the contract expiration date is extended from October 31, 1985 to January 31, 1986; further authorizing the City Manager to convey to the MDTTC $56,250 from the Special Programs and Accounts, a Contingent Fund." On July 25, 1985, the City Commission approved Resolution No. 85-853 authorizing the City Manager to execute an agreement in the amount of $18,750 for three months (based on the prior year's budget of $75,000) with the Miami Dade Trade and Tourism Commission, Inc. (MDTTC). The contract was to cover the period of August 1, 1985 to October 31, 1985 during which time the City of Miami and MDTTC would a seek to identify additional sources of financing for the MDTTC. Accordingly, a contract was signed on August 23, 1985. The MDTTC has made a budget request of $305,000 to the City of Miami for the period of August 1, 1985 to July 31, 1986. This request is considerably beyond the $75,000 yearly contract previously provided by the City of Miami Commission to MDTTC for the past two years. NOV 0 8 1985 ' v The Honorable Members of the Page 2 Mayor and City Commission The City of Miami has initiated contact with the Tourist Industry Coalition (TIC) on behalf of the MDTTC in order to request that the TIC consider allocating funds to the MDTTC from the bed tax revenues which the TIC receives from the City. The MDTTC also expects to receive funds from Metropolitan Dade County. However, supplemental funds from the County beyond September 30, 1985 have not been committed. The approval of an amendment to the MDTTC contract would provide the MDTTC with the remaining $56,250 of the $75,000 allocated for the twelve month funding period, would allow the MDTTC to maintain its initiatives as originally planned regarding the proposed $305,000 budget, and would allow the MDTTC to negotiate with the TIC and Metropolitan Dade County in order to identify the remaining funds required for the MDTTC to satisfy its funding requirements for the fiscal period from February 1, 1986 to July 31, 1986.
