A RESOLUTION ADOPTING IN PRINCIPLE THE NW NORTH RIVER DRIVE DESIGN CONCEPT; ESTABLISHING DESIGN GUIDELINES FOR THE RECONSTRUCTION OF NW NORTH RIVER DRIVE AND THE LUMMUS PARK/PIONEER CLUB WATERFRONT PROPERTIES, AND SETTING FORTH A GENERAL DEVELOPMENT AND IMPLEMENTATION PROGRAM FOR THE MARINE ORIENTED ENHANCEMENT OF PUBLICLY OWNED PROPERTIES ALONG THE MIAMI RIVER FROM SW 2ND AVENUE TO NW 5TH STREET. 0 WHEREAS, the City of Miami is presently undertaking the improvement of NW North River Drive (Public Works project B-4501), the reconstruction of the Pioneer Club property marina and the improvement of Lummus Park; and WHEREAS, several municipally owned parcels of riverfront property adjacent to the NW North River Drive highway improvement project are underutilized or in blighted condition; and WHEREAS, the Miami Comprehensive Neighborhood Plan, the Miami Riverfront Development Plan (1978), the Miami Waterfront Charter amendment, and the Miami River Management Committee Report to the Governor, (December 1984) advocate enhanced public access, amenity, and marine oriented usage of Miami Riverfront L property; and WHEREAS, the Planning Department is currently preparing a growth management and improvement plan for the Miami River that specifically addresses public access to and preservation of marine oriented usage of riverfront property and has prepared, in this context, a special design concept of NW North River Drive in the vicinity of the Lummus Park neighborhood; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The NW North River Drive Design Concept is hereby adopted in principle, thereby establishing design guidelines for the reconstruction of NW s North River Drive and Lummus Park/Pioneer Club waterfront properties and setting forth a general development and implementation program for publicly owned properties along the Miami River from SW 2nd Avenue to NW 5th Street. North River Drive forms a chain of public and private properties that offer among the most diverse, intimate, chaotic and colorful connections to, and use of the waterfront to be found anywhere along the Miami River. Fisheries, raw bars, marinas, cafes, shipping docks, parks, apartments, small homes, vacant land, parking lots and bridges all stand shoulder to shoulder along this little known and largely unseen stretch of what is called our "working river". THE CHANGES Several recent developments and proposals promise to change the waterfront in small but significant ways: A rebuilt river -drive will clean up a badly deteriorated and unsightly public roadway; a proposed marina at Lummus Park will restore a crumbling seawall and public docks; park improvement monies will give a needed face lift to an aging Lummus Park, and a gateway design project will create a landmark sculpture at the Flagler Street bridge. Private efforts have given birth to two new waterfront cafes, a proposed "bed & breakfast" hotel and three new seafood markets. Yet beneath the surface are discussions among private property owners and businessmen about new housing projects and waterfront commercial opportunities that could happen in the near future. THE ISSUE Miami River Management Committee, a group of concerned citizens appointed by Governor Graham, has spelled out the challenge in its December, 1984 report on the River - "...It is unfortunate that most of the population is unaware of the legacy of the Miami River... the Miami River is a river of people and a common denominator shared by all. We must increase its visibility, accessibility, and amenity while preserving its basic function as a working river for marine related activities." Page 1 of 3 i For the half mile length of river of concern to this study, the issues are the 3 same but with the added needs for linkage and continuity. Although diverse, the opportunity exists to unite a sequence of public and private places and activities into unique riverfront environment with a unified identify. To do so will require a common theme and a plan for coordinated actions. : THE CONCEPT t The accompanying sketch design plan illustrates riverf root design and development concepts that in summary include: North River Drive "MALECON" - Completely rebuild North River Drive from the 5th Street bridge to the 2nd Avenue Bridge, but incorporate special paver designs into sidewalks and crosswalks and add street tree, landscaping the length of the roadway. The design theme would feature sidewalks (average 11 foot width) with a colored paver wave pattern and a colonade of queen palms along the river edge and alternating bands of colored pavers and mahogany shade trees along the downtown edge. Colored pavers within the road surface would emphasize linkages between Lummus Park and the adjacent public waterfront and from E' Flagler Street to a public plaza at the river edge. In concept, River Drive would become a combination "malecon", or shore -drive, and a river promenade. The palm trees would provide a tropical frame for a sequence of river views from the twisting course of River Drive. This project would be funded from Highway Improvement Bond Funds, with the cost of pavers and landscaping to be reimbursed to the highway improvement fund from an enterprise fund (see implementation plan). s I. Lummus Park Riverf ront Marina - Develop