HomeMy WebLinkAboutR-23-0160City of Miami Resolution R-23-0160 alldl 11 li.Rl I + Legislation File Number: 13601 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 4/13/2023 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED, "SAFETY AND TECHNOLOGY EQUIPMENT", ACCEPTING AND APPROPRIATING A GRANT AWARD FROM THE FLORIDA DEPARTMENT OF LAW ENFORCEMENT ("FDLE"), IN THE AMOUNT OF $34,749.00, WITH NO MATCHING FUNDS REQUIRED, FOR THE PROVISION OF SAFETY AND TECHNOLOGY EQUIPMENT; AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT AWARD AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH FDLE; FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE OR ANY OTHER DESIGNEE TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF THE FUNDS AND COMPLIANCE WITH REQUIREMENTS OF THE AWARD AGREEMENT. WHEREAS, the Florida Department of Law Enforcement ("FDLE") has funds available from the Edward Byrne Memorial Justice Assistance Grant Program to grant financial assistance to the City of Miami's ("City") Police Department ("MPD") to procure safety and technology equipment; and WHEREAS, the City was awarded grant, in the amount of $34,749.00 ("Grant") on a reimbursement basis, to assist MPD in the procurement of approved safety and technology equipment; and WHEREAS, MPD intends to use the grant funds to procure nine (9) new laptops to upgrade the current technology hardware that no longer meets the State and Federal Security and reporting requirements; and WHEREAS, the Grant will also be used to replace existing dated furniture in six (6) MPD interview rooms with six (6) steel table and chair sets that are properly secured with mounting features to increase safety for detectives and reduce the probability of a fleeing suspect; and WHEREAS, having modern computer equipment and safety equipment will assist MPD officers to continue to perform daily assignments; and WHEREAS, the period for this Grant is from January 1, 2023, through September 30, 2023; and WHEREAS, the Grant does not require a City match; City of Miami Page 1 of 2 File ID: 13601 (Revision:) Printed On: 412512023 File ID: 13601 Enactment Number: R-23-0160 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: Safety and Technology Equipment RESOURCES: Florida Department of Law Enforcement $34,749.00 APPROPRIATIONS: Safety and Technology Equipment $34,749.00 Section 3. The City Manager is authorized' to execute the Grant agreement with FDLE, in substantially the attached form, to accept the Grant, with no matching funds required, and appropriating the Grant funds to MPD for the provision of safety and technology equipment. Section 4. The City Manager is further authorized' to designate the Chief of Police or other designee to negotiate and execute any and all other necessary documents, all in forms acceptable to the City Attorney, to implement the acceptance and administration of the funds and compliance with requirement of the award agreement. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 i t6ria i nd- e[y Nttor ey 312812023 ' The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City of Miami Commission.
