TO: Honorable Mayor and DATE: December 4, 1985 I"L%P.460.04
Members of the City
Commission susAcT: Bayfront Park Transplanting
of Palms
FROM: Cesar H. Odio REFERENCE1or City Commission
City Manager Meeting of Dec 19, 1985
ENCLOSURES: Resolution, Memorandum
of Intent
It is recommended that the City Commission
adopt the attached resolution authorizing
the City Manager to proceed with the
relocation of the designated adult coconut
palms, 20 ft or over in height , as
required for the Bayfront Park
Redevelopment Project.
On May 23, 1985 by Resolution 85-563 the City Commission adopted a
policy which required their review and special consideration of all
adult coconut palms, 20 ft. or over in height, to be transplanted as
a result of the Bayfront Park Redevelopment Project.
As part of the planning and design process of this project, all the
plant material in the Park, including the coconut palms, were
professionally evaluated and categorized in terms of height, spread
and caliper, horticultural value, aesthetic quality and potential to
survive transplanting. The plans and specifications which were
prepared as a result of this evaluation process established the
methods of transplanting and horticultural management• required to
ensure that all plant material to be relocated is handled in a manner
most conducive to its survival. With the contractor responsible for
this work committed to follow these requirements, we believe that the
issues of concern which brought about this policy have been
addressed.
In order to prepare for the commencement of the $6,012,000 Baywalk
and Facilities Project to be carried out by the U.S. Army Corps of
! Engineers as well as improvements constructed through the City with
funds from Federal, State, and private sources amounting to
$9,898,000, plant material including the coconut palms must be now
be relocated.
It is therefore recommended that the attached resolution be adopted
authorizing the City Manager to proceed with the relocation of the
designated adult coconut palms 20 ft. or over in height, as required
for the Bayfront Park Redevelopment Project.