a new marina and waterfront plaza on public lands (I -A) between N 1st Street and 3rd Street. The River Drive walkway wave patterns would be extended to the river as bold curving plazas stepping down to a boardwalk/pier and marina. Special { pavilions for public events or a farmers market/fish market on weekends; a food concession/dockmasters office and a clubhouse for the Pioneers Club are also included. (Pioneers club could be relocated to existing historic structures in Lummus Park.) Lummus Park to the east (I-B) would be redesigned to include a plaza linked across River Drive to the marina. Special turf/pavers for marina and park parking would flank the plaza. Funding would come from the enterprise fund. This development would generate revenues for the City that would bee assigned to an enterprise fund. The Lummus Park marina could be extended northerly by converting the Scottish Rite Temple parking lot (I-C) into a commercial restaurant/pier/marina and boardwalk that would link to a public walkway across the Water Authority property (I-D) finally connecting to Joe's Seafood Restaurant. Private investment would underwrite these improvements. ` II. JOSE MARTI MARINA - Directly opposite Jose Marti Riverfront Park is a one acre tract of City property (II A) that could be developed as a marina/tour boat/water taxi terminal and specialty commercial/restaurant Page 2 of 3 ■ through a unified development process. Use of adjacent public parking facilities (II B) could incorporate into the development package. Private investment would fund all improvements. This development would generate revenues for the City also assigned to the enterprise fund. III. FLAGLER PLAZA - On line with the termination of Flagler Street at River Drive is a 5000 square foot publicly owned parcel of vacant waterfront property (III A). Special River Drive crosswalk pavers could connect Flagler Street to a special outdoor waterfront plaza and cafe, developed through a special use permit agreement with Florida East Coast Fisheries. An adjacent parcel (III B), also publicly owned, could accommodate additional cafe parking. Lease revenues would go to the enterprise fund. IV. HERITAGE LANDING - On the west bank of the river adjacent to the 1st Street bridge, private efforts are underway to refurbish and improve historic properties as hotels, offices and cafes ( IV A, B, C ) linking the Wagner House to the riverfront. Vacant land beneath the 1st Street bridge (IV D) should be converted to parking and the 1st Street bridge stairways (IV E) repainted landscaped and lighted. Private funding would provide the improvements. V. RIVER GATEWAYS - River Drive bends and twists as it traces the River shoreline. BACKGROUND The Planning Department is seeking to incorporate certain special paving and r landscaping materials into the design for the NW North River Drive Highway Improvement Project, #B-4501, and to develop and implement a general program for the improvement of vacant and underutilized public properties adjacent to the River Drive improvement. The overall objective is to enhance public access to, and use and enjoyment of the Miami River in accordance with the policies advocated by the Miami River Management Committee report of December 1984, the Miami Riverfront Development Study 1978, the Miami Comprehensive Neighborhood Plan and the Miami Waterfront Charter Amendment. The strategy is to apply unified and visually unique design treatment to a one-half mile length of River Drive to link several public riverfront properties with a public sidewalk/riverwalk promenade. By utilizing joint public -private partnership through special use permits and unified development program offerings, several vacant and blighted publicly owned riverfront parcels can be brought to life as marinas, plazas, cafes, water taxi and tour boat terminals, seafood markets, and parks for public gatherings. The NW North River Drive Design Concept has been prepared as a means of coordinating current efforts by several City departments to improve the waterfront in the Lummus Park area. By relating current plans by Parks and Recreation, Community Development, Marinas and Public Works to a common design theme and unified implementation program, their overall impact can be enhanced and expedited. Adoption of this concept will form the basis for achieving a consensus within the City on a strategic plan of action to upgrade this vital segment of the River. Primary features of the design concept include: Page 1 of 2 8�-1236 4 M r5: s- t,.., r.: _ I The Honorable Mayor and Members of the City Commission 1) Paver designs for sidewalks and pedestrian street crossings on NW North River Drive. 2) Landscape plans for street trees and feature landscaping along NW North River Drive. 3) A redevelopment and reuse scheme for publicly owned properties abutting the river. 4) Design concepts for public riverwalks and marinas within public riverfront properties. 5) Joint public/private reuse and redevelopment strategies to link public and private ri verfront properties and parking facilities. Due to the need to present the design concept at a sufficient scale to relate the details of design treatments, the design will be presented to the Commission on 30" x 60" display boards with graphic renderings.
