A RESOLUTION REQUESTING A STATE * APPROPRIATION OF $1.5 MILLION AS A CONTRIBUTION TOWARD THE CONSTRUCTION OF THE MILDRED AND CLAUDE PEPPER FOUNTAIN TO BE CONSTRUCTED IN THE CITY OF MIAMI BAYFRONT PARK; FURTHER DIRECTING THE CITY CLERK TO SEND A COPY OF THIS RESOLUTION TO THE GOVERNOR OF THE STATE OF FLORIDA, THE FLORIDA SECRETARY OF STATE AND THE DADE COUNTY LEGISLATIVE DELEGATION. WHEREAS, the City of Miami and the State of Florida recognize the greatness of its distinguished leaders and public servants, notably Mildred and Claude Pepper; and WHEREAS, the City of Miami and the State of Florida are appreciative of the long career of public service accomplished by Mildred and Claude Pepper which brought to Florida and the City of Miami innumerable benefits; and WHEREAS, the City of Miami, with assistance from the United States Government, the State of Florida, private sponsors and others, is in the midst of a $21.3 million reconstruction of Bayfront Park, a park for all the people of this community; and WHEREAS, the City of Miami recognizes the assistance of Senator Claude Pepper in securing funding for various phases of the park development, most notably the $6 million Baywalk and the $1 million Promenade to be constructed by the U.S. Corps of Engineers; and WHEREAS, the Commission of the City of Miami unanimously voted to name the grand fountain proposed for Bayfront Park in honor of Mildred and Claude Pepper; and WHEREAS, the U.S. Corps of Engineers has begun construction of the Baywalk, including the foundation for the fountain, and Congress has passed an additional appropriation to federally fund the Promenade, the east -west connector in Bayfront Park; and WHEREAS, the State of Florida has become a leader in the Nation in recognizing and assisting in the realization of worthy and superlative artistic and cultural endeavors under the leadership of the Secretary of State's Office; and WHEREAS, the Pepper Fountain, designed by Isamu Noguchi, one of the Nation's foremost master artists, will be a magnificent work of art, simultaneously commemorating the spirit of Mildred CITY COMMISS OI N MEETING op 8S-1227 DEC 19 1985 and Claude Pepper, while beautifying in a singular and monumental fashion Bayfront Park and the City of Miami; and WHEREAS, the Commission of the City of Miami extends to the great State of Florida the opportunity of joining with the City of Miami in creating this lasting monument to Mildred and Claude Pepper for the many acts of kindness they have extended to the people of this state and this community; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The State of Florida is hereby requested to appropriate $1.5 Million as a contribution toward the construction of the MILDRED AND CLAUDE PEPPER FOUNTAIN to be constructed in the City of Miami Bayfront Park. Section 2. The City Clerk is hereby directed to send a copy of this resolution to the Governor of the State of Florida, the Florida Secretary of State and the Dade County Legislative Delegation. O d i o REFERENCES: City Manager ENCLOSURES: r "It is recommended that the attached Resolution request- ing a Florida State appropri- ation of $1.5 million toward the construction of the Mildred and Claude Pepper Fountain in the Miami Bayfront Park be ap- proved by the City Commission." It is appropriate to request the State of Florida to share in the cost of constructing the Mildred and Claude Pepper Fountain in Miami Bayfront Park in consideration of the great value that Senator Pepper and his wife have been to the entire State of Florida as well as to Miami and the surrounding areas. This fountain will be the focal point for tourists and residents to enjoy when visiting the park. In preparation for the construction of the fountain, a $6 million project is underway by the Corps of Engineers, which will include the foundation for the fountain as well as the seawall and baywall. This request will become part of the City's Legislative Program that our Legislative Consultants will assist in achieving passage during the 1986 Legislative Session.
