Purpose of Item:
An award agreement between the City of Miami ("City") and the Florida Department of
Law Enforcement for the provision of safety and technology equipment-, authorizing the
City Manager to accept grant funds in the amount of $34,749.00 with no matching funds
required-, further authorizing the City Manager to designate the Chief of Police to
negotiate and execute any and all other necessary documents, all in forms acceptable
to the City Attorney, to implement the acceptance and administration of the funds and
compliance with requirements of the award agreement.
Background of Item:
The Florida Department of Law Enforcement ("FDLE") has available funds from a
federal award, the Edward Byrne Memorial Justice Assistance Grant Program, and
decided to financial assist the City of Miami Police Department ("MPD") to procure
safety and technology equipment. The City of Miami ("City") submitted a grant
application to FDLE and was awarded cost -reimbursement funds in the amount of
$34,749.00 to procure nine (9) new laptops to upgrade the current technology hardware
that no longer meets the State and Federal Security and reporting requirements, as well
as six (6) steel table and chair sets for six (6) interview rooms to replace the old and
dilapidated furniture. The goal is to replace table and chair sets that are properly
secured with mounting features to increase safety for the detectives and reduce the
probability of a suspect fleeing. By having modern computer equipment to equip the
additional officers will assist MPD to continue to perform daily assignments with the fight
against crime. The covering period for this grant award is from January 1, 2023, through
September 30, 2023.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED, "SAFETY AND
TECHNOLOGY EQUIPMENT", ACCEPTING AND APPROPRIATING A GRANT
AWARD FROM THE FLORIDA DEPARTMENT OF LAW ENFORCEMENT ("FDLE"), IN
THE AMOUNT OF $34,749.00, WITH NO MATCHING FUNDS REQUIRED, FOR THE
PROVISION OF SAFETY AND TECHNOLOGY EQUIPMENT; AUTHORIZING THE
CITY MANAGER TO EXECUTE A GRANT AWARD AGREEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM, WITH FDLE; FURTHER AUTHORIZING
THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE OR ANY OTHER
DESIGNEE TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY
DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO
IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF THE FUNDS AND
COMPLIANCE WITH REQUIREMENTS OF THE AWARD AGREEMENT.
WHEREAS, the Florida Department of Law Enforcement ("FDLE") has funds available
from the Edward Byrne Memorial Justice Assistance Grant Program to grant financial
assistance to the City of Miami's ("City") Police Department ("MPD") to procure safety and
technology equipment; and
WHEREAS, the City was awarded grant, in the amount of $34,749.00 ("Grant") on a
reimbursement basis, to assist MPD in the procurement of approved safety and technology
equipment; and
WHEREAS, MPD intends to use the grant funds to procure nine (9) new laptops to
upgrade the current technology hardware that no longer meets the State and Federal Security
and reporting requirements; and
WHEREAS, the Grant will also be used to replace existing dated furniture in six (6) MPD
interview rooms with six (6) steel table and chair sets that are properly secured with mounting
features to increase safety for detectives and reduce the probability of a fleeing suspect; and
WHEREAS, having modern computer equipment and safety equipment will assist MPD
officers to continue to perform daily assignments; and
WHEREAS, the period for this Grant is from January 1, 2023, through September 30,
2023; and
WHEREAS, the Grant does not require a City match;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: Safety and Technology Equipment
RESOURCES: Florida Department of Law Enforcement $34,749.00
APPROPRIATIONS: Safety and Technology Equipment $34,749.00
Section 3. The City Manager is authorized' to execute the Grant agreement with FDLE,
in substantially the attached form, to accept the Grant, with no matching funds required, and
appropriating the Grant funds to MPD for the provision of safety and technology equipment.
Section 4. The City Manager is further authorized' to designate the Chief of Police
or other designee to negotiate and execute any and all other necessary documents, all in
forms acceptable to the City Attorney, to implement the acceptance and administration of
the funds and compliance with requirement of the award agreement.
Section 5. This Resolution shall become effective immediately upon its adoption
and signature of the Mayor.2

' The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
Z If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
