A RESOLUTION GRANTING, UPON THE ISSUANCE OF A
TEMPORARY PERMIT BY THE FLORIDA DEPARTMENT OF
BUSINESS REGULATION, DIVISION OF ALCOHOLIC
BEVERAGES AND TOBACCO, THE REQUEST OF THE
LATIN ORANGE FESTIVAL COUNCIL, INC. TO SELL
BEER AND WINE FOR A TWO-DAY PERIOD IN
CONNECTION WITH FIESTA BY THE BAY TO BE HELD
DECEMBER 31,11985 AND JANUARY 1, 1986, ON THE
FEC PROPERTY ; SUBJECT TO THE ISSUANCE OF ALI,
PERMITS REQUIRED BY LAW.

WHEREAS, Fiesta By The Bay has been planned on the FEC

Property on December 31, 1985 and January 1, 1986; and
WHEREAS, the Latin Orange Festival Council, Inc. has
requested permission to sell beer and wine for a two-day period

during the event; and
WHEREAS, Ordinance No. 9818 of April 5, 1984, authorized the
City Commission to permit the dispensing of beer or wine in soft
containers in any City park upon such conditions and limitations
as the City Commission shall prescribe;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Upon the issuance of a temporary permit by
the Florida State Department of Business Requlation, Division of

Alcoholic Beverages and Tobacco, to sell beer and wine, and

pursuant to the City Code, the request of the Latin Orange
Festival Council, Inc. to sell beer and wine for a two-day period
in connection with Fiesta By The Bay on the FEC Propertyl is
hereby granted in compliance with Ordinance 9818, further subject
to the issuance of all permits required by law.

BACKGROUND:
The Latin Orange Festival Council, Inc. sponsors Fiesta By The
Bay every New Year's Eve in Bayfront Park. This year, due to the
construction in Bayfront Park, the event has been moved to the
FEC Property. As in past years, the Latin Orange Festival
council requested that they be allowed to sell beer and wine in
connection with the Fiesta.
The Parks and Recreation Department has recommended that such
permission be granted, subject to the issuance of a temporary
permit by the Florida Department of Business Regulation, Division
of Alcoholic Beverages and Tobacco.

Dear Mr. Pereira:
As you know, the LOFC will be celebrating its Fourth Annual "Fiesta by
the Bay" on December 31st, 1985.
After much consideration, the council has decided that this year's site
for "Fiesta" should be at the Former FEC Property.and its front parking
lot.
The LOFC would like to request your cooperation and assistance in helping
us to acquire the site we have agreed upon in order to help finalize this
decision.
Needless to say, your prompt response in regards to this matter would
be most appreciated since we have very little time left before December
31st, 1985.
