WHEREAS, thc: Miami Planning Advisory Tioard, at its meetinq of. November 6, 1985, Ttem No. 2, following an advertised hearing, adopted Resolution No. PAB 60-85, by a 9 to 0 vote, RECOMMENDING APPROVAL of a change of zoning classification, as hereinafter_ set forth; and WHEREAS, the City Commission, after careful consideration of this matter, deems it advisable anti in the best interest of the general welfare of the City of Miami and its inhabitants to grant this change of zoning classification as hereinafter set forth; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA. Section I. The Zoning Atlas of Ordinance No. 9500, the zoning ordinance of the City of Miami, Florida, is hereby amended by changing the zoning classification of approximately 1103-51 Northwest 7th Street, Miami, Florida, more particularly described as, Tract C, SPORTMAN'S PARK (55-30) of the Public Records of Dade County, Florida, from CG-1/7 GENERAL COMMERCIAL to GU GOVERNMENTAL USE. Section 2. It is hereby found that this zoning classification change: (a) Is in conformity with the adopted Miami Comprehensive Neighborhood Plan; (b) Is not contrary to the established land use pattern; ( c) Will not create an i.sol•3tPd d i.stc-ict 'An t7eIated to _ adjacent and nearby (IL-0—.ri.cts. (j) Will not seriously reduce light and air to adjacent = area; (k) Will not adversely affect properly values in the adjacent area; (1) Will not be a deterrent to the improvement of. development of adjacent property in accord with existing regulations; (m) Will not constitute a grant of special privilege to an individual owner as contrasted with protection of the public welfare; Section 3. Page No. 24 of the Zoning Atlas, made a part of Ordinance No. 9500 by reference and description in Article 3, Section 300 of said Ordinance, is hereby amended to reflect the changes made necessary by these amendments. Section 4. All ordinances, code sections, or parts thereof in conflict herewith are hereby repealed insofar as they are in conflict. Section 5. Should any part or provision of this Ordinance be declared by a court of competent jurisdiction to be invalid, the same shall not affect the validity of the ordinance as a whole. APPROXIMATELY 1103-51 N.W. 7TH STREET Tract C SPORTSMAN'S PARK (55-30) Change of zoning classification in the Official Zoning Atlas of Zoning Ordinance 9500, as amended, from CG-1/7 General Commercial to GU Governmental Use. (Fire Station #3). REQUEST To change the zoning classification of the Fire Garage/Fire Station #3 site to GU -Governmental Use. BACKGROUND The subject site is presently comprised of Fire Station #3, a 2-bay fire station and the fire garage where maintenance is performed on fire equipment. Existing facilities occupy 17,590 square feet of building area of the 2.2 acre site. New expanded facilities are now proposed for the site including: administration offices for the Firefighting and Rescue Divisions, warehouse and storage facilities, credit union space, garage work bays and garage support area. New facilities will comprise 36,808 square feet of building area. The new facilities are budgeted at $2,000,000 from the 1981, Fire, Rescue and Fire Prevention Bond Issue. ANALYSIS Rezoning from CG-1/7 to GU is appropriate; the Governmental Use Zoning district is particularly tailored to municipal uses. RECOMMENDATIONS - PLANNING DEPT. Ac- cording to preliminary evidence cited by the safety board, the di- saster began when a bulkhead at the rear of the passenger cabin ruptured, releasing a rush of pres- surized air that blew off the tail section. All but four of the 520 people on board were killed. One proposal that the safety board said would prevent cata- strrphit- damage to the tail in case f a cabin -pressure loss has al- reLdy been addressed by the Boeing Co. The company is putting an aluminum cover over an open- inE; that mechanics use to get up into the vertical -tail area from a nonpresurized area behind the pas- si .�gvr cabin. The following steps were also proposed: ✓ Changing the Boeing 747 hy- 0 Airlines scrambling for pilots MemSwvks HINGTON — Ex- �' hroughout the avia- mmunity are becom- r )ncerned over the g number of expert- _ airline pilots, saying the shortage has been partic- ularly disruptive for regional and commuter airlines. Members of Congress, fed- eral safety officials, pilot union officials and indepen- dent Industry observers all say that the dwindling pool of experienced pilots hasn't severely compromised safe- ty. They warn, however, that the trend • demands a concentrated industry effort to improve pilot training. Moreover, they note that even the dominant compa- draulics system to prevent failure of all four systems in case of a pressure buildup in the normally unpressurized tail; ✓ Re-evaluating the design of the bulkhead at the rear of the passenger cabin; ✓ Re-evaluating procedures for repairing bulkheads of both 747s and 767s; ✓ Requiring more stringent in- spections that would go beyond routine visual checks of 747 bulk- heads. The Japan Air 747 that crashed had been damaged in 1978 in a landing so severe that 30 people were injured. Boeing has acknowl- edged making an improper repair pies are softening pilot quill• fications in order to fill the cockpits. Older pilots are be. ing hired, as well as those with less flight time than has been required in the past. The problem has devel- oped because the airline in- dustry is growing so rapidly. Rep. Norman Mineta, D- Calif., chairman of the House Aviation Subcommittee, said the major airlines are almost desperate for pilots and some "are really thin in terms of experience. We are going to get more and more Inexperi- enced people" as pilots. Jim Burnett, chairman of the National Transportation Safety Board, said "there no longer is the stability in the Pilot work force that we had years ago." to the bulkhead of the plane after that landing. A total of 608 Boeing 747s are in service around the world. Of those, 26 are short-range versions like the one that crashed, with landing -gears and a few other Parts strengthened to take the stresses of more frequent landings. Those 26 are parts of the fleets of Japan Air Lines and Japan's All Nippon Airways.
