RESOLUTION NO. 8E--23
A RESOLUTION ACCEPTING THE RECOMMENDATIONS OF THE CITY
MANAGER AND THE COMPETITIVE SELECTION COMMITTEE FOR
PREPARATION OF A COMPREHENSIVE TRAFFIC STUDY OF
COCONUT GROVE; APPROVING THE NAMES OF THE MOST
QUALIFIED PROVIDERS IN THE FOLLOWING RANK ORDER: 1)
TRANSPORT ANALYSIS PROFESSIONALS; 2) DAVID PLUMMER AND
ASSOCIATES; 3) KIMLEY-HORN AND ASSOCIATES; AUTHORIZING
THE CITY MANAGER TO ENTER INTO CONTRACT NEGOTIATIONS
PURSUANT TO SECTION 18-52.3 OF THE CITY CODE; AND
FURTHER INSTRUCTING THE CITY MANAGER TO SUBMIT THE
NEGOTIATED CONTRACT TO THE COMMISSION FOR APPROVAL
PRIOR TO EXECUTION THEREOF.
WHEREAS, by Resolution No. 85-1053, dated October 10, 1985, the City
Commission authorized the issuance of a Request for Letters of Interest for
consulting services; designated the applicable professional services as a
Category "B" project; appointed a Certification Committee; and appointed
Sergio Rodriguez, Director of the Planning Department, as Chairman of the
Competitive Selection Committee in accordance with Section 18-52.3 of the City
"
Code; and
WHEREAS, the City has advertised publicly for proposals from consultants
interested in providing professional services for the study and the City has
received a total of eight submissions from consultants, all of which were
certified as qualified by the Certification Committee; and
WHEREAS, a ten -member Competitive Selection Committee appointed by the
City Manager and chaired by Sergio Rodriguez, Director of the Planning
Department, has evaluated all qualified proposals, and said Committee has

interviewed three consultants that submitted proposals, and subsequently

ranked said consultants in the following order: 1) Transport Analysis

Professionals, 2) David Plummer and Associates, 3) Kimley-Horn and Associates;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:

Section 1. The recommendations are hereby accepted from the City Manager
and the Competitive Selection Committee concerning consultant selection for

preparation of the Comprehensive Traffic Study of Coconut Grove, and the names
of the most qualified providers are hereby approved in the following rank

order: 1) Transport Analysis Professionals, 2) David Plummer and Associates,
3) Kimley-Horn and Associates.
Section 2. The City Manager is hereby authorized to enter into contract
negotiations pursuant to Section 18-52.3 of the City Code.

It is recommended that the City Commission accept the
recommendations of the Competitive Selection Committee
concerning protessional services for a comprehensive

Background
Resolution No. 85-1053, dated October 10, 1985, authorized the issuance of a
Request for Letters of Interest from providers of professional services for
preparation of a Comprehensive Traffic Study of Coconut Grove. The Resolution
designated the applicable professional services as a Category "B" project; and
appointed Sergio Rodriguez, Director of the Planning Department, as chairman
for the Competitive Selection Committee in accordance with Section 18-52.3 of
the City Code.
Consultant Selection Process
On October 24-25, 1985, the City advertised publicly for Letters of Interest
and consultant qualifications for this project. In addition, notices were
mailed to all registered Professional Engineers in Dade County. A total of
eight responses were submitted by the November 14, 1985 deadline. The
Certification Committee, also established by Resolution No. 85-1053, reviewed
the submissions and determined that all eight met the qualifications to
provide the full range of professional services required by the City. The
Competitive Selection Committee met on November 21, 1985, to review the
submissions and short-listed three proposals for oral presentations and
interviews. The interviews were held in a public meeting on December 6, 1985,
following which the Selection Committee rated the consultant firms according
to the Evaluation Criteria below and arrived at the rankings shown above.

Evaluation Criteria
The following criteria were part of the Request for Proposals, and were
utilized by the Selection Committee to rate individual proposals and arrive at
the final rankings:

including previous work for public agencies. A maximum of 10
points will be deducted for current contracts with the Uity.
10 Team organization and assigned staff
25 Capability of team, related to actual individuals assigned to
the project, their expertise, work load, and related professional
skills, and location of office.
15 Minority participation related to percent of minority ownership
of the prime and sub -consulting firms and the percent of key staff
professionals who are minorities working on the project.
5 Compliance with Submission Requirements (of the RFP).

Each member of the Selection Committee evaluated each firm according to the
above criteria, and arrived at a total point score for each firm. These point
scores then became the basis for a ranking of the firms by each evaluator.
The rankings by each member of the Selection Committee were then tabulated,
and the final scores totaled. There were no tie scores.
Recommendation
The Competitive Selection Committee recommended the following consultants in
rank order:

The firm of Transport Analysis Professionals was ranked, per the criteria,
first by the Competitive Selection Committee for the following reasons:
1. The firm's technical capabilities are excellent. Work on
the propose -project is to be personally performed by the
prime contractor's two principals, the principal
professional of the subcontractor firm, and two key staff
persons, one from each firm. The technical capabilities of
these professionals are exceptionally good, and the
resources of the firms provide all necessary support in
personnel, equipment, and services.
2. The consultants have extensive professional experience on
similar projects, including a large number of assignments

Committee requested information relating to past work experience with the City
of Miami. The firm of Transport Analysis Professionals and its sub-

Attached for your signature is a memorandum to the City
Commission recommending approval of a Resolution that accepts the
rankings established by the Competitive Selection Committee
concerning the top three consultants for the Comprehensive
Traffic Study of Coconut Grove.
It is requested that this item be placed on the City Commission
agenda for January 90 1986, in order to keep this project on
schedule.
Following City Commission approval of the consultant rankings,
the City Manager's office will initiate negotiations with the
consultant selected for award. The project contract should be
ready for City Commission approval in February.
