On July 25, 1985, the City Commission passed and adapted
Resolution No. 85.812 which provided the Claughton Island
Developers with an alternative to the construction of 200 units
of low income housing on Claughton Island as mandated in the
original Development Order. This alternative provided the
developers with the option of constructing a minimum of 225
units of moderate income housing on the mainland at three
separate locations excluding the Cvertowntpark West project area
and further stipulated that the developers were to submit for
City consideration recommended development sites within six
months or by January 25, 1986.
On December 12, 1985 Mr. Robert Traurig, representing the
Claughton Island developers, submitted for the City Commissionts
consideration three sites capable of supporting the required 225
units of moderate income housing.
The proposed sites are therefore submitted for your review and
consideration. The developers will be present to answer any
questions relative to these sites.

Dear Mayor Suarez and Members of the City Commission:
On July 25, 1985, the City of Miami Commission passed and
adopted Resolution No. 85-812, relating to the Development Order
affecting Claughton Island and amending same.
Among the provisions of the Amended Development Order was an
alternative that the Developers:
"provide not less than 225 units of moderate
income affordable housing distributed among
two separate sites of the City other than the
Overtown/Parkwest areas; further, stipulating
that the developers shall select the afore-
mentioned sites and return to the City Commis-
sion prior to commencing construction, for
review and approval of said site selection, not
more than six (6) months from the date of
Resolution No. 85-812, or January 25, 1986....°

This letter is written in order to submit to you in accordance
with such resolution# three M separate sites for your review
and approval.
The material submitted with this fetter provides you with specific
information relative to each of the sites. it is respectfully
requested that each of these proposed locations be approved as an
acceptable site, with the understanding, however, that the developer
shall not be required to provide more than a total of 225 moderate
income affordable units.
By copy of this letter to the Office of -the City Manager, we are
requesting that this matter be placed on the Agenda of the city
Commission of Thursday, December 1'9, 1985, for your review and
consideration.

report that after extensive investigations, we submit herewith for your review
and approval, three alternative sites for the development of 225' moderate
affordable housing units.
The material submitted with this letter provides you with specific information
relative to the location of each of the proposed projects, a narrative
description of the unique characteristics of each site, and the reasons why we
think each of those locations are acceptable for the development of affordable
housing.
We respectfully request that each of these locations be approved, with our
continuing agreement to provide not less than a total of 225 moderate afford-
able units on the approved sites.
Upon your approval of these sites, we are prepared to move forward in finaliz-
ing the numerous details associated with actual development of the housing
units.

Project Description: The project would consist of Approximately
157 residential units and 20,000 square feet
of commercial/retail space. This site was
selected as it responds to a very real need

for additional housing units in this area
of the City. The commercial space with the
required perking All face onto N.W. 7th
Avenue and will serve to solidify N.W. 7th
Avenue as a successful retail area. The 157
residential units will be located adjacent
to the existing retirement housing facility.
The residential component of the project will
consist of approximately 100 apartment units `
in a companion mid -rise building to the
existing retirement housing facility plus
57 townhouse units to be contained in 1

buildings. The mid -rise apartments will
be one and two bedroom units, and the town -
homes will be two and three bedroom units.
The marketing concept of the project is for
smaller families (no young children) to be
located -in the mid -rise building, with
larger families located in the townhouse unit:'
