A RESOLUTION CONCERNING THE CALLE OCHO OPEN HOUSE 8K RUN A14D FESTIVAL WHICH IS TO TAKE PLACE MARCH 7 AND 9, 1986, RESPECTIVELY, CLOSING CERTAIN STREETS TO THROUGH VEHICULAR TRAFFIC DURING SPECIFIED HOURS, SAID STREET CLOSING SUBJECT TO ISSUANCE OF PERMITS BY THE DEPARTlIE14T OF POLICE AND THE DEPARTMENT OF FIRE, RESCUE, AND INSPECTION SERVICES AND ASSURANCE THAT THE CITY WILL BE INSURED AGAINST A14Y POTENTIAL LIABILITY; ESTABLISHING THE AREA PROHIBITED TO RETAIL PEDDLERS DURING THE PERIOD OF THE EVENT; A14D FURTHER ALLOWING THE SALE OF BEER AND WINE IN CONNECTION WITH SAID EVENT, SUBJECT TO THE ISSUANCE OF ALL STATE PERMITS. WHEREAS, the Kiwanis Club of Little Havana has requested permission to hold the Calle Ocho: Open House Festival and 8K Run in March of 1986; and WHEREAS, certain, streets shall be closed to through vehicular traffic during the specified dates and hours to insure the safety of the participants ar,d pedestrians attending this activity; and WHEREAS, this organization, has requested authorization, for the sale of beer and wine during the events, and that retail peddlers be prohibited in the area; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section, 1. In order to provide safe passage during the Calle Ocho: Open House Festival and 8K Run the following streets are hereby closed to through vehicular traffic during the dates and hours specified below: a. S.W. 8 Street from Beacom Blvd. to S.W. 1 Ave 1 Ave from S.W. 8 Street to Coral Way Coral Way from S.W. 1 Ave. to S.W. 2 Ave. 2 Ave. from Coral Way to S.W.St. Friday, March 7, 198 - :00 PM to 10:00 PM. b. Such closing of streets is subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection, Services. Said permit from the Department of Police is to be issued upon the full approval of the Chief of Police after giving all due consideration to the safety and traffic needs of residents, businesses and religious institutions in the area for entering and crossing through said arterials and upon the favorable exercise of the City Manager's judgement predicated upon all factors set forth herein,. Section 3. Such closing of streets is subject to the Kiwanis Club of Little Havana obtaining insurance requirements as mandated by the City of Miami, Finance Department, Risk Management Division. Section 4. Pursuant to the provisions of Ordinance No. 8851, enacted September 28, 1978, all retail peddler's occupational licenses issued under the provisions of chapter 31 of the City Code, as amended, will not be valid on March 9, 1986, during the hours of 4:00 AM to 10:00 PM on SW 8 Street and SW 9 Street frorn SW 4th Avenue to SW 27 Avenue, and on all interesting streets, for two blocks north of SW 8 Street and two blocks south of SW 9 Street. Section 5. Upon, the issuance of a temporary permit by the Florida State Department of Business Regulation, Division of Alcoholic Beverages and Tobacco to sell beer and wine, and pursuant to the City Code, the request of the Kiwanis Club of Little Havana to sell beer and wine for two (2) one -day periods in connection with the Calle Ocho Open House 8K run scheduled for March 7, 1986, and the festival scheduled for March 9, 1986, is 8w-1208 -- 3 hereby granted in compliance with Ordinance No. 9818, further subject to the issuance of all permits required by law. BACKGROUND: L Resolution regarding Calle Ocho: Open House 8K Run and Festival (to take place 3/7 & 3/9, 1986, respectively) "It is recommended that certain, streets be closed during the Calle Ocho: Open House Festival and 8K Run to through vehicular traffic subject to the issuance of permits by the Departments of Police and Fire, Rescue and Inspection Serv- ices and assurances against poten- tial liabilities; further estab- lishing the designated area prohibited to retail peddlers and allowing the sale of beer and wine in connection with said event; subject to the issuance of all permits, as per the attached resolution." The Kiwanis Club of Little Havana has requested approval for the following in connection with the Calle Ocho: Open House Festival and 8 K Run: 1) the closure of certain, streets during the Festival and 8K race, 2) establish the area of the festival prohibited to retail peddlers, and 3) allowing the sale of beer and wine during the events. The Departments of Police and Parks and Recreation have reviewed these requests and recommend approval, as follows: o Pursuant to the provisions of Ordinances No. 8851, enacted in September 28, 1978, all retail peddlers occupational licenses be invalid on March 9, 1986, during the hours of 4:00 AM to 10:00 PM on SW 8 Street and SW 9 Street from SW 4 Avenues to SW 27 Avenues, and on all intersecting Streets for two blocks north of SW 8 Street and two blocks south of SW 9 Street. s�--12os F� i. o That authorization, for the sale of beer and wire during these events be granted pursuant to the issuance of a temporary permit by the Florida Department of Business Regulation, Division of Alcoholic Beverages and Tobacco and any other permits required by law. o That the following streets be closed to through vehicular traffic during the dates and hours specified below to provide safe passage during the events: a.
