A RESOLUTION ACCEPTING THE BID OF P.N.M.
CORPORATION IN THE PROPOSED AMOUNT OF
$6,871,000.00, BASE RID OF THE PROPOSAL,
FOR BAYFRONT PARK REDEVELOPMENT - PHASE
II, WITH MONIES THEREFOR, ALLOCATED FROM
"RAYFRONT PARK REDEVELOPMENT" ACCnUNTS
IN THE AMOUNT OF $6,871,000.00 TO COVER
THE CONTRACT COST; AND AUTHORIZING THE
CITY MANAGER TO EXECUTE A CONTRACT WITH
SAID FIRM.
WHEREAS, sealed bids were received December 10, 19859 for
Rayfront Park Redevelopment - Phase II; and
WHEREAS, the City Manager and the office of Capital
Improvement recommend that the bid received from P.N.M.
Corporation be accepted as the lowest responsible and responsive
bi d; and
WHEREAS, the Capital Improvement Appropriation Ordinance No.
9939, as amended, was adopted on December 20, 1984, and monies
are available for the proposed amount of the contract, project
expense, and incidentals from the accounts entitled "Rayfront
Park Redevelopment", as set forth under Section 3.Parks and Park
Facilities.A.20-24, of said ordinance;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The December 10, 19859 bid of P.N.M. Corporation
in the proposed amount of $6,871,000.00, for the project entitled
Rayfront Park Redevelopment - Phase II, for the base bid of the
proposal, based on lump sum prices, is hereby accepted at the
price stated therein.

REMARKS._
Section 2. The amount of $69871,000.00 is hereby allocated
from the accounts entitled "Bayfrnnt Part, Redevelopment" to cover
the cost of said contract.
Section 3. The City Manager is hereby authorized to enter
into a contract on behalf of the City of Miami with p.M.M.
Corporation, for Bayfront Park Redevelopment - Phase II, base bid
of the proposal.

The project consists of the construction of BAYFRONT PARK
REDEVELOPMENT PROJECT - PHASE II, a public park located east of
Biscayne Boulevard between S.E. 2nd and N.E. 3rd Streets.
The scope of work will include:
1.
Demolition,
clearing and grubbing
of existing
paths walkways, utilities and
miscellaneous
structures.
2.
Construction
of the Light Tower.
3.
Construction
of the Service Building.
4•
Construction
of the Fountain Control
Booth.
5.
Construction
of the bermed area
forming the
Amphitheater
and all other required fill areas.
6.
Construction
of walks, paths,ramps
and retaining
walls.
7.
Construction
of irrigation system.
8.
Relocation of
monuments and statues.
Plans and specifications for BAYFRONT PARK REDEVELOPMENT PROJECT
PHASE II were prepared by Fuller and Sadao PC, Architects; De
Zarraga Donnell Du Quesne, Structural Engineers; David Volkert
Associates, Mechanical/Electrical and Civil Engineers; and
Seymour Henderson Rosenberg Scully, Landscape Architects. For

Gaston de Zarraga @ (305) 445-8995 for structural information,
Ricardo Solorzano @ (305) 591-3800 for mechanical/electrical and

4590, City of Miami, Office of the City Manager for all other
information.
New requirements will allow bidders to furnish a performance bond
in accordance with Resolution No. 84-423, and a bid bond in
accordance with Resolution No. 84-873•
All bids shall be submitted in accordance with the Instructions
to Bidders and Specifications. Plans and specifications may be
obtained from the office of the Director, Department of Public
Works, 275 N.W. 2 Street, (¢th floor), Miami, Florida, on or
after November 7, 1985 with a $50 deposit required for each set.
Deposits will be refunded only upon return of plans and
specifications, unmarked and in good condition, within two (2)
weeks after opening of the bids.

Prospective bidders are alerted to the provisions of Ordinance
No. 9775 regarding allocation of contracts to minority vendors.
Those minority or target area contractors/small businesses
interested in submitting bids are advised to contact Contractors
Training & Development, Inc., 5800 N.W. 7 Avenue, Suite 212,
telephone 754-4903 or Allied Black Contractors Association, Inc.,
6118 N.W. 7 Avenue, telephone 758-4554, if they require
assistance in preparing their bid packages.
In addition to these measures, contractors and subcontractors
will be required to comply with the provisions of Section 3
(Federal Regulations) which require that all developers,
contractors, and subcontractors create feasible opportunities to
employ and train residents in the area of the project; and give
preference in subcontracting and purchasing of materials to
businesses located in or owned in substantial part by persons
residing in the area of the project.
Proposal includes the time of performance, and specifications
contain provision for liquidated damages for failure to complete
the work on time.
The City Commission reserves the right to waive any informality
in any bid, and the City Manager may reject any or all bids and
