From April 10 to April 12, 2023, the City of Miami experienced extremely heavy rainfall, which resulted in localized
flooding in several areas of the city. NOAA records indicate between 3 to 5 inches of rainfall in a 48-hour period in
the Miami area, and up to 7.5 inches in the last 72 hours.

• Significant flooding occurred on Biscayne Blvd between NE 10 and 15 St
Biscayne Blvd is a State controlled road, managed by the Florida Department
of Transportation (FDOT)
• This area of Biscayne Blvd is currently under construction as part of the 1-395
improvements and recurrent flooding issues have been referred to FDOT's
Construction and Maintenance offices to provide corrective measures
• FDOT has outfall partially blocked in order to reduce illicit discharge. On
going pipe lining and planned back -flow valve installation to reactivate 66"
outfall
• FDOT project includes a future pump station
• Portable pump deployed to N. Bayshore Dr and NE 13 St to alleviate
flooding on side street and provide alternate route
• City coordinating to close streets in the area to prevent cars and pedestrian
from getting stranded on Biscayne Blvd
• NW 12 Avenue, at NW 14 St and NW 28 St
• NW 36 Street, from 2 Ave to 4 Ave, from 7 Ave to 10 Ave, and at 22 Ave

• The Department provides Weekly Stormwater Systems Cleaning Reports, per Resolution 22-0239.
• 2 vacuum (vactor) trucks and 4 additional portable pumps were delivered in late 2022.
• Staff/Contractors continue to inspect major pump stations prior to storm events and may be assigned
to physically be present during a storm event to ensure operations.
• Supervisory Control And Data Acquisition (SCADA) systems in order to remotely monitor and control
major pumps will be procured, and additional funding has been requested for next fiscal year. All pump
stations have been evaluated for necessary retrofits.
• RPW has requested the basins that are connected to major pump stations be swept on a regular basis
by the Solid Waste Department's Street sweepers. Pump station basin maps and additional canopy and
debris heavy locations have been provided for their use. Solid Waste Department will have a street
sweeping contract by June 2023.
• Additional contractor has been added to Inlet cleaning contract to expand capacity and availability.
Contract is being amended to add cleaning of covered ditches.
• 36 new localized drainage improvements projects and minor drainage repairs have been completed by
RPW Citywide Storm Sewer contractor from 2022 to 2023, with a construction cost of approximately
$5M. Design for 12 additional new localized drainage improvement projects is complete pending
additional funding for construction ($3.5M) and 20 additional locations are under design.
• Additional Citywide Storm Sewer contractor is being added to expand capacity for localized drainage
improvements.
• In the event of severe flooding of roadways, RPW will coordinate with Miami Fire and Police to close
streets to avoid damage to emergency equipment and allow for more efficient emergency operations
when needed.
