ORDINANCE NO. O Q 6'1__
AN EMERGENCY ORDINANCE CREATING A NEW
DEPARTMENT TO BE KNOWN AS THE DEPARTMENT OF
PUBLIC FACILITIES; PROVIDING FOR THE
APPOINTMENT OF A DIRECTOR BY THE CITY
MANAGER; PRESCRIBING THE RESPONSIBILITIES,
FUNCTIONS, AND DUTIES OF THE DEPARTMENT;
FURTHER PROVIDING FOR THE TRANSFER OF
PERSONNEL, RECORDS AND EQUIPMENT TO SAID
DEPARTMENT, WHICH WAS PREVIOUSLY BUDGETED IN
THE FISCAL YEAR 1985-86 BUDGET OF THE
FOLLOWING CITY ADMINISTRATIVE UNITS:
COCONUT GROVE EXHIBITION CENTER, MIAMI
MARINE STADIUM, MIAMI BASEBALL STADIUM AND
ORANGE BOWL STADIUM; AUTHORIZING THE SAID
DEPARTMENT'S EXPENDITURE OF FUNDS CURRENTLY
APPROPRIATED TO SAID ADMINISTRATIVE UNITS;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, Section 19A of the Charter of the City of Miami
provides that the Commission may create new departments of
discontinue any department and determine, combine, and
distribute the functions and duties of departments and
subdivisions thereof; and
WHEREAS, it is the desire of the Commission to exercise
such authority and to create a new department to be known as the
Department of Public Facilities, and to distribute and transfer
to it certain functions and duties heretofore primarily
performed by the Office of Auditoriums and the Office of
Stadiums; and
WHEREAS, the general public may then be served in a more
efficient and satisfactory manner;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. There is hereby created a department to be
known as the Department of Public Facilities.
Section 2. (a) The City Manager is hereby authorized to
appoint a Director of the Department of Public Facilities. The
Director shall administer the affairs of the Department subject

to the supervision and control of the City Manager in all
matters. The Director of the Department of Public Facilities
will be the Director of Coconut Grove Exhibition Center, Orange
Bowl Stadium, Miami Marine Stadium and Miami Baseball Stadium.
(b) Personnel, records, and equipment
previously budgeted in the Fiscal Year 1985-86 budget of the
following City Administrative Units: Coconut Grove Exhibition
Center, Miami Marine Stadium, Miami Baseball Stadium, and the
Orange Bowl Stadium are hereby transferred and assigned to the
_- Department of Public Facilities.
(c) The Department of Public Facilities is
hereby authorized to expend funds currently appropriated to the
City Administrative Units set forth in Section 2(b) hereof.
Section 3. The functions and duties of the Department of
Public Facilities are to be carried out by the office of the
-- Director of the Department under the following divisions:
(a) The Stadium Division shall oversee the
day-to-day, event-to-event operations of the Orange Bowl Stadium,
the Miami Marine Stadium and the Miami Baseball Stadium.
(b) The Auditorium Division shall oversee the
day-to-day, event-to-event operations of the Coconut Grove
Exhibition Center.
(c) The Public Facilities Promotion Division
shall have the responsibility of negotiating and booking special
events such as concerts, boxing, wrestling, tractor pulls, truck
pulls and other forms of entertainment in all of the facilities
operated by the Department of Public Facilities.
Section 4. Tt is declared to be the legislative intent of
this body that if any section, subsection, sentence, phrase,
word, or provision of this Ordinance is held invalid, the
remainder of the Ordinance shall not be affected.
Section 5. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.

uection 6. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami.
Section 7. The requirement of reading this Ordinance on
two separate days is hereby dispensed with by an affirmative vote
of not less than four-fifths of the members of the Commission.
Section 8. It is the intention of the City Commission
that the provisions of this Ordinance shall become and be made a
part of the Code of the City of Miami, Florida, as amended, which
provisions may be renumbered or relettered and that the word
"ordinance" may be changed to "section", "article", or other
appropriate word to accomplish such in~L-ention.

- The adoption of the attached emergency
ordinance is recommended for consolidat-
ing the management of the Orange Bowl,
-- Miami Stadium and Coconut Grove Exhibi-
tion Center into a new Department of
Public Facilities.
To provide for more effective management of the City's Enterprise
Fund operations, the operations of the Marine Stadium, Miami
Baseball Stadium, Orange Bowl Stadium and the Coconut Grove
Exhibition Center have been consolidated into a single
organizational unit to be known as the Department of Public
F~scilities. Staffing at Coconut Grove Exhibition Center has been
reduced from seven to four. The annualized savings generated as
a result of the creation of this organization and the
reorganization of the Conference Center will amount to $155,000
(including fringes).
This organizational realignment will provide the basis for
uniform coordination and management of these enterprise fund
entities which were formerly managed in a separate and splintered
manner.
In addition, this coordinated management concept will establish a
uniform and consistent marketing and sales policy for these
public facilities.
- It is anticipated that further efficiencies will be established
once these operations are actively managed by a single department
director.
